3 WSAA Product Appraisal PA Overview of WSAA The Water Services Association of Australia (WSAA) is the peak industry body that supports the Australian Urban Water Industry. Its members and associate members provide water and sewerage services to approximately 20 million Australians and many of Australia s largest industrial and commercial enterprises. The Association facilitates collaboration, knowledge sharing, networking and cooperation within the urban water industry. It is proud of the collegiate attitude of its members which has led to industry-wide approaches to national water issues. WSAA can demonstrate success in the standardisation of industry performance monitoring and benchmarking, as well as many research outcomes of national significance. The WSAA Executive retains strong links with policy makers and legislative bodies and their influences, to monitor emerging issues of importance to the urban water industry. WSAA is regularly consulted and its advice sought by decision makers when developing strategic directions for the water industry. WSAA was formed in 1995 as a non-profit organisation to foster the exchange of information relating to the provision of urban water services between industry, government and the community, and to promote sustainable water resource management. The Association s main activities focus on four areas: 1. Influencing national and state policies on the provision of urban water services and sustainable water resource management; 2. Promoting debate on environmentally sustainable development and management of water resources and the community health requirements of public water supplies; 3. Improving industry performance and establishing benchmarks and industry leading practices for water service processes; and 4. 5 WSAA Product Appraisal PA EXECUTIVE SUMMARY The appraised product is the SIMONA range of injection moulded polyethylene (PE 100) spigot fittings suitable for use with PE pipes manufactured in accordance with AS/NZS 4130 Polyethylene (PE) pipes for pressure applications for the conveyance of drinking water, recycled water, and sewage in buried and above ground pressure applications. The SIMONA PE spigot fittings are supplied by Plasson Australia Pty Ltd, a well-established Australian supplier of polyethylene pipe joining systems providing mechanical and electrofusion (heat welded) fittings and equipment systems. These are new fittings from Plasson and water agencies have requested that they be appraised by WSAA. Plasson Australia Pty Ltd is a wholly owned subsidiary of Plasson Limited and provides technical, marketing and sales support to the Plasson distributors throughout Australia and the Pacific region. Plasson (Israel) began in 1964 using knowledge and experience to produce advanced agricultural equipment by injection moulding. They progressed to develop a range of plastic fittings for plastic pipes. These fittings are now used in industry, municipal water systems, gas conveyance systems and mines throughout the world. Today, Plasson is an international company with over 1,200 highly skilled employees worldwide and wholly owned subsidiaries in Israel, Italy, France, Spain, UK, Germany, Poland, USA, Brazil, India, and Australia. The Plasson Group now operates more than 160 moulding/extrusion machines producing over 8,000 products. Plasson has grown, innovated and built up a world-wide network of distributors. Plasson Australia is the exclusive distributer in Australia and New Zealand of SIMONA injection moulded fittings. SIMONA AG (Germany) was established in Germany in 1857 and is a manufacturer of thermoplastic products, with production facilities and sales offices around the globe with about 1,300 employees. Simona has a product portfolio of 35,000+ items represents one of the most extensive and diverse product ranges worldwide. The company's registered office is in Kirn, Rhineland-Palatinate (Germany). The SIMONA range of injection moulded spigot fittings are manufactured from PE 100 material, in various SDRs including SDR 11 rated PN 16 in sizes DN 40 to DN 1200 (product and PN depending), with long or short spigots (product depending) all suitable for electrofusion jointing. Tees Reducing Tees Stub flanges 45 & 90 Elbows The SIMONA range of injection moulded spigot fittings have ISO Type 5 product certification by ApprovalMark International Certificate of Conformity No. AMI issued for compliance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications and compliance with AS/NZS 4020: 2005 Testing of products for use in contact with drinking water. The SIMONA range of electrofusion fittings are designed on the basis of 50 year extrapolated material test data. For correctly manufactured and installed systems, the actual life cannot be predicted, but can reasonably be expected to be in excess of 100 years before major rehabilitation is required. Polyethylene pipe and fittings life expectancy can vary with the quality of installation workmanship, system operating conditions, operating environment and other site specific factors. The appraisal concludes that:

