3 Rice produc?on in the South of Senegal is a household food crop. Yet it s a value proposi5on compelling enough to fuel the crea5on of a value chain.
4 The NERICA Franchise : Geographic coverage is a priority of the Senegal FTF strategy and has led to the crea5on of decentralized partnerships Nine locally based NGOs spread across a 300km wide catchment area surrounding the Gambia implement the demonstra5on and training program. Demo sites double- up as cer?fied seed mul?plica?on sites. Micro- credit, food aid, self help funds and outside seed sales enable the NGOs to facilitate seed & input procurement by village farmers.
5 Strategic implementa?on choices were driven by a will to build sustainable value chain linkages and scaling capacity from day 1 Project funded seed procurement was limited to demonstra5on sites that are considered promo5onal tools to boost future seed sales Founda?on seed procurement is led by seed producers through B to B linkages with Seed law authorized suppliers within and outside of Senegal Promo5on of full seed cer?fica?on vs community improved seed approach even for remote farmer groups Promo5on of NERICA combined to cri?cal complementary technologies Selec5on of local humanitarian NGOs as technology extension partners Introduc5on of locally managed producer tracking databases with GIS capability Local rural bank and MFIs provide expansion working capital and equipment purchases for the cer5fied seed sector which is considered the ini?al cash market No loan guarantee mechanism to facilitate lending

Local Agro- Dealer: Seed processing facility PPP, seed procurement contract with local producers Local banks and MFIs: Working capital loans to seed mul5plica5on groups Leasing: Tractor lease- purchase for lead seed producers

10 The success of the Nerica rice program has impacted Government and Donor support policies which can boost or hinder future growth Upland rice produc5on in the South of the country is now a central component of the Govt Rice Self Sufficiency Program with major support to NERICA mul5plica5on and processing Seed sector support projects by various donors will target NERICA expansion and Founda5on seed supply with a risk of going back to a State and Donor driven seed sector Seed control process reform is expected to priva5ze the field controller ac5vity but policy support will be needed The MCC investments in road infrastructure will contribute to increased trade within the zone and impact the rice sector
