4 SECTION A INFORMATION FOR APPLICANTS A.1. Request for Quotation Name This Request for Formal Quotes (RFQ) will be referred to as the RFQ OPP Detachment Built-Up Roof Rehabilitations A.2. Project Description The Corporation of the Town of Tecumseh (Town) is seeking quotes for the services of a qualified proponent for the Rehabilitation of the existing Built up roofing system at the OPP Detachment at 963 Lesperance Road in Tecumseh. A.3. Closing Time and Date Quotations must be received no later than 2:00 p.m. on Thursday, September 29, Please provide three (3) copies of the QUOTATION. Proposals should be returned in a sealed envelope marked: RFQ OPP Detachment Built-Up Roof Rehabilitations At the following address: The Corporation of the Town of Tecumseh 917 Lesperance Road Tecumseh, Ontario N8N 1W9 Attention: Laura Moy, Director Corporate Services & Clerk Any proposal received after the specified closing time will be returned to the applicant unopened. A.4. Proposal Opening The opening of the submissions shall commence at 2:05 p.m. on Thursday, September 29, 2016 unless the Clerk or designate, acting reasonably, postpones the start to some later hour, but the opening shall continue once started, until the last bid is opened. A.5. General Terms and Conditions This RFQ is subject to the Town of Tecumseh s Procurement Policies and Procedures as outlined in the Town of Tecumseh Purchasing By-Law The Town reserves the right to reject any and all submissions. 7 SECTION B - SCOPE OF WORK B.1. B.1.1 GENERAL CONDITIONS The Successful Respondent shall indemnify and hold harmless the Town, it s officers, council members, partners, agents and employees from and against all action, claims, demands, losses, costs, damages, suits or proceedings whatsoever which may be brought against or made upon the Town and against all loss, liability judgments, claims, suits, demands of expenses which the Town may sustain, suffer or be put to resulting from or arising out of the company s failure to exercise reasonable care, skill or diligence or omissions in the performance or rendering of any work or service, required hereunder to be performed or rendered by the company, its agents, officials and employees. Signing the acceptance, the contractor will be subject to the laws of the Province of Ontario and Canada. B.1.2 The Successful Respondent shall employ a high standard of public relations and communication. B.1.3 The Successful Respondent agrees that the Owner has the right to accept or reject all or any portion of this Quotation. B.1.4 The Successful Respondent to whom this Agreement is awarded will be required to supply prior to commencing any work: A Certificate of Liability Insurance or a certified copy of the Contractors insurance policy. The Liability Insurance shall: i. Have a limit of comprehensive general liability of not less than $2,000, inclusive for any occurrence. ii. iii. Be comprehensive liability insurance covering all operations and liability assumed under this agreement with the Town. Include insurance against liability for bodily injury and property damage caused by vehicles owned by the Contractor and used on the work, and in addition, shall include insurance against liability for bodily injury and property damage caused by vehicles not owned by the Contractor and used on the work. Each such insurance shall have a limit of liability of not less than $2,000, inclusive for any one occurrence. A vehicle shall be as defined in the Highway Traffic Act. iv. Be endorsed to provide that the policy or policies will not be altered, cancelled or allowed to lapse without thirty (30) days prior notice to the Town. v. Name the Town and the Municipality wherein the work is to be undertaken as insured parties. B.1.5 The contractor agrees to perform the whole of the work and to apply all materials, labour, tools, plant and machinery, necessary to do the work. 7

8 B.1.6 B.1.7 Workplace Safety & Insurance: The Contractor shall furnish evidence of compliance with all requirements of the Workplace Safety and Insurance Act and the Workplace Safety and Insurance Board. Such evidence to include a certificate of good standing issued prior to the execution of the Contract, and a further certificate issued annually on or before the anniversary date of each year. Compliance with Laws, Regulations and Policies: The Contractor shall comply with all labour, police, health, environment, sanitary and other laws and regulations imposed by public bodies having jurisdiction during the Term. The Contractor shall be, or shall become, familiar with all such laws, regulations and policies which in any manner affect the performance of the Contract, those engaged or employed in the work, or affect facilities or equipment used in the work, or which in any way may affect the conduct of the work and no plea of misunderstanding will be considered on account of ignorance thereof. Without limiting the generality of the aforesaid, it shall be the Contractor s responsibility to comply with: Environmental Protection Act and Regulations; Workplace Safety and Insurance Act; Occupational Health and Safety Act; Safety or other Policies established by the Authority or the Town; Construction Lien Act and regulations; Ministry of Transportation Regulations including the Commercial Vehicle Operating Regulations; and Electrical Safety Authority. The Contractor shall indemnify and hold harmless the Town of Tecumseh and its employees against and from all suits or actions arising from any Health and Safety violations as well as the cost to defend such charges as a result of any violation. The Contractor shall comply with all applicable municipal, provincial and federal laws pertaining to the Contractor s services provided herein to the Town including, without limiting generality, all labour, police, health, environmental, public health and sanitation laws and regulations imposed by public bodies having jurisdiction over such matters. Please be advised that the Owner has a Policy on Health & Safety. The successful contractor is requested to ensure that employees are advised and have a sound knowledge of this policy. B.1.8 Safety and First Aid: Without limiting the generality of Section B.1.7 Compliance with Laws, Regulations and Policies, the Contractor shall: Provide and maintain the necessary items and equipment as called for under the First Aid Regulations of the Workplace Safety and Insurance Act and the Occupational Health and Safety Act Comply with requirements of Workplace Hazardous Materials Information System (WHMIS) regarding use, handling, storage, and disposal of hazardous materials; and regarding labeling and provision of material safety data sheets acceptable to Labour Canada and Health and Welfare Canada. Deliver copies of WHMIS data sheets to the Town on delivery of materials Provide full time supervision of on-site activities of own forces to ensure applicable regulations and specification requirements are being followed Take all necessary precautions to ensure the continuous safety of any contract workers, the owner, and general public at large on the Owner s property. 8