The SIMONA range of PE 100 spigot fittings are suitable for use with PE pipe conforming to AS/NZS The ApprovalMark ISO Type 5 Certification for the SIMONA range of electrofusion fittings has been addressed to the satisfaction of WSAA. Plasson also market the SIMONA black PE 100 seamless sweep bends (long radius bends or post formed bends refer AS/NZS 4129 Section 5). These are long spigot bends that are universally weldable and available in sizes from DN 32 to DN The bends are manufactured from AS/NZS 4130 complying pipe and nominated as dimensionally stable within ±2º. The SIMONA seamless sweep bends are not appraised because they do not meet the wall thickness requirements of AS/NZS 4130 and are not product certified as compliant. The thinning of the bend s back during bending process raises questions referring to the fit for full pressure applications (PE 100 SDR 11: PN 16). Given this, SIMONA carried out a wide range of testing, even under extreme conditions (15% notch) and no failure occurred in hydrostatic pressure tests. The SIMONA seamless sweep bends pass the requirements of DIN EN and EN ISO 1167 and meet all other requirements of the Australian Standards. Further investigation is being carried out on behalf of the WSAA members to determine if the testing conducted by SIMONA makes their range of sweep bends fit for purpose for use in water applications. For more information about the SIMONA seamless sweep bends contact Plasson Australia on or visit the website at Recommendations It is recommended that WSAA members, subject to any specific requirements of the member, accept or authorise the SIMONA range of injection moulded spigot fittings as detailed in this report for use in pressure applications including water supply, recycled water and sewerage pressure applications provided pipeline design and installation is in accordance with relevant conditions relating to the design, installation and acceptance testing, AS/NZS 4129:2008, the relevant WSAA Code and the manufacturer s requirements. 2 THE APPLICANT Plasson Australia Pty Ltd, a wholly owned subsidiary of Plasson Limited, provides technical, marketing and sales support to the Plasson distributors throughout Australia and the Pacific region. Plasson Australia in this case is the exclusive distributor for the SIMONA range of polyethylene spigot pipe fittings. Plasson Ltd provides a comprehensive polyethylene pipe joining system for sizes 16 to 800 mm. Mechanical and electrofusion (heat welded) fittings and equipment systems are available. Plasson fittings and polyethylene pipe are used for fluids transmission in: Water supply Drainage Rural and irrigation water systems Mining Communications Chemical and natural gas industries.

Long spigots are suitable for electrofusion and butt welding and short spigots are suitable for butt welding only. The SIMONA range of injection moulded spigot fittings are suitable for use with polyethylene (PE) pipes manufactured in accordance with AS/NZS 4130 Polyethylene (PE) pipes for pressure applications for the conveyance of drinking water, recycled water, and sewage in buried and above ground pressure applications. The SIMONA injection moulded spigot fittings are ISO Type 5 product certified by ApprovalMark Certification No. AMI for compliance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications. The SIMONA range of injection moulded spigot fittings are manufactured by SIMONA AG in Germany from Eltex TUB 121 N 6000 PE 100 material as listed by PIPA s POP004A list. 8 WSAA Product Appraisal PA The metal backing flanges for use with polyethylene PE stub flanges are not included in the scope of this appraisal. Metal backing flanges for use with metal backing rings shall comply with PIPA Guideline POP007. NOTE: PIPA Industry Guideline POP007 provides guidelines for the geometric specification of me tal backing flanges suitable for use with PE flange adaptors in the sizes DN 20 through to DN 1000 and flanges in accordance with AS 2129, AS/NZS (ISO ) and AS PIPA Guidelines may be downloaded from The full Product Schedule is shown in Appendix A. 4 SCOPE OF THE APPRAIS AL The scope of this product appraisal applies to the range of SIMONA moulded PE spigot fittings as described in Section 3 above and listed in the schedule shown in Appendix A. The ApprovalMark International Schedule to AMI Licence includes the appraised products and provides product listing including model identification, model name and product description including size. 5 APPRAISAL CRITERIA 5.1 Quality Assurance Requirements The WSAA Product Appraisal Technical Advisory Group accepts polyethylene moulded spigot fittings suitable for butt fusion and electrofusion welding for pressure applications manufactured in compliance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications and duly certified by means of an ISO Type 5 product certification scheme undertaken by a JAS-ANZ accredited Conformity Assessment Body (CAB) or by an international accreditation system recognised by JAS-ANZ. The manufacturer is generally expected to have a production management and control system that has been duly accredited in accordance with AS/NZS ISO 9001 as a prerequisite to undergoing a product certification audit. 