SportEvac provides those responsible for venue and event security, a software system to aid in their what-if scenario management, daily operations and staff training. It is an all-embracing software system that enhances the user(s) situational knowledge to optimize their decision making capabilities of preparedness, response and assessment. When using SportEvac, user(s) will be better prepared to mitigate, respond and recover from both natural or man-made crises and daily affairs. WHO CAN USE SPORTEVAC? Sports-, special event-, and venue managers, decision makers, policy makers, as well as the emergency response team can use SportEvac for their overall management, planning, and training. From first responders to senior sport event officials, users can assess their preparedness and identify areas for improvement. SportEvac also fosters collaboration and development of community resolve in preparing for major incidents. Through the use of SportEvac, multi-agency teams within the public/private sector community can gain objective assessments of their capabilities so that gaps, deficiencies, and vulnerabilities are addressed prior to any actual incidents. WHY USE SPORTEVAC? SportEvac is a software system to assure the safety of the visitors of your venue. SportEvac lends credible realism to table-top exercises in a visual, simulated format. SportEvac can be used for different reasons and is a tool that is suitable during the whole life-cycle of venue management. PREPAREDNESS 3-D Sport Venue/Infrastructure Modeling Enhance the understanding of physical attributes, resources and liabilities & present realistic what-if emergency scenarios. Data Storage, Importing and Organization Identify, collect and store venue and event resources (e.g. human capital information, emergency management plans, emergency operations equipment, etc.). Situational Awareness Create situational awareness through a fully functional GIS Tool that enables the user to analyse the complete surrounding of the venue. Incident Simulation System Simulate incidents, either natural or man-made, to evaluate or create emergency plans/procedures and associated methods. Proactive Functionality Any planned modifications to infrastructure, population, building features etc. can be evaluated for their effect on emergency planning before actual implementation. PLANNING Pre-Planning Develop better understanding of future event locations and conduct site assessments prior to an event. Assessment Enhance interagency coordination and communication; clarify roles and responsibilities, identify security gaps and build awareness of opportunities for improvement. Data/Resource Organization Load the venue model with current spectator numbers, allocate and track resources & personnel and enhance planning decisions based on real data. Not only limited to the venue itself, but also incorporating the outer perimeter. Ranging to 1 square mile. Full 3D Model The venue, objects and surrounding are all visualized in amazing 3D. As are the avatars that are moving through the venue as a realistic crowd. Furthermore, the 3D model enables the user to move, modify and set all the relevant objects in the model. 6 PRODUCT BROCHURE SPORTEVAC State-of-the-Art Crowd Simulation SportEvac runs on INCONTROL s state-of-the-art Crowd Simulation platform Pedestrian Dynamics. This proven technology is applied worldwide to simulate crowds in a wide scale of infrastructures, ranging from airports, mega-events, train stations, vessels, FIFA World Cup Stadiums, etc. The powerful simulation engine can easily simulate up to visitors faster than real-time. On The Fly User Interaction During the simulation, the user is able to make changes to the model and analyze the effect on the crowd. For instance: closing a vomitory, creating a fire or placing a barrier. The simulation will automatically adapt the crowd flows on the fly. E-Bomb Impact Analysis The E-bomb add-on enables the user to place an E-bomb and analyze the impact on the crowd and the constructions. All standards are based on US Defence regulations. 6

Ranging from hospital locations, to highways and water supply points. The user friendly GIS library enables the user to show (or not show) the relevant GIS entities within the selected surrounding. This will support the situational awareness. Extended Asset Management SportEvac comes with a large object library that can be used in the model. Each object has an unique set of properties and visualization. Furthermore the settings of these objects can be used to influence the actions of the crowd behavior during the simulation run. Unlimited Scenario Manager The scenario manager can be used to define an unlimited amount of Whatif scenarios. Via user-friendly input screens, scenarios ranging from normal game days to fire evacuations can be defined. Furthermore the pre-defined scenarios can be saved, modified, and loaded for training purposes and other objectives. 7

9 TRAINING AT NCS4 PARTNER PROFILE In 2006 The University of Southern Mississippi announced the establishment of the National Center for Spectator Sport Safety & Security (NCS4), a worldwide interdisciplinary center specifically focused on research, education and outreach efforts in sport event security. The NCS4 is an outgrowth of a grant initiative funded by the Mississippi Office of Homeland Security and Mississippi Emergency Management Agency. The Center works closely with INCONTROL for the implementation and deployment of Sportevac. INCONTROL and NCS4 are located at the Trent Lott National Center for Excellence in Economic Development and Entrepreneurship (TLNC) at The University of Southern Mississippi in Hattiesburg, Mississippi. WHAT TYPE OF TRAINING IS AVAILABLE AT NCS4 UTILIZING SPORTEVAC? Incident Command Training (Certificate). The Training program assists the incident command team with building their capabilities. The following SportEvac Table-top Exercise Training Programs are available: Emergency Response Planning (Sport) Event Evacuation Preparedness Improvised Explosive Device (IED) Planning and Preparedness HOW CAN THE TRAINING PROGRAM HELP WITH CAPABILITIES ASSESSMENT? The training system can be an effective means to: Assess sport/event safety and security policies, plans, procedures, training, equipment, assumptions, facility designs and interagency agreements.
