1 TECHNICAL SPECIAL PROVISION FOR 1001 WATER DISTRIBUTION SYSTEM FINANCIAL PROJECT ID: The official record of this Technical Special Provision is the electronic file signed and sealed under Rule 61G , F.A.C. 2 SECTION 1001 WATER DISTRIBUTION SYSTEM DESCRIPTION General Requirements: The work specified in this Section consists of the furnishing of all labor and material required for the construction of Water Distribution and Service Line Facilities. This technical special provision is intended to be used in conjunction with the FDOT Specifications. At least two weeks prior to construction the contractor shall notify the Engineer and the appropriate inspectors of the Okeechobee Utility Authority (OUA) and furnish all the required shop drawings, the contractor's name, starting date, projected schedule and other information as required. Any work prior to notifying the above or without a department inspector present may be subject to removal or replacement Materials Materials incorporated in the construction of water distribution facilities under this contract shall comply with this technical special provision. Contractor to coordinate with the OUA prior to the selection and ordering of the water meter and/or backflow prevention device assemblies. Required shop drawings: PVC pipe, valves, backflow preventer, air release valve, meter Ductile Iron Pipe: Ductile iron pipe and fittings (D.I.P.) shall conform to the requirements of AWWA C151/ANSI A21.51, Class 350. Unless otherwise noted on the plans or approved by the Engineer, ductile iron pipe sewers shall have push-on or mechanical joints for underground service. Special joints and restraints shall be used where indicated on the plans Polyvinyl Chloride (PVC) Water Pipe: Pipe sizes of two inches shall meet the requirements of AWWA Schedule 40, class 150. Maximum laying length for all PVC water pipe shall be 20 feet Valves and Valve Boxes: Valves two inches and larger shall open in the same direction. Valves stems shall terminate in two inch square nuts. Contractor shall furnish two suitable keys. The lids of all boxes shall bear the word Water or the Letter W. All valves shall be provided with joints suitable for the pipe to which they are to connect Tapping Sleeves and Valves: Tapping sleeves and valves shall be furnished where required for tapping water mains and installing a branch valve under line pressures. 2 of 6-37-
3 Water Meters and Boxes: Water meters and boxes shall be installed only where specifically required on the plans or elsewhere in this technical special provision. Water meters shall be of the size, type and manufacture as approved by the Engineer in conjunction with the Okeechobee Utility Authority. The meter box shall be of the size necessary to accommodate the water meter and fittings. The meter box shall be cast iron or concrete having a minimum compressive strength of 2500 psi HDPE Pipe: SDR 11, conforming to AWWA C906 DIP size Construction Methods Connections to Existing Mains: Contractor shall make all required connections to existing water mains as approved by the Engineer in conjunction with the Okeechobee Utility Authority Handling and Storing Materials: Water pipe shall be unloaded so as to avoid shock or damage. Handle and store all pipe in such manner as to avoid deformation or other injury thereto. Store pipe and fittings on sills above storm drainage level and place wood stringer between layers of pipe. Place no pipe within pipe of a larger size Pipe Laying: The interior of the pipe shall be clean and joint surfaces brushed and wiped clean and dry when the pipe is lowered into trench. Lower each pipe, fitting and valve into the trench carefully and lay true to line and without objectionable breaks in grade. The depth of cover below finished grade shall not be less than three feet, three feet from any utility pole and eight feet from any parallel utility, and as much deeper as necessary to give proper clearance from other utilities and structures. Where water and sewer pipes cross, water should always cross over the sewer. Where this is not possible, and the sewer crosses over the water pipe, the water pipe shall be sleeved or encased in concrete for a minimum distance of five feet horizontally either side of the centerline of the sewer at the crossing. 3 of 6-38-
4 Sanitary sewers, force mains, and storm sewers should always cross under water mains. Sanitary force mains and storm sewers crossing water mains shall be laid to provide a minimum vertical distance of 18 inches between the invert of the upper pipe and the crown of the lower pipe whenever possible. Where sanitary sewers, force mains and storm sewers must cross a water main with less than 18 inches vertical distance, both the sewer and the water main shall be constructed of ductile iron pipe (DIP) at the crossing (DIP is not required for storm sewers if it is not available in the size proposed). Sufficient lengths of DIP must be used to provide a minimum separation of ten feet between any two joints. All joints on the water main within 20 feet of the crossing must be leak free, and mechanically restrained. A minimum vertical clearance of six inches must be maintained at the crossing. Where there is no alternative to sewer pipes crossing over the water main, the criteria for minimum separation of 18 inches between lines and ten feet between joints shall be required. All crossings shall be arranged so that the sewer pipe joints and the water main pipe