5.2 Performance Requirements The SIMONA range of injection moulded spigot fittings suitable for butt fusion or electrofusion welding have been appraised for compliance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications.appraisal criteria is also determined by the WSAA Product Appraisal Technical Advisory Group and regularly reviewed to ensure that the criteria reflect the requirements of WSAA members. The following Product Specifications are also relevant to this application. WSA PS 207 Polyethylene (PE) Pipe for Pressure Applications - Water Supply and Sewerage WSA PS 208 Polyethylene (PE) Moulded Pressure Fittings for Pressure Applications - Water Supply and Sewerage WSA PS 312 Flange Gaskets and O-Rings Copies of the above Product Specifications can be found in Appendix C or downloaded from the WSAA website. 6 COMPLIANCE WITH APPRAISAL CRITERIA 6.1 Compliance with Quality Assurance Requirements SIMONA AG has established and applies a Quality Management System according to ISO 9001:2008 as demonstrated by a Certificate of Registration by TUV SUD Management Service GmbH Certificate Registration No TMS for Production of semi-finished thermoplastics: Pipes, fittings. This certificate applies to five (5) Simona development and production locations and is valid from 22 December 2014 until 21 December 2017.

9 WSAA Product Appraisal PA Plasson has submitted a TUV audit, Report No and proof has been furnished that ISO 9001:2008 requirements have been met. Plasson Australia has been issued with an ISO Type 5 Certificate of Conformity No AMI by ApprovalMark International for Injection Moulded Fittings for Pressure Applications complying with AS/NZS 4129: Fittings for polyethylene (PE) pipes for pressure applications. This certificate was originally issued on 8 January 2016 and is currently valid until 8 January The Schedule to this Licence contains the products listed in Appendix A. Plasson has submitted an ApprovalMark International (AMI) initial Factory Audit Report of the Simona AG factory at Ringsheim, Germany dated 17 December 2015 relating to products complying with AS/NZS 4129:2008. There were no non-conformities, corrective actions or recommendations recorded. Refer to Appendix B for copies of the certificates. 6.2 Compliance with Performance Requirements Freedom from defects Ref: AS/NZS 4129:2008 Clause 1.11 and Section 6 Plasson Australia has submitted NATA Accredited Laboratory No 14783, Queensland Testing Laboratory (QTL) 12 page Test Report No dated 28/10/2015 detailing 10 various spigot fittings for sample inspection for compliance with AS/NZS 4129:2008 including; Appearance (Clause 6.4.2), Geometrical characteristics (dimensions) (Clause 6.5) and Wall thickness of the fusion end (Clause 6.6.3). The report contains a further 10 pages of photos and technical data of each test sample. All 10 fittings complied with AS/NZS 4129:2008 requirements. However, an additional fitting was listed as not complying and the following explanation was provided: Wall thickness of DN 32 SDR 17 fitting to EN has a requirement of a minimum wall thickness of 3 mm, whereas AS/NZS 4130 has a requirement of 1.9 to 2.2 mm. Client requested small bore fittings where SDR is less than 3 mm not be included as part of certification. Data for this sample not included in Test Report. A copy of this report is held on file by WSAA Effect on water Ref: AS/NZS 4129:2008 Clause 1.12 Plasson Australia has submitted an AMS Laboratories Ref. No dated 10 August 2015 for SIMONA DN 20 PE 100 SDR 11 spigot fitting with no other material designation but by date it would be Eltex TUB 121 N 6000 PE100. The Report results state: Based on completion and evaluation of all tests on 10/08/2015, the product, Simona DN 20 Spigot Fitting; fully complied with the test requirements of AS/NZS 4020:2005 to cover a cold water application up to <40 C, at the recommended 0.01 (1/100) of in-the-product exposure at (20 ±2) C. A copy of this report is held on file by WSAA. Plasson Australia has also referred to PIPA Industry Guidelines POP004A Issue 1.7 dated 10 May Supplementary list Materials specific to electrofusion and moulded fittings noting INEOS Polyolefins, Lillo, Belguim ELTEX TUB 121 N6000 was certified for compliance with AS/NZS 4020 in August 2015.

