2 PIGEON DROPPINGS CLEAN UP WORK 1 GENERAL 1.1 GENERAL CONDITIONS AND RELATED WORK The work generally consists in cleaning surfaces soiled with pigeon droppings. Dirt containing pigeon droppings shall be removed using the wet method before any work begins In the event of a discrepancy or conflict between the requirements of this document and the requirements of the CSST, the more stringent requirements or specifications favourable to the Owner shall prevail. 1.2 DESCRIPTION OF WORK Remove and dispose of, as pigeon dropping waste, all materials and debris on surfaces in the work area Metal debris and other objects that could tear waste receptacles shall be placed in sealed, watertight barrels Disinfect surfaces after they are cleaned If indicated on the drawings or in the Special Technical Conditions, install Bird-X Extra Wide (#EWS) Stainless Steel Needle Strips or an approved equivalent. 1.3 DOCUMENTS TO BE SUBMITTED The Contractor shall submit to the Engineer seven (7) days prior to the start of cleaning work technical data sheets for safety products such as disinfectants and any other chemical or toxic product the Contractor plans to use in performing the work. 1.4 DEFINITIONS Dirt containing pigeon droppings means any materials present on the structural components to be cleaned Authorized visitors means the Engineer and the Engineer s representative and representatives of regulatory bodies. SECTION 6 STANDARD TECHNICAL CONDITIONS 1

3 2 MATERIALS 2.1 DISINFECTANT The non-corrosive disinfectant recommended for cleaning up pigeon droppings is Foster 40-80, distributed by Hazmasters, or any other non-corrosive disinfectant for approval by the Engineer. 2.2 HIGH-EFFICIENCY (HEPA) FILTER The filters used in vacuums shall be capable of filtering particles as fine as 0.3 microns at a minimum efficiency rate of 99.97%. 2.3 CONTAINER FOR PIGEON DROPPINGS Sealed watertight bags shall be used as containers for pigeon droppings. The bags shall be at least 0.15 mm thick to carry waste away from the work area and shall be placed in a second bag at least 0.15 mm thick. 3 EQUIPMENT AND TOOLS 3.1 GENERAL All equipment used for clean-up shall be free of any contaminated material when it arrives at the work site. 3.2 HEPA VACUUM The air discharge of the vacuum shall be fitted with a high-efficiency filter as described in article 2.2 High-efficiency (HEPA) filter. 3.3 PROTECTIVE GARMENT Single-use polyolefin garment, for example, a Tyvek garment, covering the body and head with elastic at the wrists and ankles. 3.4 RESPIRATORY PROTECTION Respiratory protection shall be assured by a powered air-purifying respirator with N100 filters to which a chlorine gas chemical cartridge shall be added. SECTION 6 STANDARD TECHNICAL CONDITIONS 2

4 4 EXECUTION 4.1 PLANNING The Contractor shall supply at least the following personnel and shall meet the following requirements for clean-up work: a foreman shall be in the work area at all times for all phases of work referred to in articles 4.4 Removal of droppings and contaminated material, 4.5 Decontamination and 4.6 Final phase, and if this requirement is not met, the Engineer shall stop the work and the Contractor shall bear any resulting costs The Contractor shall ensure that the work is carried out on schedule and in accordance with the applicable standards and regulations and the requirements of this section part so as to prevent any possible contamination of workers. The Engineer reserves the right to stop the work if pigeon droppings fall or are in danger of falling into the water or onto the ground beneath the bridge. 4.2 PROTECTION OF WORKERS Prior to the start of any clean-up work, the Contractor shall provide workers with the following instructions: the procedures for entering and leaving the work area; the procedures for wearing, maintaining and storing respiratory protection equipment; a reminder that eating, drinking, smoking and chewing gum are not permitted in the work area; a reminder that a beard or moustache that could compromise the seal of respiratory equipment may not be worn Respiratory protection Workers shall wear an air-purifying respirator as described in article 3.4 Respiratory protection of this document. They shall also master the procedures for using and maintaining the respirators according to the Occupational Health and Safety Regulations and the manufacturer s recommendations At the end of each shift, all respiratory devices shall be washed with soap and water and disinfected with an alcohol-free product recommended by the manufacturer Temporary storage for respiratory protection equipment shall be located outside the work area. SECTION 6 STANDARD TECHNICAL CONDITIONS 3

5 4.2.3 Other protective equipment The Contractor shall supply all the protective equipment required by the Safety Code for the construction industry, including, but not limited to, hard hats and nonskid rubber safety boots Every person required to work in the clean-up area shall wear a protective garment. The garment shall be treated as contaminated material and disposed of accordingly as described in article 4.4 Removal of pigeon droppings and contaminated materials at the end of each shift The Contractor shall ensure that the following procedures are followed by every person entering and leaving the work area Entering the work area: put on the protective garment and proper respiratory equipment; check the filter of the respirator and install a new one if necessary; enter the work area Leaving the work area: before leaving the work area, remove contaminated material from the protective garment using a HEPA vacuum or damp cloth; after leaving the work area, remove the garment and place it in a waste receptacle designed for that purpose; wash and disinfect the respiratory device. 4.3 PROTECTION OF THE ENGINEER The Contractor shall supply clean protective garments and two respiratory protection devices (similar to those used by workers) for the Engineer The Contractor shall give the Engineer instructions for using the protective garments and handling the respiratory protection equipment and the procedures for entering and leaving the work area. 4.4 REMOVAL OF DROPPINGS AND CONTAMINATED MATERIAL The following measures aimed at eliminating the release of dust shall be taken by the Contractor: SECTION 6 STANDARD TECHNICAL CONDITIONS 4

6 dampen accumulations of dried droppings on all contaminated surfaces in the work area using a mister only; power washing is not permitted; pick up the damp droppings with a shovel and place them in a double plastic bag or use an industrial vacuum fitted with a high-efficiency filter where the quantity is small; dispose of all contaminated equipment with the bags of droppings; the vacuum and its parts shall be cleaned and disinfected (bleach solution) after each use; use a vacuum system (vacuum truck) for accumulations that are too big or inaccessible; send the waste to an incinerator or controlled landfill. 4.5 DECONTAMINATION Once the surfaces are approved by the Engineer, decontaminate the soiled surfaces (concrete, metal, plastic, etc.) as follows: apply Foster disinfectant using a mop, a sponge or a sprayer and allow it to sit; exposed workers shall wear a half mask with cartridges equipped with chlorine gas filters. 4.6 FINAL PHASE Conduct a visual inspection with the Engineer present in order to have the decontamination work approved At least a respiratory device shall be worn while conducting the inspection Once all the decontamination work has been completed and approved, the Contractor shall ensure that all debris and equipment on the site are disposed of in containers designed for that purpose. 5 QUALITY CONTROL 5.1 GENERAL The Engineer is responsible for conducting any inspections deemed necessary to evaluate the conformity of the work to the requirements of this appendix and the applicable regulations. The Engineer also has the authority to stop work in the event of failure to conform to the requirements and regulations Additional inspection costs to the Owner resulting from non-conformity of the Contractor s work shall be assumed by the Contractor. 7 5.2 TYPES AND FREQUENCY OF INSPECTIONS Inspections will be conducted by the Engineer daily to ensure that the removal work is being carried out in accordance with the requirements of this appendix and the applicable regulations If work is being done at more than one site in the work area, the Engineer will inspect the cleaning and disinfecting work following decontamination at each site A final inspection described in article 4.6 Final phase will also be conducted by the Engineer in order to approve the disinfecting work and disposal of waste on the work site.
