Provisional Translation: Original in Japanese For Dissemination and Expansion of Good Agricultural Practices (GAP) October 2017 Agricultural Production Bureau Ministry of Agriculture, Forestry and Fisheries of Japan MAFF
1-1 Benefit of Implementing GAP 〇 Good Agricultural Practices (GAP) are management activities in the agricultural production process to ensure various components of sustainability including food safety, environmental conservation and worker safety. In other words, implementing GAP aims to realize better agricultural practices by visualizing farmers activities, through keeping records and displaying signs, while verifying food safety, environmental conservation and worker safety on the basis of daily production records in their routines. Step 1: Start with sorting out! The basic idea is to tackle those activities that farmers have already become used to do: keep things tidy and in order, and keep production records. Photographs: Japan GAP Foundation 1
1-2 Benefit of Implementing GAP Step 2: Examine your farm field according to a checklist! Make improvements when you find problems in your daily routines. Food safety [Daily activities] Preventing food contamination and proper pesticide use and storage Environmental conservation [Daily activities] Proper fertilizer application, soil erosion prevention, proper waste disposal or re-use Worker safety [Daily activities] Checking and maintenance of machines and facilities, use of protective equipment to ensure safe working conditions Keep any potential pollutant, such as heating oil, away from packaging materials Hygiene instructions for visitors Disposal of empty pesticide containers after segregation Water consumption monitoring and water conservation measures Posting of warnings in hazardous areas Preparation of accident prevention manuals Protection of human rights Concluding family-run agreement Compliance with working conditions for employing technical interns Farm management Arrangement of responsible persons Education and training Internal reviews Others Product recall tests Evaluation of raw material suppliers 2
1-3 Benefit of Implementing GAP Effect of farm management by GAP activities Enhancing self-dedicated minds of employees Enhancing trust by clients (leading to facilitate business) Reducing dead stock 56% 54% 70% Easier production and sales planning 46% Improving quality, in terms of grade and standard 44% Percentage of respondents who answered "improved" Source: modified by MAFF from "Results of survey on GAP-related management improvements" (NARO, January 2013) Implementing GAP is the best way to become a good farm manager. 3
2 Challenges in Japanese Agriculture: Food Safety and Sustainability Recent world food trends Globalization and increasing complexity of food chain Food shortage due to global population growth Slavery, child labor Faster transmission of information due to advanced information technology Higher living standards, diversified needs Unclear distribution processes Increasing environmental degradation Social problems Greater consumer awareness of global and individual problems Need for highquality goods Greater distrust and concern among consumers Increasing needs for those foods being secured and trusted by consumers Greater emphasis on invisible values Visible value Price Function Design Food safety, environmental conservation, worker safety, protection of human rights Quality Invisible value Basic value Added value Diversifying consumers needs based on their interests 4
3 Implementing GAP and Obtaining GAP Certification to Meet the Challenges Increasing complexity of food supply chains to consumers Expanding domestic markets of agricultural products to overseas Globalization of retailers and food producers Comparably, face to face relationships to producers Based on a relationship of mutual trust Common Japanese practices apply Domestic market Domestic market International market Cannot see producers faces due to complex food supply chains Difference of cultures and food safety regulations in other countries Common Japanese practices do not apply. Counterfeit products are rampant. Distrust and concern among consumers Increasing need for "Visualization" Establishment of standards and acquisition of certification would contribute to improving international competitiveness. Increasing importance of standards and certification Take action now or be left behind in the global economy. 5
4 Various GAP Schemes in Japan Level of achievement Prefecture D JGAP (former JGAP Basic) Food Safety ASIAGAP (former JGAP Advance) GLOBAL G.A.P. Product recall test, evaluation of suppliers Farm Management Prefecture Prefecture Agricultural Protection of Human rights A B cooperative C Worker Safety Environment Brand Labor Environmental Conservation GAP implementation GAP based on MAFF guidelines +municipal confirmation (compatible with Olympics/Paralympics) GAP certification JGAP ASIAGAP GLOBALG.A.P. Certification system (not in compliance with ISO) Olympics/Paralympics procurement standards (former JGAP Basic) (former JGAP Advance) GFSI approval (application scheduled) (vegetables and fruits) GAP certification demanded by domestic customers (some major retailers) (some major retailers) (some major retailers) Overseas markets (acquired in South Korea and Taiwan) (promoting in Southeast Asia) (acquired mainly in Europe) * Global Food Safety Initiative (GFSI) is a subdivision of The Consumer Goods Forum (TCGF), an organization founded by global food companies (about 400 companies in 70 countries) to promote food safety. 6
5 New Movement among Japanese Food Manufacturers and Retailers Increased and accelerated needs for GAP certification of international level Company A (beverage manufacturer) Currently requesting that tea leave suppliers acquire GAP certification In addition, by 2020, planning to procure coffee materials, sugar beets, fruits and vegetables only from GAP-certified farms Company B (supermarket) By 2020, 100% of its PB agricultural products will be acquired by GAP certification being approved by GFSI. Currently, all directly managed farms have acquired GAP certification. Company C (supermarket) By 2021, all fruits and vegetables on sale will be supplied by GAP certified farms. For further expansion and acceleration It is necessary not only that food processors, distributors and retailers recognize the significance and merits of GAP certification, but also that GAP-certified agricultural products receive a high reputation. 7 7
