3 Opening video Global Food Safety Initiative (GFSI) plays. In the 1990s, confidence in food safety was sapped by a series of serious incidents. As a result, GFSI was established as an organization to promote food safety in GFSI works toward four goals: reducing food safety risks, achieving cost efficiencies, capacity building and providing networking opportunities. It also provides the Global Markets Programme tool for businesses looking to build food safety schemes like the Hazard Analysis and Critical Control Points (HAACP) program, under which each company assesses its own food safety level and aims for GFSI-recognized certification through step-by-step improvement. Katsuki Kishi, General Manager, Quality Management Department, AEON Retail Co., Ltd. and Member of the GFSI Board of Directors and Chair of the GFSI Local Group Japan: GFSI works to achieve convergence among food safety management systems, to build capacity among developing country businesses and small to medium enterprises, and to harmonize among national governments and international organizations. Promoting the adoption of the Global Markets Programme, a step-by-step program to attain GFSI-recognized certification, is more likely to succeed in Japan than in the West, because Japan has far more small to medium enterprises. Hideshi Michino, Director, Food Inspection & Safety Division, Pharmaceutical Safety & Environmental Health Bureau, Ministry of Health, Labour and Welfare: With Japan becoming an ageing nation, it can also be said that this is a society with a high population at high risk of food poisoning. In this context, there is increasing need to institute HACCP processes to optimize self-management of hygiene in production, raw materials and the manufacturing environment. Another reason for this is the increasing globalization of food distribution in recent years and the upcoming Tokyo Olympics and Paralympics, underlining the need to eliminate the discrepancy between domestic and global standards of food safety management. We are working to prepare the amendment to the Food Hygiene Act for next year s regular parliamentary session, which will include systematic implementation of HACCP. 2
4 Mika Yokota, Director, Food Industrial Corporate Affairs Office, Food Industry Affairs Bureau, Ministry of Agriculture, Forestry and Fisheries: For the Ministry of Agriculture, Forestry and Fisheries, working with the private sector to improve the transparency of the food supply chain is more important than ever. Therefore, the preparation of standards and certification as GFSI is doing will be key, both for securing food safety across the entire food industry and for promoting sustainable value. Kazuho Goda, Director of the Local Product Consumption and Export Division, Department of Industrial Development and Promotion, Kochi Prefectural Government: The market in Kochi Prefecture has continued to contract with the progression of natural population decline and ageing. One strategy to break out of this pattern is to buy local, sell global. A guarantee of food safety is vital to selling our products globally. Kochi Prefecture provides total support to bed in the introduction of HACCP methodologies to achieve this. However, there is a weakness in making Kochi s HACCP a universal tool for all transactions with Japanese and foreign customers in terms of awareness and confidence. We believe that it needs to link with standards for domestic transactions. Reinforcing this as the standard through harmonization with GFSI s Global Markets Programme would be a real step forward. Naoki Shinoda, Global Market Programme WG Leader, General Manager Food Safety, Cargill Japan: Today, 99% of food businesses are small in size, and much of what we eat is produced by these companies. For many of them, attaining GFSI-recognized certification is very difficult but by using the Global Markets Programme, they will be able to deliver safer food to Japanese consumers. Moreover, the Global Markets Programme is a step-by-step program to acquire GFSI-recognized certification, so it can help such firms to acquire their GFSI certification. Shinjiro Mitsumori, GFSI Japan Local Group member and Food Chain TF Leader and Manager, Quality Control Department, Lawson, Inc.: Food distribution has become very complex in recent decades and in fact the whole world is connected, if we look at the supplier chain overall. Therefore, food safety needs to be considered globally, and we need to overcome the inefficient situation where we have different safety requirements for every transaction. In order to achieve that, the Japan Local Group has come to the conclusion that the internationally-recognized Global Markets Programme is the most appropriate way to institutionalize HACCP because it generates harmony with manufacturers, 3