9 1.8.5 Provide the company s Health and Safety Policy prior to commencement of the agreement. B.1.9 In the event of a site visit from the Ministry of Labour and in the event this Ministry of Labour person gives written warning to any contravention to the Health and Safety Act, a written copy is to be given to the Town of Tecumseh. B.1.10 The Contractor shall ensure that all its employees, agents, volunteers, or others for whom the Contractor is legally responsible receive training regarding the provisions of the goods and services contemplated herein to persons with disabilities in accordance with Section 6 of Ontario Regulation 429/07 (the Regulation ) made under the Accessibility for Ontarians with Disabilities Act, 2005 as amended (the Act ). The Contractor shall ensure that such training includes, without limitation, a review of the purpose of the Act and the requirements of the Regulation, as well as instruction regarding all matters set out in Section 6 of the Regulation. The Contractor shall submit to the Town, as required from time to time, documentation describing its customer service training policies, practices and procedures and a summary of its training program, together with a record of the dates on which training was provided and a list of the employees, agents, volunteers or others who received such training. The Town reserves the right to require the Contractor to amend its training policies to meet the requirements of the Act and the Regulation. B.2. B.2.1 SPECIFICATIONS General Description: The Corporation of the Town of Tecumseh (Town) is seeking quotes for the services of a qualified proponent for the Replacement of the roofing system at the OPP Detachment at 963 Lesperance Road, Tecumseh. B.2.2 RELATED DOCUMENTS Drawings (Appendix A) and general provisions of the Contract, including General and Supplementary Conditions and Division 01 Specification Sections, apply to this Section. B.2.3 SUMMARY This Section includes the following: Application of rehabilitation coating on built-up asphalt roofing. B.2.4 MATERIALS OWNERSHIP Demolished materials shall become Contractor's property and shall be removed from Project site. 9

10 B.2.5 DEFINITIONS Roofing Terminology: Refer to ASTM D 1079 and glossary in NRCA's "The NRCA Roofing Manual" for definition of terms related to roofing work in this Section Existing Roofing System: Built-up asphalt roofing, and components and accessories between deck and roofing membrane Roofing Re-Coating Preparation: Existing roofing that is to remain and be prepared to accept restorative coating application Patching: Removal of a portion of existing membrane roofing system from deck or removal of selected components and accessories from existing membrane roofing system and replacement with similar materials Remove: Detach items from existing construction and legally dispose of them off-site unless indicated to be removed and reinstalled Existing to Remain: Existing items of construction that are not indicated to be removed. B.2.6 INFORMATIONAL SUBMITTALS Qualification Data: For Installer, Manufacturer, and Roofing Inspector Letter written for this Project indicating manufacturer approval of Installer to apply specified products and provide specified warranty Warranties: Unexecuted sample copies of special warranties year manufacturer s warranty year OIRCA standard warranty Inspection Reports: Daily reports of Roofing Inspector. Include weather conditions, description of work performed, tests performed, defective work observed, and corrective actions required and carried out. B.2.7 CLOSEOUT SUBMITTALS Maintenance Data: To include in maintenance manuals Warranties: Executed copies of approved warranty forms. B.2.8 QUALITY ASSURANCE Installer Qualifications: An employer of workers trained and certified by manufacturer, including a full-time on-site supervisor with a minimum of five years' experience installing products comparable to those specified, able to communicate verbally with Contractor, Architect, and employees, and the following: Qualified by the manufacturer to install manufacturer's product and furnish warranty of type specified. 10

