8.00 Registration Day 1: Tuesday, 6 December INTRODUCTION Welcome and Opening Address 9.00 Welcome and introduction An introduction to the Summit sessions and the speakers presenting and discussing retail payments business models, technologies, applications, solutions and case studies. Greg Pote, Chairman, APSCA 9.15 Keynote address from Bangko Sentral Ng Pilipinas Bangko Sentral ng Pilipinas (BSP) discusses the National Retail Payment System (NRPS) initiative to create an effective e-payments system, displace cash and drive greater financial inclusion in the country. Nestor A. Espenilla, Jr., Deputy Governor, Supervision and Examination Sector Bangko Sentral Ng Pilipinas SESSION The next-generation of consumer payments The Future of Retail Payments Understanding the business and technology roadmap Today payments industry stakeholders are faced with an increasing variety of new retail payments technologies. Deciding which of these will become successful payments products and services frequently used by customers and widely accepted by merchants is a challenge. This session explores the retail payments roadmap, from both a domestic and an international perspective to understand what is on the roadmap today, what lies ahead and the factors that will determine how the roadmap is likely to develop in the future. Why and how is the payment technology roadmap changing to meet requirements from customers and retailers and what are the factors driving the changes? How are standards bodies, central banks, payment schemes, mobile device OEMs and payment solutions providers, defining the payments roadmap and why? Which of chip, contactless, mobile, NFC, tokenisation and digital payments, instant payments or other technologies will dominate the future of retail electronic payments? How relevant is the global interoperability and acceptance of secure consumer payments for the development of domestic payments products and payments acceptance infrastructure? Scene-setting: Greg Pote, Chairman, APSCA [~20min] Discussion: What factors are driving retail payments today? What factors are driving the increasingly rapid changes in retail payments and how this is setting the directions for the roadmap for consumer payments? Are these changes being driven by consumers, by merchants or by the industry itself? Are these changes being driven by technology or by business requirements? This discussion will highlight issues which will be explored in detail by speakers in the over the following 2 days Refreshments, Networking and Expo Viewing SESSION The business impact of EMV adoption EMV: Securing Consumer Payments The experience so far and the next steps At the end of 2015 the number of EMV payment cards in global circulation reached 4.8 billion. EMV chip card authentication effectively solves counterfeit card fraud at the point-of-sale (POS). Migrating cardholder verification from signature to PIN also addresses lost and stolen card fraud. But while EMV has proven effective at securing in-store purchases, fraudsters have typically moved to the next weakest link in the payment ecosystem: online and digital channels. What have been the key challenges for banks migrating card portfolios, card management systems and host systems to EMV and what is the operational best practices to date? How does the migration of CVM from signature to PIN add additional complexity to EMV migration of all domestic and scheme debit and credit cards? If it easier to migrate all payment cards to PIN CVM? Why is change of behaviour communication and education for merchants and customers important, particularly where there will be a change of cardholder verification methodology (CVM)? Industry collaboration is critical for EMV migration. How can banks collaborate, should retailers also be involved and how might this benefit introduction of new payment technologies in the future? APSCA 2016 Page 1 of 6

Day 1: Tuesday, 6 December SESSION 2 EMV: Securing Consumer Payments The experience so far and the next steps Viewpoint 1: Paul Brisk, Founding Director Cotignac Consultancy Services [~25min] Viewpoint 2: Ajar Kumar, Regional Marketing Director, Asia Pacific Entrust Datacard [~20min] Lessons learned and the next steps Discussion: Global best practices for migrating to EMV chip-based payments International payments experts discuss best practices and lessons learned in the planning, designing and implementing of national EMV migration programs for countries around the world. What were the issues, including but not restricted to certification, business case, removing fallback, merchant and customer education, transaction speeds, PCI-DSS, more? How important is a national coordinated approach to chip card migration for resolving issues and managing communications? How does fraud migrate after EMV migration and where does the industry need to focus next? SESSION Lunch The future of in-store retail payments EMV Contactless Payments Contactless acceptance, contactless cards, contactless devices The volume of year-on-year EMV contactless payment transactions in Europe 1 now exceeds 4 billion 2. In Australia (the world leader) over half the population have used an EMV contactless payment card, followed closely in Asia- Pacific by New Zealand, Singapore and Taiwan 3. Around the world, in-store retail payments are transitioning to contactless with acceptance devices and payment cards first, followed by smartphones and wearable devices. This session explores what it takes to be successful with EMV contactless payments. In markets where EMV contactless payments are taking off, what is attracting consumers to adopt contactless payments and what is it that creates the business and value proposition for merchants? How can Asian markets achieve Australia s level of success with contactless acceptance where over 60% of payment card transactions at major retailers are now contactless? How important is the contactless card population, the contactless payment threshold, POS terminal requirements, counter space, staff training, reliability, security and customer education? In order to grow contactless acceptance fast enough so that merchants and customers will adopt contactless payment card products and use them regularly, is industry collaboration necessary? Viewpoint 3: Viewpoint 4: Viewpoint 5: Alex Boorman, Research Director RFi Group [~25min] Thomas Decker, Vice President, Business Line Finance SMARTRAC [~20min] Douglas Swansson, Senior Director Merchant Partnership Development Visa [~25min] Dos and don ts for contactless payments Discussion: Achieving success with financial contactless payments What factors do issuers, acquirers, merchants and payment card industry stakeholders need to consider when deciding how to build a business case for contactless payments and acceptance, how to design a contactless strategy, how to launch contactless and how to develop and grow contactless transaction volume. What are the lessons from markets that work that can drive successful contactless acceptance? National retailers are important - what else works? What are the best practices? Will the same best practices work for mobile NFC contactless payments? Refreshments, Networking and Exhibition Viewing APSCA 2016 Page 2 of 6