5 auditing is carried out in a common language, it saves time and it is free to use. Makoto Hattanda, Global Markets Programme WG Leader and Subgroup Leader, Quality Assurance Department, Japan Consumers Cooperative Union: If we are to roll out the Global Markets Programme, we will need to explain the benefits of certification to business owners. To make the Global Markets Programme easier to understand we are looking into coming up with a guide to provide extra explanation, and at ways to even out perceived unevenness in reviewer competency and training bodies. Naoki Shinoda: The Global Markets Programme not only allows for reduced inspections and promotion of mutual understanding between parties, it naturally improves the food safety level of businesses and can lower the hurdle for GFSI certification. As a result, it could make the food industry as whole in Japan more productive. Sarah Blanchard, QA Innovation and Customer Solutions Global Head, Metro Cash and Carry: Metro is rapidly growing its number of stores and we need to check food safety in all of our branches worldwide. As a founding member of GFSI, we recommend accreditation as a global requirement in all 26 countries in which we operate and procure products. Demand for these quality standards is growing across the value chain. That is because food safety is the responsibility of all. However, it would not be easy for all suppliers to obtain certification instantly. They need assistance in gaining certification and for this, we have developed the Global Markets Programme and MAS as provisional standards. Takashi Ishida, CEO, Metro Cash and Carry Japan: Our Metro Assessment Solution (MAS) has more or less the same requirements as the Global Markets Programme provided by GFSI. MAS is an optimal assessment system for stepping up to globally recognized GFSI standards. Attaining the GFSI-recognized standards is extremely beneficial. It keeps hygiene standards up to date, improves staff awareness of food hygiene, fosters confidence among business partners and increases export volumes to overseas customers, among other things. 4
6 Sarah Ockman, Global Lead, IFC Food Safety Advisory: The World Bank Group has the twin goals of eliminating extreme poverty and boosting shared prosperity. The Global Markets Programme contributes to both of these goals. The Global Markets Programme brings the benefits of increased sales, reduced costs and reduced risk. The cases of Ukraine and Kazakhstan show just how successful it has been. Futoshi Oi, Marketer, Sales Department, Senrei Co., Ltd.: Senrei, based in Onagawa, Miyagi Prefecture was established as a joint venture to leverage the respective strengths of four companies affected by the 2011 Great East Japan Earthquake disaster: Okasei Co., Ltd., Ishimori Shoten Co., Ltd., Sendai-Suisan Co., Ltd. and Maruyo. It aims to add value to products such as scallops and sanma (saury) for the global market. Its most basic weapon to achieve this is FSSC Masashige Kuwahata, President CEO / Principal Tea Taster / Tea Master, TOKKOEN Co., Ltd.: After opening in 1946 as a small tea retail shop, Tokkoen developed as a wholesaler and business grew with each passing year. In order to boost safeguards against foreign matter entering its products, Tokkoen refurbished its factories to comply with HACCP and in 2008 was certified for ISO22000, the food safety management system. Then in 2012 it was certified under the FSSC22000 food safety management system, a first in Kagoshima Prefecture. This has led to the acquisition of new clients in the beverage and supermarket distribution industry. 5
7 Kotaro Sato, Director and Factory Manager, Manufacturing Department, Fuji Foods Co., Ltd.: Established in 1970, Fuji Foods is a venerable maker of dumplings and other Chinese foods. It acquired and applied ISO22000 certification in April In the ten years since, it has used GMaP auditing to find weak points in its management of food safety and is now aiming to go to the next level by acquiring certification under a GFSI approved scheme. Kouhei Taguchi, Senior Managing Director, Daiichisuisan Co., Ltd.: We handle marine products from around Japan and all over the world as a large seafood wholesaler for Tsukiji Market. By acquiring FSSC22000 certification, we have successfully established a food safety management system. We dispatch seafood products around the world putting to good use both the intangible safety culture created by our forebears (friendship, trust and bonds) and the tangible safety standard of the GFSI certification scheme. We dedicate ourselves daily to improving the food hygiene awareness of the market and the industry as a whole. Panel discussion Koei Miyazawa: I would like to ask all of you from these advanced and progressive businesses: how do you choose which food safety standard to follow? How do you use it, and how do you achieve your goals? Futoshi Oi: We selected FSSC22000 because if we were going to enter the global market, we needed a global standard. Thanks to our actions to gain FSSC22000 certification, we were able to submit an HACCP plan very quickly, a minimum requirement for exporting to the United States. Our choice was certainly the correct one. Masashige Kuwahata: First of all we acquired ISO22000 certification in Next, we strove for FSSC Not only am I convinced that this was the correct decision, it has also had much more positive influence on our producers than we could have imagined. Kotaro Sato: As we were required to implement some sort of HACCP system, we acquired a private HACCP certification based on the CODEX guidelines, run independently by a certification body. This migrated to ISO22000, which we implemented. Kouhei Taguchi: We chose FSSC to prioritize strengthening of the PDCA cycle and maintenance. The deciding factor was being able to create a system that would maintain the best possible situation by 6
