23 Price differences between MPM and IFM

24 Price difference between MPM and IFM on June 21, 2017 was over $200/MWh at peak hour July 18. CAISO discussed high IFM prices observed in June during the heat wave July 18. SCE asked during the MPPF meeting about the price difference between MPM and IFM of June 21 August 3. ISO provided some general explanation in the market update call about how this could happen as it continues to investigate September 25. DMM covered this topic in its Q2 report November 1. During all this time the ISO continue to investigate and eventually found the reason for these price differences Page 24 Last updated: December 18, 2017

25 The difference between MPM and IFM was driven by the different treatment of derates Issue introduced in August 2016 with implementation of MPM enhancements to real-time markets and was fixed in July 2017 Based on root cause, it is expected only day-ahead has been impacted The derates were missed in the MPM pass Energy schedule was below derate Energy + Reg-up + Spin + Non-spin may exceed derate The correct derates were used in dynamic path assessment, and IFM Page 25 Last updated: December 18, 2017

26 Analysis on the price difference between MPM and IFM took different paths Preliminary ISO s investigation pointed towards a potential issue in MPM and that the IFM solution was correct. Although Q2 DMM s report provided estimates of $25 million associated with this difference on June 21, deeper ISO s analysis indicates for this day there was no impact on the binding IFM prices. Running MPM with the right consideration of derates results generally in same prices as those cleared in the original IFM solution Uncompetitive constraints binding and set of mitigated units remain largely the same with and without the derates included Final finding: Prices observed in IFM were correct given market conditions, but what are the implications of MPM missing derates? New API releases / changes may not be obvious. Releases can span applications, adding complexity to finding updated information. has little audience segmentation to support developers.