Plasson has submitted KIWA Examination Reports on Eltex TUB 121 N 6000 PE 100: Report No. LC Melt mass-flow rate (MFR) according to ISO demonstrating compliance with BRL-K 17105, Report No. LC Oxidation induction time (OIT) according to NEN-EN 728 demonstrating compliance with BRL-K Type Testing Mechanical Characteristics Refer: AS/NZS 4129:2008 Clause 6.8 & Table 6.3 To demonstrate type testing compliance WSAA requires appraisal applicants submit typical type test reports to demonstrate compliance with Clause 6.8 and Table 6.3 of AS/NZS 4129:2008. Plasson has submitted KIWA Examination Report Report No. LC Determination of the resistance to internal pressure at a constant temperature Five (5) fittings were used all 50 mm SDR 17 tested at 80ºC and 5 MPa for >1000 hours. All test samples met the requirements in accordance with BRL-K (ISO as per Table 6.3 in AS/NZS 4129:2008). Plasson has submitted Simona in house type test report No. 3/740 stating completion and fulfilling all necessary requirements according to product specification (Including AS/NZS 4129) and will be released for production. For specification for PE pressure pipelines and PE gravity pipelines refer to the WSAA Polyethylene Pipeline Code - WSA 01 available at the WSAA Codeshop or AS/NZS 2033:2008 Installation of polyethylene pipe systems. Electrofusion welding and butt fusion may be used for joining pipe-to-pipe or fitting to-pipe. All welding shall be performed by welders who have successfully completed training by a Registered Training Organisation, endorsed by the Plastics Industry Pipe Association for the relevant welding method(s). The Plastics Industry Pipe Association (PIPA) provides technical guidelines for electrofusion welding in the following documents. POP001 Electrofusion Jointing of Pipe and fittings for Pressure Applications and POP003 Butt Fusion Jointing of PE Pipes and Fittings Recommended Parameters.

11 WSAA Product Appraisal PA POP001 contains recommendations for equipment required, for jointing, maintenance, servicing and calibration procedures, records to be kept and the training program to be respected to produce good fusion joints in polyethylene pipes. POP003 is a guide to the butt fusion of polyethylene pipe using AS/NZS 4130 material as a basis, recommending the butt fusion procedures and parameters as specified in ISO Copies of these documents can be downloaded from the PIPA website 8 PRODUCT MARKING Products are marked in accordance with Clause 1.15 of AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications. FIGURE 2 MARKING ON PACKAGING 9 PACKAGING AND TRANSPORTATION All SIMONA moulded PE spigot fittings are supplied individually in sealed plastic bags and packed in cardboard cartons to protect the fittings during transport and handling. Fittings should be stored in a cool, dry area, out of direct sunlight and transported in their cardboard cartons. Steps should be taken to prevent: damage to the sealed plastic bags; large temperature fluctuations which may result in the build-up of moisture within the bags; and prolonged exposure to sunlight which may result in degradation of the plastic bags. 10 PRODUCT WARRANTY The products are covered by the normal commercial and legal requirements of the Competition and Consumer Act 2010 (Cth), which covers manufacture to the relevant standard, and details of Plasson warranty is included in their terms and conditions of sale. 11 WATER AGENCY EXPERIENCE WITH THE PRODUCT OR FIELD TESTING REPORT SIMONA PE spigot fittings have been used within Australia for many years via a different distribution source. As such reports of previous installations in Australia within the water industry are not available to Plasson. As previously stated these fittings are relatively common in pipeline construction and installed by trained installers. Being compliant fittings an installation field trial report has been deemed unnecessary.

