14 Residential Quality Installation Program Topics PG&E Currently QI is offered as training. No field work is being performed. QI classes include; T-24 Stds for Res AC QI Contractors, ACCA Manual J, ACCA Manual D, and Advanced ACCA Manual D. 137 contractors took at least one class, 66 of the contractors took all three ACCA courses, 18 contractors took the T-24 class, 1 contractor completed all four classes in We are focusing classes on the T-24 offering through the rest of the year. SCE Contractor QI training sessions for 21 additional contractors resumed in October. Manual J, S, and D training with field test house training. Program emphasizes mentorship and field coaching of ACCA 5 and ACCA 9 protocols. Incentive structure is being evaluated for changes to account for Title 24. Work paper is being updated for Title 24 revisions. Continued evaluation of key parameters are ongoing. SDG&E Currently no training is planned for the remainder of SDG&E is researching the possibility of adding kickers to the QI program under the EUC program points system. Incentive structures are being evaluated for changes in IOU Confidential 14
15 Residential Quality Maintenance Program Changes for 2014 PG&E PG&E kept the program fairly stable through all of 2014 to build trust and continuity with the contractors. There will be programmatic improvements, increased measure offerings, and incentive adjustments in SCE Revising QM Basic Assessment to address barriers to program participation. Efforts to reduce initial service call time and data gathering to reduce burden on contractors to identify potential candidates for QM services. SDG&E The Quality Maintenance (QM) was offering the assessment package at no cost. The customers took advantage of the no cost service significantly increasing customer participation, but were not completing the advanced measures of the program. Since April 1, 2014 the customer pays $50 for the assessment package. The hope is that the customers who share the cost for the assessment will more likely complete the advanced measures that are recommended by the contractor. SoCal Gas Would like to begin offering QM services via Efficient Fan Motor. Needs to work with PG&E to develop therm savings for this measure. 15
16 Residential Upstream Participation PG&E 9 Distributors enrolled with historical data. 36 incentive applications submitted for a total of $29,885. Distributor leadership has bought in to the program, but awareness needs to be raised with sales staff. The program will likely continue to see low numbers until next year s AC season. We are focusing on staff education and Distributor purchasing decisions during the low season. SCE 10 Distributors enrolled with historical data; only 2 of which are active in CZ incentive applications submitted for a total of $36,536. SDG&E Two distributors pending historical sales data with a total of four participating distributors. Total of nine distributors were contacted in September for recruitment. Only one incentive application has been submitted. Plans to increase program participation include marketing materials and direct marketing at HVAC seminars. IOU Confidential 16
17 Residential HVAC Code Compliance Description The program design complements other compliance improvement efforts, focuses on the key decision points in the code compliance process that are common for all change-outs, and provides financial incentives to appropriately and positively motivate the market actors making the decisions during the process. Objectives: Signal that there is a value to code compliance, Motivate Distributors/Retailers, Contractors and Customers to discuss the value of code compliance during key discussion and decision points Reward those involved who take the actions to start and complete the compliance process. Updates from IOU s: Ongoing IOU s meetings with city officials to discuss program design. SDG&E looking for more participating cities PG&E is working with Distributors to educate participants about program requirements. PG&E jurisdictions are submitting program data regularly, but need to promote customer participation. The AC season has slowed and thus participation may remain low until replacements pick-up again.