joints are equidistant from the point of crossing (pipes centered on the crossing). Where a new pipe conflicts with an existing pipe, the new pipe shall be constructed of DIP and the crossing shall be arranged to meet the requirements above. A minimum ten foot horizontal separation shall be maintained between any type of sewer and water main in parallel installations, whenever possible. In cases where it is not possible to maintain a ten foot horizontal separation, the water main must be laid in a separate trench or an undisturbed earth shelf located on one side of the sewer force main at such an elevation that the bottom of the water main is at least 18 inches above the top of the sewer. Where it is not possible to maintain a vertical distance of 18 inches in parallel installations, the water main shall be constructed of DIP and the sewer or the force main shall be constructed of DIP (if available in The size proposed) with a minimum vertical distance of six inches. The water main should always be above the sewer. Joints on the water main shall be located as far apart as possible from joints on the sewer or force main (staggered joints). DIP shall be class 50 or higher. Adequate protective measures against corrosion shall be used. Any water main within a public right-of-way shall be covered with a magnetic locator per specifications. Under no circumstances drop or dump pipe or appurtenances into the trench. Give all pipes a uniform bearing on the trench bottom. Allow no trench water or dirt to enter the pipe or joint space during laying. Insert a watertight plug in the open end of the piping when pipe laying is not in progress. Cut pipe as necessary to locate fittings and valves in the positions shown on the drawings, cut in and plug openings for branches to be installed later. 4 of 6-39-
5 Cutting Pipe: Cutting of pipe shall be done in a neat and workmanlike manner without damage to the pipe. Unless authorized by the Engineer, cutting shall be done by means of an approved mechanical cutter Fittings and Branch Connections: Install proper fittings at all changes in direction, dead ends, and interconnections of lines Setting Valves: Before setting each valve make sure the interior is clean and test opening and closing. Set valves and stops with stem plumb and at the exact locations shown. Provide a cast iron stop cock holder and a brick laid flat or other similar foot-piece under each curb box. Valve and service boxes shall be plumb, centered over valves, and with tops at finished grade. Tamp trench back fill thoroughly for a distance of three feet on each side of boxes Blocking: Pour lean-mix concrete thrust blocks between the undisturbed trench face and plugged ends, bends and tees to prevent pipe movement at joints. Where the soil is not firm, provide, in lieu of concrete, approved tie rods and collars, painted with coal-tar pitch varnish after placing. This requirement does not apply to galvanized iron pipe with threaded joints Testing and Inspection Hydrostatic Test: Before joints are covered, fill the piping with water, opening outlets as necessary for expelling air. Thereafter, furnish the necessary pump, piping and other apparatus and, under the supervision of the Engineer, the contractor shall perform a pressure test on the water main in accordance with OUA regulations and AWWA standard c600. Said tests shall be certified by the engineer of record and submitted to the OUA for approval. The scheduling, coordination and notification of all parties is the contractor's responsibility. Inspect all joints, and remedy to the satisfaction of the Engineer, all defects so discovered. Continue the tests until all visible leaks have been eliminated from the part of the system under test. Maximum leakage shall not exceed that allowed by the Florida DEP Flushing Mains: Upon completion of the water distribution system, test all valves to insure their opening and flush out the system progressively by opening fire hydrants and building outlets and permitting the flow to continue from each until the water runs clear. During such flushing operation the Engineer may test the flow from hydrants and, before final acceptance of the work, make further tests of hydrant flows to ascertain if the lines are clear. 5 of 6-40-
6 Sterilization of Water Distribution System: As soon as the water distribution system has been flushed out as above specified, it shall be sterilized in accordance with the requirements of the Department of Health and Rehabilitative Services, Division of Health. The Engineer reserves the right to test the water again at any time prior to final acceptance of the work, and if found unsafe bacteriologically, to require the Contractor to rechlorinate the system until the water is proven equal to that supplied by the public system Final Inspection: Upon completion of the water system construction and after obtaining satisfactory test results, the Engineer in conjunction with the Okeechobee Utility Authority shall conduct a final inspection. No tie-in to the public water system is permitted prior to system acceptance and written approval from the OUA Method of Measurement Payment for the work described in this Section shall be made under the appropriate pay items as noted in the proposal and shall include all labor, material, tests, and any other work required to render the job complete and operational Basis of Payment Architectural Water, Sanitary Sewer/Sewage Treatment Lump Sum 6 of 6-41-