Day 1: Tuesday, 6 December SESSION Options for mobile In-Store Mobile Proximity Payments HCE, cloud-based payments, OEM-pay mobile platforms and QR codes Host card emulation (HCE), combined with cloud-based payments (CBP) has enabled a simpler (bank-controlled) approach to mobile NFC payments. OEM/OS-controlled mobile payments platforms using embedded secure elements (ese) have also revitalised the NFC business. Common to both of the new models for NFC mobile payments 2.0 is the use of tokenisation which not only secures in-store mobile contactless payments but also enables secure online and in-app mobile payments. Some of the issues covered in this session include: Ovum 1 expects NFC to scale and become the dominant technology for mobile proximity payments ( million global users by 2019) but on what factors will this outcome depend? For issuers that choose the OEM-Pay route will the fees paid to the OEM and the lack of issuer branding justify avoiding the set-up costs, testing and conformance issues that come with HCE? Does the control that issuers gain with HCE + Cloud-based Payments (CBP) justify having to implement and operate the solution and also ensure conformance with mobile devices and software? Tokenisation is a key component of mobile NFC payments and will become more widely used in securing consumer payments? Should issuers develop this in-house or outsource, and to whom? Viewpoint 3: Viewpoint 4: Ursula Schilling, Director, Business Development Infineon Technologies [~20min] Speaker to be advised Evaluating mobile NFC options and proximity payment products Discussion: Making the right decisions for in-store mobile payments What are the questions that issuers should be asking themselves and their suppliers when they decide to launch new mobile payment products? Is there sufficient acceptance deployment to support a mobile proximity product? Are consumers already familiar with making contactless payments (or QR code payments)? For products that will be used to make in-store mobile contactless payments there are now two approaches to mobile NFC payments - how should issuers balance the business objectives against technology and security considerations? END OF DAY 1 Wrapping Up Summary and closing remarks Review of the Summit sessions, issues that were raised, final discussions and Q&A. Greg Pote, Chairman, Asia Pacific Smart Card Association Close of day 1 APSCA 2016 Page 3 of 6

Day 2: Wednesday, 7 December 9.00 Introduction to day two An introduction to the Summit sessions and the speakers presenting and discussing retail payments business models, technologies, applications, solutions and case studies. Greg Pote, Chairman, APSCA SESSION Transport, mobile and retail payments Expanding Retail Payments New opportunities, partners and business models Contactless transport ticketing schemes that collect public transport revenue generate high volumes of low value e-payment transactions. In many of these closed-loop e-payment schemes the contactless cards (and mobile NFC phones) can also be used for retail e-payments. Mobile operators are also interested in developing their own instore or online e-payments businesses. This session explores opportunities for the financial, transportation and mobile sectors to collaborate on innovative business models. Transport ticketing schemes operate some of the world s most successful contactless e-payment businesses - how did they achieve success and are there opportunities for banks to partner? Around the world transport ticketing schemes are exploring the use of EMV open-loop contactless payment cards as ticketing media - what are the benefits for transport and financial stakeholders? How are MNOs expanding their successful mobile money schemes by using latest technologies and innovative business models to connect with other payment schemes? How relevant is the international and national interoperability and acceptance of secure payments for the development of domestic closed-loop and open-loop payments systems? Viewpoint 1: Viewpoint 2: Viewpoint 3: Jaime Urquijo, Business Development Head AF Payments [~20min] Mick Spiers, Vice President, Revenue Collection Systems, Asia Pacific Thales [~20min] Speaker to be advised Exploring collaboration in payments services Discussion: Cross-sector business opportunities in retail payments How can payments stakeholders develop new business opportunities in open-loop and closed-loop consumer payments? What are the opportunities for collaboration between the financial payment card-based acceptance infrastructure and non-bank payment applications offered by mobile operators, FinTechs and start-ups? If transport ticketing scheme operators accept bank payment cards and third party e-payment products for fare payments then how might this benefit their business as well as public transport users? Refreshments, Networking and Expo Viewing SESSION Device-based digital commerce Ubiquitous Digital Payments Converging channels to a consistent payment experience Consumers want the easiest and fastest access to efficient e-payment services that work in as many retail scenarios as possible. In today s mobile is eating the world paradigm 1, device-based digital commerce is the path to converging all payment channels to a consistent experience whether they are online, in-store, in-app or P2P transactions. EMV-specified tokenisation will enable secure and globally interoperable digital payments to be embedded in all devices and used everywhere payments are accepted including both in-store and online. If digital commerce and connected devices bring about the convergence of all in-store and e-commerce retail transactions then how will this change the consumer payments business? Why will digital payments and EMV tokenisation blur the difference between online and offline payments, between card-present, CNP, in-app, and in-store payments? If device-based digital commerce is to work across all channels then how can non-bank e-wallets and mobile payment services integrate with globally interoperable in-store NFC mobile payments? How could device-based commerce and tokenisation on EMV rails enable all payment industry stakeholders to join the 4-party globally interoperable consumer payments ecosystem? 1 APSCA 2016 Page 4 of 6

