2 (A Government of Karnataka Enterprise) Brief Bid Notification (Two Cover System) Through e-procurement Portal only Bid No.: LO/CSD/AutoCAD/ 457 Date: Sealed bids are invited from the Original Equipment Manufacturers (OEM) or their authorized business partners for Auto CAD 2016 standalone licenses i.e, one Network server license (with media), and three number client access licenses along with one year maintenance support for Yelahanka Combine Cycle Power Plant, Bangalore Bid documents may be downloaded from Government of Karnataka e-procurement website under login for contractors After login to contractors, please scroll down to the right side bottom to see List of tenders, please click there to find the details of NIT and download copy of the tender. The tender can be downloaded in the portal as per prescribed date and time published in the portal. Only interested bidders who wish to participate should remit on-line transaction fee for tender after registering in the portal. The transaction fee is non-refundable Bids shall be accompanied by Earnest Money Deposit of Rs.20,000/- (Rupees Twenty thousand only), which should be paid online through e-procurement portal using any of the following payment modes: Credit Card Direct Debit National Electronic Fund Transfer (NEFT) Over the Counter (OTC) (only through designated branches of ICICI Bank) 5.0. Bids shall be electronically submitted (on-line through internet) within the due date and time published in e-procurement portal Bid Cover- 1 will be opened at prescribed time and date in the e-procurement portal, in the presence of the tenderers who wish to attend at the office of the Chief Engineer (Electrical Designs), Karnataka Power Corporation Limited, 22/23, Sudharshan Complex, III Floor, Sheshadri Road, Bengaluru Opening of Cover-2 will be intimated later The brief scope of the tender: a) Supply, installation and providing technical support during subscription period as detailed below: i. Supply and installation of software, updates, patches and new releases of AutoCAD-2016 standalone license (one number) with media and three number AutoCAD-2016 standalone license along with one year maintenance cost for all the four licenses at consignee places as and when released by M/s Autodesk. 2
3 ii. Impart one day training to 10 engineers on release of new version of Autocad software at the bidder premises. iii. Technical support through telephone, and onsite visit during normal business hours (i,e 9.00 AM to 5.00 PM) excluding public holidays and Sunday. iv. Trouble shooting. v. Re-installation of software whenever necessary. b) Providing software license. The bidder shall quote for full quantity of licenses in the tender, failing which the bid is liable for rejection Validity: The Bid submitted shall be kept valid for 180 days from the date of opening of Cover-I of the Bid Earnest Money Deposit: Earnest Money Deposit of Rs.20,000/- which should be paid online through e-procurement portal for the tender shall be in any of the above payment modes indicated under Clause 4.0. The EMD shall be valid for 120 days from the date of bid opening Calendar of events: a) Date of float of NIT through e-portal b) Last date for posting clarification by the bidders on the e-portal up to hrs c) Pre bid meeting at hrs d) Publication of pre bid clarifications e) Last date for receipt of completed bids for both Cover-1 and Cover-2) up to 15:00 hrs f) Date of opening of Cover-I (Technical bid) at 15:00 hrs g) Date of opening of Cover-II (Price bid) of qualified bidders It will be intimated later to the qualified bidders Qualification Criteria: The following are the qualification criteria for the bid: a) Bidder must be an OEM or authorized value added reseller for last three years (at least since 01/04/2012) and furnish the certificate from M/s.Autodesk for the same (not older than three months from the date of opening of bid). b) Bidder must be having an average annual turnover of Rs 120 Lakhs for last three years. Must furnish the audited balance sheets. c) Bidder must have an expertise in supply and installation of Autodesk products providing training and technical support to Autodesk products. Must have executed at least two orders during last two years and furnish certificate from the customers for satisfactory completion of works, supply, installation and training Tenderers shall not be under declaration of ineligibility for corrupt and fraudulent practices issued by the Government of Karnataka. 3
4 12.0. The tender is on two cover system consisting of Cover-I (Technical bid) and Cover-II (Price bid) The Bidder should upload scanned copies of the following documents: A. Cover-1 (Technical bid) containing the following documents: a) Documents to meet the qualification criteria specified below: i. Bidder must be an OEM or authorized value added reseller for last three years (at least since 01/04/2012) and furnish the certificate from M/s.Autodesk for the same. ii. Bidder shall furnish a copy of the audited balance sheet duly certified by the chartered accountant for the preceding three financial years ( , and ). iii. Bidder must have an office in Bangalore to provide timely technical support and necessary training facilities. iv. Bidder shall furnish two order copies for having supplied Autodesk products. Certificate from the client for having successfully completed the order has to be produced. v. The declaration by the bidder that none of his contracts have been terminated/foreclosed on account of his default in KPCL or elsewhere during last five years (Annexure-F) b) Details of the commercial terms and conditions, along with statement of Deviations, if any. c) All the technical details and drawings, etc. of the technical offer along with all the technical particulars of AutoCAD software. d) Income tax PAN. e) KVAT/CST registration certificate. f) Service tax registration certificate. g) Form of Bid as specified in Annexure-A of Bid document. h) Declaration regarding method of payment of Service Tax as specified in Annexure- E. B. Cover-II (Price bid): shall contain Price schedule only Bids submitted within the scheduled date and time shall only be eligible for further processing of the bids. Any bid submitted after the date and time specified shall be rejected even if it is accepted by the e-portal. Date and time stamp of the e-portal system shall be final in deciding the time of submission of bid. Decision of the Corporation in this regard shall be final and acceptable to all the bidders The original documents should be produced for verification at any stage of tender process as and when sought for, failing which, the bids are liable for disqualification Price bid shall be uploaded in e-procurement portal only in the space provided for uploading FINANCIAL BID DOCUMENTS in the website itself Price bid of tenderers who have furnished all the documents to meet the qualification criteria, technically and commercially responsive will only be opened. 4

Delivery period: Delivery period shall be within 30 days from the date of letter of award/detailed order, whichever is earlier KPCL reserves the right to verify any information/documents furnished by the tenderer should the circumstances so warrant. In case the information or the documents furnished are found to be incorrect/false or invalid then the EMD furnished by such tenderer shall be forfeited. The registration of such tender shall also be cancelled Corporation reserves the right to reject any or all the tenders without assigning any reasons.