11 Member of the Ontario Industrial Roofing Contractors Association (OIRCA) for a minimum of 2 years Manufacturer Qualifications: ULC listed for roofing systems identical to those specified for this Project, with minimum five years' experience in manufacture of comparable products in successful use in similar applications, and able to furnish warranty with provisions matching specified requirements Approval of Other Manufacturers and Comparable Products: Submit the following in accordance with project substitution requirements, within time allowed for substitution review: Product data, including certified independent test data indicating compliance with requirements Samples of each component Sample submittal from similar project Project references: Minimum of five installations of specified products not less than five years old, with Owner and Architect contact information Sample warranty including preventative maintenance Roofing Inspector Qualifications: A technical representative of manufacturer not engaged in the sale of products and experienced in the installation and maintenance of the specified roofing system, qualified to perform roofing observation and inspection specified in Field Quality Control Article, to determine Installer s compliance with the requirements of this Project, and approved by the manufacturer to issue warranty certification. The Roofing Inspector shall be one of the following: An authorized full-time technical employee of the manufacturer An independent party certified as a Registered Roof Observer by the Roof Consultants Institute, retained by the Contractor or the Manufacturer and approved by the Manufacturer Roofing Rehabilitation Preinstallation Conference: Conduct conference at Project site to comply with requirements of this package. Review methods and procedures related to roofing system Meet with Owner; roofing re-coating materials manufacturer's representative; roofing re-coating Installer including project manager and foreman; and installers whose work interfaces with or affects re-coating including installers of roof accessories and roof-mounted equipment requiring removal and replacement as part of the Work Review methods and procedures related to re-coating preparation, including membrane roofing system manufacturer's written instructions Review temporary protection requirements for existing roofing system that is to remain, during and after installation Review roof drainage during each stage of re-coating and review roof drain plugging and plug removal procedures Review and finalize construction schedule, and verify availability of materials, Installer's personnel, equipment, and facilities needed to make progress and avoid delays Review base flashings, special roofing details, drainage, penetrations, equipment curbs, and condition of other construction that will affect recoating Review HVAC shutdown and sealing of air intakes. 11

12 Review existing conditions that may require notification of Owner before proceeding. B.2.9 PROJECT CONDITIONS Weather Limitations: Proceed with rehabilitation work only when existing and forecasted weather conditions permit Work to proceed without water entering into existing roofing system or building Store all materials prior to application at temperatures between 60 and 90 deg. F Apply coatings within range of ambient and substrate temperatures recommended by manufacturer. Do not apply materials when air temperature is below 50 or above 110 deg. F Do not apply roofing in snow, rain, fog, or mist Protect building to be rehabilitated, adjacent buildings, walkways, site improvements, exterior plantings, and landscaping from damage or soiling from rehabilitation operations Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities Daily Protection: Coordinate installation of roofing so insulation and other components of roofing system not permanently exposed are not subjected to precipitation or left uncovered at the end of the workday or when rain is forecast Owner will occupy portions of building immediately below re-coating area. Conduct re-coating so Owner's operations will not be disrupted. Provide Owner with not less than 72 hours' notice of activities that may affect Owner's operations. B.2.10 WARRANTY Manufacturer's Warranty for Roof Rehabilitation: Written warranty in which Manufacturer agrees to repair roof rehabilitation installations that fail due to defects in rehabilitation materials or workmanship within specified warranty period of Ten (10) years Failures include, but are not limited to, the following: - Rehabilitated membrane failures including rupturing or cracking due to a manufacturing or installation defect. - Deterioration of applied rehabilitation materials beyond normal weathering Manufacturer Inspection and Preventive Maintenance Requirement: By manufacturer's technical representative, to report maintenance responsibilities to Owner necessary for preservation of Owner's warranty rights. The cost of manufacturer's annual inspections and preventive maintenance is included in the Contract Sum. Inspections to occur in Years 2, 5 following completion. 12

13 Installer's Warranty: Submit roofing Installer's warranty, on OIRCA standard warranty form, signed by Installer, covering the Work of this Section, for the following warranty period: Warranty Period: Two years from date of Substantial Completion. B.2.11 PRODUCTS B.2.12 MANUFACTURERS Basis-of-Design Manufacturer/Product: The roof system specified in this Section is based upon products of Tremco, Inc., Toronto, ON, (519) , that are named in other Part 2 articles. Subject to compliance with requirements, provide the named product or an approved comparable product by any manufacture which meets or exceeds the performance requirements of the products and can provide the warranties and daily site inspections as requested. B.2.13 PERFORMANCE REQUIREMENTS General Performance: Rehabilitated roofing shall withstand exposure to weather without failure or leaks due to defective manufacture or installation Accelerated Weathering: Roofing system shall withstand 2000 hours of exposure when tested according to ASTM G 152, ASTM G 154, or ASTM G Material Compatibility: Provide roofing materials that are compatible with one another under conditions of service and application required, as demonstrated by roofing manufacturer based on testing and field experience Exterior Fire-Test Exposure: CAN/ULC S107, Class A; for application and roof slopes indicated, as determined by testing identical membrane roofing materials by a qualified testing agency. Materials shall be identified with appropriate markings of applicable testing agency. B.2.14 MATERIALS, GENERAL General: Re-coating materials recommended by roofing system manufacturer for intended use and compatible with components of existing membrane roofing system Temporary Roofing Materials: Selection of materials and design of temporary roofing is responsibility of Contractor Infill Materials: Where required to replace test cores and to patch existing roofing, use infill materials matching existing membrane roofing system materials, unless otherwise indicated. 13