8 raising the food safety level across the company as a whole, where we created our own rules, training, implementation, monitoring and improvement. Koei Miyazawa: I am concerned about how to find consistency across different standards in the supply chain. I wonder how well processors implementing FSSC and producers with Good Agricultural Practice (GAP) certification will work together. Masashige Kuwahata: Tokkoen is GAP certified, while the tea processing factories are mostly ISO9001 or HACCP certified. However, speaking realistically, many tea farmers feel that gaining the various certifications is increasingly out of reach. The level goes up every year so finally, they just stick to GAP certification. Koei Miyazawa: It is not enough just to look at ways to control risk factors in the production process. I would also like to ask about food safety in terms of raw ingredients, shipping and storage. Kotaro Sato: We require certification for suppliers of local raw products. In future even if we do not inspect them we still make visits and beef up management. We are also considering verifying the hygienic management pledges in shipping made by subcontractors at the point of contracting their services. Koei Miyazawa: What advice do you have for the Global Markets Programme? Futoshi Oi: The GFSI approved scheme is a very powerful weapon for boosting domestic sales, and you should definitely aim to acquire this certification. Koei Miyazawa: The Global Markets Programme is expected to help a wide range of small and medium enterprises, and I strongly believe it will create opportunities to gain GFSI approved scheme certification as well. 7
9 Break out session 2: Case Study Primary Production Yoshinori Suzuki, Deputy Director-General for Agricultural Production and Marketing Promotion, Ministry of Agriculture, Forestry and Fisheries: The Ministry of Agriculture, Forestry and Fisheries is working to expand GAP implementation and certification among producers. By the end of 2019 we are aiming for three times as many international standard GAP certifications as we have now in Japan, and by 2030 we intend to have international standard GAP implemented on almost all farms across the country. We are also holding partner meetings that bring together producers, distributors, processors, retailers and restaurants to promote the importance of gaining GAP accreditation across the entire food chain. Yukie Sato, Agricultural Production Corporation Marusei Fruit Farm: We acquired JGAP certification in 2013 in order to remove the stigma of being a Fukushima Prefecture producer. Next, we will step up to achieve GLOBALG.A.P. accreditation for our apples and persimmons. The result is that we now have a very forward-looking business, including secondary (processing) and tertiary (shipping and retail) initiatives, handing down of techniques to produce high-quality fruit and marketing to large GMS, for example. Toshihiko Shinotsuka, President, Lawson Farm Chiba Co. Ltd. Lawson Farm was established to cultivate fresh and safe fruit and vegetables. We acquired JGAP certification because it is a third party accreditation system, it can be used as a common standard across Lawson Farm, and it is compatible with Japanese agriculture. We will strive to deepen our understanding of GAP and to raise awareness among primary producers. 8
10 Makoto Ando, Kokonoe Ando Farm: We are growing fruit as a family business in a natural way by using mostly organic fertilizers and avoiding overuse of pesticides. After gaining the GLOBALG.A.P. certification, there were major changes including increased pride in our own business, enhanced safety for our workers and smarter management. Our goal now is to be a model for family farming striving that accounts for food safety, worker safety and preservation of the environment. Masami Matsumoto, Senior Managing Director, Iwaki Bed Mushrooms Association Agricultural Cooperative Corporation: The Iwaki Bed Mushrooms Association Agricultural Cooperative Corporation was established in July It is a cooperative created by three people from different industries. We sought JGAP accreditation to overcome stigma and tap new markets in the wake of the Great East Japan Earthquake disaster, as well as to build the pride of our young employees. Panel discussion Yukie Sato: Great East Japan Earthquake disaster was the trigger for acquiring GAP certification. I am delighted that our workers are so proud of having gained GLOBALG.A.P. certification. Toshihiko Shinotsuka: We take pride in the fact we are seeking GAP certification in a way that does not cost a lot, communicating with mentors and making changes on the ground that do not cost money. Makoto Ando: For small family businesses with few employees, meeting various standards and compulsory safety seminars is a big burden. Masami Matsumoto: When it comes to expanding our current production system overseas, ways of maintaining common standards like JGAP and GLOBALG.A.P. are going to be very useful tools. 9
