2 GOSC then why choose General News Release CAB 177/11 4 August 2011 New office supplies deal to deliver savings and help the environment As part of the continuing drive to maximise the buying power of Government, today the Minister for the Cabinet Office, Francis Maude, announced two new contracts for office supplies which are expected to deliver savings of over 18 million a year. All Central Government departments will now use the new centrally managed deal for Office Supplies & EOS and will pay the same price for items such as pens, paper and toner cartridges, bringing to an end the days where departments pay different prices for the same items. A significant number of wider public sector organisations also decided to participate in this tender exercise. Savings of between 12-29% are expected with the two new Office Supplies contracts which will be managed by HMRC on behalf of Government procurement. The number of catalogue line items has been rationalised from 15,000 to 3,500 with scope to reduce this even further and generate more savings. The suppliers will be incentivised to work with Government departments to identify further items to remove and further rationalise the list. Francis Maude said... These contracts will bring an end to the ludicrous practice of one department buying office equipment at one price whilst another buys the same items at a totally different price all Central Government departments and quite a few public authorities will buy through this contract. I know it s not glamorous to talk about savings made by procuring pens and paper, but centralising our procurement in areas like this will save the Government, and therefore taxpayers millions of pounds. The contracts will not only deliver significant savings but environmental benefits too by ensuring Government departments move to using recycled paper and recycled toner cartridges. 1
3 What is The office solution contract has been awarded in two lots: XMA has been awarded Lot 2 (b) Office Consumables XMA has been easy to do business with. The quality of delivered service is very high and they have supported us in generating over 5m savings in the first two years of running the contract David San, Head of Government Office solutions, Government Procurement Service November 2013 GOSC was awarded to XMA in September 2011, following a competitive tender process that included an electronic reverse auction. It encompasses toner and ink cartridges, fax cartridges, printer spare parts and remanufactured cartridges. It has a term of 2 years, with a further year optional extension. The agreement is managed by HMRC and can be used by all Central Government departments, executive agencies and non-departmental public bodies, as well as named wider public sector organisations. 2
4 GOSC now Benefits of GOSC Over 5m savings in first 2 years For much of the public sector, GOSC represents a new, more efficient model of procurement. Transactional and delivery charges are calculated separately and then added to the cost of products. Organisations which select the most efficient methods of ordering and delivering will be rewarded with lower service wrap charges. 5 Joining the Framework After we agreed to join the framework, we sat down with XMA and went through our processes and their processes and worked out a way to merge them together and it all went like a dream. Obviously the complexity of each account set up varies, but we have successfully on-boarded a variety of customers from the very complex, i.e MoD and MoJ through to smaller customers. 6 Customer Savings The difference between what we spent (Oct April) and would have spent, if we hadn t bought the remanufactured toners was 483,709 Home Office Thanks to help from IT specialist XMA, the Ministry of Defence has enjoyed savings of 16% on its IT consumables spend. 7 References The Ministry of Defence has found the service, price and responsiveness offered by XMA to be of the highest levels. 9 Helping our Environment With an estimated 100 million toner cartridges still being discarded into landfill around the world every year, it is important to think about what products we use and what happens to them after we dispose of them. Our partner, Longbow, fulfils a fundamental requirement of the green agenda. Being both a remanufactured product, as well as recyclable, it helps XMA s customers to comply with the recent WEEE directive on toner cartridges with the reuse of components where possible. Using recycled parts where possible, Longbow offers a completely re-engineered and reworked product, often correcting many of the design flaws on the OEM product. All cartridges which are collected through our free of charge returned service which cannot be reused are recycled and 0% waste is disposed into landfill. Kit 1.