14 B.2.15 RESTORATIVE COATINGS AND TOP COATINGS Rubberized Asphalt Emulsion: One-part, non-fibrated, cold-applied, rubberized asphalt emulsion formulated for compatibility and use with specified roofing membranes and flashings Basis of design product: Tremco, TremLastic SP Volatile Organic Compounds (VOC), maximum, ASTM D 3960: Less than 50 g/l Tensile Strength at 77 deg. F (25 deg. C), minimum, ASTM D 412: 150 psi (1000 kpa) Elongation at 77 deg. F (25 deg. C), minimum, ASTM D 412: 100 percent. 16 B.2.19 EXECUTION B.2.20 PREPARATION Protect existing roofing system that is indicated not to be rehabilitated, and adjacent portions of building and building equipment Mask surfaces to be protected. Seal joints subject to infiltration by coating materials Limit traffic and material storage to areas of existing roofing membrane that have been protected Maintain temporary protection and leave in place until replacement roofing has been completed Shut down air intake equipment in the vicinity of the Work in coordination with the Owner. Cover air intake louvers before proceeding with re-coating work that could affect indoor air quality or activate smoke detectors in the ductwork Verify that rooftop utilities and service piping affected by the Work have been shut off before commencing Work Maintain roof drains in functioning condition to ensure roof drainage at end of each workday. Prevent debris from entering or blocking roof drains and conductors. Use roof-drain plugs specifically designed for this purpose. Remove roof-drain plugs at end of each workday, when no work is taking place, or when rain is forecast Do not permit water to enter into or under existing membrane roofing system components that are to remain. B.2.21 ROOFING COATING PREPARATION Roofing Patching and Partial Tear-off: Replace areas of wet and damaged insulation with materials matching the characteristics of the existing Existing Flashing and Detail Preparation: Repair flashings, gravel stops, copings, and other roof-related sheet metal and trim elements. Reseal joints, replace loose or missing fasteners, and replace components where required to leave in a watertight condition Do not damage metal counterflashings that are to remain. Replace metal counterflashings damaged during removal with counterflashings of same metal, weight or thickness, and finish Roof Drains: Install new drain insert complete with U-flow Membrane Surface Preparation: Remove aggregate ballast from roofing membrane Remove pavers from roofing membrane. Store and protect pavers for reuse. Discard cracked pavers and replace with new. 16

17 Remove blisters, ridges, buckles, and other substrate irregularities from existing roofing membrane that would inhibit application of uniform, waterproof coating Repair membrane at locations where irregularities have been removed Broom clean existing substrate Verify that existing substrate is dry before proceeding with application of coating. Spot check substrates with an electrical capacitance moisturedetection meter Verify adhesion of new products. B.2.22 REPLACEMENT FLASHING AND STRIPPING INSTALLATION Install replacement flashings on all perimeters unless indicated on the drawings. Install on all sloping and vertical surfaces, at roof edges, and at penetrations through roof, and secure to substrates according to roofing system manufacturer's written instructions and as follows: Elastomeric Flashing-Sheet Stripping: Install elastomeric flashing-sheet in a continuous bed of cold-applied adhesive and extend onto roofing membrane Flashing to be adhered at a rate of 15 gallons per square ft Flashing is to be back nailed 8inches o.c Spud gravel at base of flashings to allow for proper adhesion of new flashings Strip in leading edge a minimum of 6inches onto the field of the roof with 3 coursings of mastic and mesh Reinforce all seams with 3 coursing of rubberized mastic and mesh. B.2.23 ROOF COATING APPLICATION Restorative Flood Coat: Promptly after preparing membrane substrate and base flashings and stripping, flood-coat roof surface with 7 gal./100 sq. ft. of restorative coating Aggregate Surfacing: While flood coat is fluid, cast the following average weight of aggregate in a uniform course: Aggregate Weight: lb/100 sq. ft Aluminized Coating: apply coating to all exposed membrane flashings and asphalt based mastics. B.2.24 WALKWAY INSTALLATION Reinstall walkways following application of coating. Locate as originally indicated, or as directed by Owner. Replace damaged pads with new. All to be placed on extruded polystyrene. 17