11 Plenary Session 2 Ken Saito, Minister of Agriculture, Forestry and Fisheries: There is going to need to be a step change in understanding in Japan s primary industry and food production industry to take account of the global market. One way of gaining the confidence of consumers is to promote initiatives like this on standards for food safety management and sustainability. Moreover, GAP and HACCP work to improve the management capacity of businesses, which means they can trigger changes for the better down on the farm. In the lead-up to the 2020 Tokyo Olympic and Paralympic Games, we hope that the GFSI s initiative to lead development of the food safety management system will contribute to the promotion of Japan s superb produce on the world stage. Cor Groenveld, Managing Director, FSSC Global Markets Programme: There are three major elements to the FSSC Global Markets Programme: a selfassessment tool, FSSC training materials and conformity assessment. While FSSC22000 is a complete food safety system, FSSC Global Markets is a minimal requirement that is the clear distinction between the two. Aldin Hilbrands, FSSC Technical Director: I will explain the FSSC22000V4 scheme. Aspects that changed in version 4 are surprise inspections, prevention of food fraud and protection of food, competency of inspectors, non-compliant grades, templates for inspection reports, expansion of scope, offsite activities, multi-site, and FSSC-Quality. Ignacio Antequera, Senior Manager, Team Leader Technical Key Accounts, GLOBALG.A.P.: GLOBALG.A.P. is a private organization that was established in It is an attempt to enable suppliers to operate with just one deed by harmonizing requirements. Localg.a.p. is a first step toward this certification. GLOBALG.A.P. is a certification system which will give you a high-level guarantee, while localg.a.p. is just an assessment process. The reason that localg.a.p. is an introductory solution for acquiring GLOBALG.A.P. certification is that it is a program focused on achieving compliance with GFSI Global Markets and for achieving the standard for GFSI certification. It is also very efficient because it can be fully tailored to your needs. 10
12 Hiroshi Ogino, Secretary-General, Japan GAP Foundation: The Japan GAP Foundation was set up because we saw that there was a need to build a GAP for Japanese industry standards that would be recognized globally. In March this year a new JGAP for livestock and animal products was established. In July, we unveiled ASIAGAP, created in response to GFSI requirements and based on JGAP standards. The aim is for ASIAGAP, the basis of disseminating GAP to Asia, to be a common GAP platform for Asia to develop economically. We believe a food safety system based on credible certification will contribute to growth in farm exports and to raising the level of technology in farm production across Asia as a whole. Tokuji Nishitani, President, Japan Food Safety Management Association (JFSM): JFSM was set up in January 2016 after about two years of meetings between large food companies and officials from the Ministry of Agriculture, Forestry and Fisheries. Its main tasks are to formulate Japanese food safety management standards for exporters and small and medium enterprises that conform with international standards, as well as certification schemes and conformity certification programs, to train people and to communicate information. We came up with three levels of certification, JFS-A, B and C, and we provide support to companies large and small. We also hope to contribute to exporting safety technologies that harness Japanese traditional foods to the rest of the world. We are promoting of bottom-up, sustainable improvement from the workplace level. It is our vision to contribute to bringing about One World food safety that focuses on the Asia region. Miho Okada, Managing Director, TraceBlue of Japan and Director, Caux Round Table Japan: A Blue Number is a special identification number issued to people, organizations, things and places by the Blue Number Initiative, headquartered in New York. The Blue Number was born out of a wish to make farmers visible, consumers desire to eat safe food by identifying who and where it was produced and companies desire to make producers visible in the supply chain. The Blue Number Initiative aims not just to bring transparency to producers and consumers but to those in between, including processed products. 11

Then we provide support for the secondary and tertiary industries of manufacturing and retail service industries. As part of our efforts, we are at times called upon to explain HACCP and other aspects of food safety management from the bank s point of view to business owners. Kazuo Gokita, Department Director Crisis Management & Food Safety Department, Sompo Risk Management & Health Care Inc.: Risk management in the food manufacturing industry is primarily about managing food hazards. The trend globally is for HACCP to be made compulsory. Japan has a falling population and increasing foreign tourist numbers. Add to this the rise of safety consciousness and changes in the external environment related to food safety management, and we can say that with 70% of companies failing to make the major changes required to conform to HACCP, they are running a fatal risk. Masanori Kotani, GFSI Japan Local Group Communication WG Leader and Manager, Food Safety and Compliance, Amazon Japan GK: The GFSI Japanese website went live on September 1. I can confirm that the Japanese version has almost exactly the same content as the English one. In future, look for the website to be linked with social media for updates. 12
14 Veronique Discours-Buhot, Director, Food Safety and Global Food Safety Initiative (GFSI), The Consumer Goods Forum: Japan will be an especially high priority on the GFSI agenda next year, as Tokyo will be the venue of the 17 th Consumer Goods Forum. This event brings together experts on an annual basis to look at ways to improve consumer confidence in food safety around the world. There is a lot of important discussion, and I hope that as an organization we can put this into practice. 13