13 WSAA Product Appraisal PA DISCUSSION The SIMONA PE 100 moulded spigot fittings provide connection to PE pipelines using electrofusion jointing which offers a permanently sealed and jointed system provided the electrofusion process is carried out correctly. The electrofusion jointed PE pipeline has the potential to have life expectancy equal to and in some cases well beyond other pipeline materials and jointing systems. The PE material is corrosion resistant and correctly made joints are permanently fused to provide a high level of joint integrity against leakage and/or infiltration over the long-term. Similar to other plastic pipe systems, PE is susceptible to fatigue from cyclic pressure changes and additional design considerations must be made if used in a pumped pipeline. Prior to PE pipe and fittings being specified for mains in a pumped system or system otherwise exposed to regular surge / water hammer, the Designer is required to verify suitability by applying the relevant design assessment nominated in Table 3.3 of the Water Supply Code of Australia WSA The methods for design of plastic pipes and fittings for PE pressure pipe and fusion fittings are specified in PIPA Guideline POP010A: Polyethylene pressure pipes Design for dynamic stresses and PIPA Guideline POP010B: Fusion fittings for use with polyethylene pressure pipes Design for dynamic stresses. PIPA Guidelines may be downloaded from PE pipelines are susceptible to permeation of specific organic chemicals (as are other pipeline systems) and care must be exercised if designing for installation in contaminated ground and/or brownfield sites. Seek further advice from Plasson or SIMONA regarding such installations. The appraisal concludes that: The SIMONA PE 100 moulded spigot fittings are fit for purpose and suitable for use in water supply and sewer gravity, pressure and vacuum systems. The SIMONA PE 100 moulded spigot fittings are suitable for use with PE pipe conforming to AS/NZS The ISO Type 5 Certificate of Conformity No AMI issued by Approval Mark International for the SIMONA PE100 moulded spigot fittings has been addressed to the satisfaction of WSAA Product Appraisal Technical Reference Group. 13 OUTCOMES OF EXPERT PANEL PRODUCT REVIEW Question 1: What temperature de-rating factors shall be applied to these fittings? Response 1: Temperature derating in accordance with DIN 8074 which is the same as PIPA document POP Question 2: What are the manufacturer declared re-rating factors for cyclic loading conditions. Response 2: Pressure surge, as discussed in PIPA POP010A, should be considered for any system experiencing such phenomena. Our materials are manufactured from PE100 which is one of the materials listed in this PIPA guideline. Materials from SIMONA can therefore be subjected to the design criteria listed in this guideline. Question 3: The product marking on the packaging doesn t reference AS/NZS How can you identify the products are compliant with AS/NZS Response 3: The Approval Mark logo and the AS standard number AS/NZS 4129 will be directly printed onto the packaging in Germany.

14 WSAA Product Appraisal PA Question 4: If it is intended to sale this product in the Australian plumbing and drainage industry, Plasson may wish to Watermark their product packaging, accordingly. Response 4: WaterMark requires that the product be physically marked with the Watermark Logo. Due to the existing moulds and the automated process, SIMONA can currently only certify to ISO Type 5 certification. No product currently in the Australian market complies with the Watermark marking requirements, regardless if they hold Watermark certification. Competitor non-compliance has been raised with ABCB and JAZ-ANZ. 15 WSAA Product Appraisal PA LIFE EXPECTANCY The SIMONA range of electrofusion fittings are designed on the basis of 50 year extrapolated material test data. For correctly manufactured and installed systems, the actual life cannot be predicted, but can reasonably be expected to be in excess of 100 years before major rehabilitation is required. Polyethylene pipe and fittings life expectancy can vary with the quality of installation workmanship, system operating conditions, operating environment and other site specific factors. 15 FUTURE WORKS Plasson is to arrange a field installation and test report of the SIMONA injection moulded PE spigot fittings with a WSAA member water agency. The report signed off by the Water Agency is required to be submitted to WSAA by 1 July DISCLAIMER This Product Appraisal Report (Report) is issued by the Water Services Association of Australia Limited on the understanding that: This Report applies to the product(s) as submitted.
