7 Shorten Consultant Procurement Process Goal: Advertisement to Consultant NTP to no more than 6 months Current Issues: Duplicative processes, Excessive time required to complete routine tasks, Too many steps for a GEC, RFP not finalized in advance of initial advertisement, RFP largely focused on qualifications, boiler plate solicitations are outdated and confusing, outdated and multiple versions of standard terms and conditions. Approach: Eliminate duplicative processes Reduce time for routine tasks Better Define GEC Program Purpose Assign an MBTA Program Manager / Contract Manager Review general procurement guidelines with ACEC Obtain Buy-in and Cooperation with Consultant Community Procurement Best Practice Research and Implementation 7

8 Approach to GECs Key Changes Program Based Focus (tied to CIP) Allows for full GEC services MBTA Contract Owner assigned to each GEC Selection of Most Highly Qualified firms (number of firms selected may vary) MBTA will identify appropriate reference documents and materials to support your response Performance Metrics & Requirements for Reporting will be identified in RFQ/P RFQ will now require QA/QC plan Scopes will now include development and implementation of Project Public Participation Plan in conformance with Title VI 8

12 Role Definition GEC Contract Manager Defines Program and Expected Outcomes Identifies Task Orders and Deliverables Secures Project funding, Assigns PM Supports MBTA PM in subsequent site visits, scope development and negotiations. Works with PMs to set Performance Metrics Monitors TO scope, cost and schedule, and reviews with MBTA PM monthly Reports monthly on project metrics Reviews consultant performance with each deliverable Project Manager Draft Preliminary scope, ICE and schedule Develops and Negotiates Task Orders with support from Contract Manager Works with consultant to prepare PMP for submission to FTA, as required Works with consultant to finalize project performance metrics Manages and monitors project and consultant performance Updates the web site with Project Status Consultant Upon NTP has TEAM Site Collaboratively develops scope, schedule, fee and risk register Develops content for the FTA PMP Develops PPP (if needed) Monitors and reports on project performance metrics Performs quality reviews Provides project content to MBTA on project status for the web site. 12