Day 2: Wednesday, 7 December SESSION 6 Ubiquitous Digital Payments Converging channels to a consistent payment experience Viewpoint 4: Viewpoint 5: Stuart Tomlinson, Country Manager, Philippines Visa [~25min] Speaker to be advised Exploring ways to facilitate convergence Discussion: Harmonising e-payments products and services Consumers want choice but too many payment options can be confusing. The growing number of e- commerce products and mobile payment services entering the market with variations in customer experience and merchant acceptance could potentially slow e-payments adoption. How might the increasing variety of digital payments products and services from banks, non-banks and all payment services providers (PSPs) be harmonised to broaden retail acceptance by merchants, enhance adoption by consumers and thereby drive the usage of mobile and digital payments? SESSION Lunch Business considerations for domestic payments National Retail Payment Schemes Successful and inclusive domestic payment systems Displacing cash with more efficient and cost-effective electronic payments can benefit all parties in the payments ecosystem from the central bank through commercial banks and payment systems down to the smallest retailers and their customers. In a world of rapidly developing payment technologies, national payment systems must not only be cost effective but also offer the same level of convenience and functionality as international payment systems, Internet companies and FinTechs for both in-store and online retail payments. How can national payments systems deliver lowest cost services that support inclusion and economic growth but also provide returns to infrastructure operators while funding ever improving services? With the rapid developments in payments, what types of products and services will domestic payment schemes need to offer to consumers and businesses to achieve sustainable long term success? Should domestic payment schemes compete or cooperate with local commercial non-bank payment schemes, international financial payment systems and new entrants such as Internet companies? On what payments standards should a national retail payment system be based? What advantages are there to using globally interoperable specifications as the basis for a national payments standard? In order to be successful should national payment systems focus solely on national objectives that benefit the economy and citizens or should they also focus on commercial objectives Viewpoint 6: Paul Brisk, Founding Director Cotignac Consultancy Services [~20min] Viewpoint 7: Mark Ivan Policar, Regional Marketing Manager, Philippines and Thailand Gemalto [~20min] Viewpoint 8: Simoun Ung, President & CEO OmniPay [~20min] Lessons learned from other Asian markets Discussion: Best practices for developing domestic retail e-payments schemes How can public and private sector stakeholders collaborate to deliver leading-edge national payment systems that can accelerate the growth of domestic e-payments? What have been the greatest difficulties and how were they overcome? What are some of the best practices for driving acceptance and adoption of electronic payments to displace cash? Is it best to construct a single national retail payments system or is it more effective to have many complementary but interoperable payment systems supporting a national retail payments objective? How should banks, merchants and other stakeholders be enrolled in a collaborative approach that benefits all parties? Refreshments APSCA 2016 Page 5 of 6

Day 2: Wednesday, 7 December SESSION 8 Roundtable Discussions Introduction In this session all forum delegates will have the opportunity to participate in 2 roundtable discussions lasting 20min each, chosen from the list of roundtables below. Each roundtable discussion will be assisted by experts who will facilitate (but not lead) the roundtable. The goal is to get everyone involved and participating in each roundtable discussion so that all participants benefit. 1 - The technology roadmap for retail payments; what s on the roadmap and what isn t, and why The payments business is changing so rapidly and yet we need to attract customers with more complex and varied products. What payment products and technologies should we include in our business planning process? 2 - Everything you always wanted to know about contactless payments but didn t know who to ask The future of in-store payments is contactless. How can we work with merchants to launch contactless acceptance successfully so customers will adopt contactless payment card products and use them regularly? 3 - I want to launch HCE/CBP-based or OEM-Pay NFC mobile contactless payments - what do I need to know? Since 2014 there are only 2 ways to launch mobile NFC payments but the options and interdependencies are still far from straightforward. This is an opportunity to raise questions in an informal discussion with industry experts. 4 - Either closed-loop transport ticketing and mobile payments, or open-loop systems, or both? Where are the business opportunities in closed-loop e-payments? If contactless transport cards are not bank-issued then where do banks see opportunities in these contactless payment card schemes? 5 - How will digital payments and payment card tokenisation change the retail payments business? An opportunity to understand why tokenisation is a key component of digital payments and how it will enable digital payments to be built into all connected devices (not only smartphones) in the Internet of things. END OF DAY 2 Wrapping Up Summary and closing remarks Review of the Summit sessions, issues that were raised, final discussions and Q&A.
