1 STATE OF FLORIDA, DEPARTMENT OF MILITARY AFFAIRS CONSTRUCTION & FACILITY MANAGEMENT OFFICE PUBLIC ANNOUNCEMENT REQUESTING QUALIFICATIONS FOR PROFESSIONAL SERVICES for PROJECT NUMBER: FS1002-GIS REAL PROPERTY INVENTORY, DATA COLLECTION, COMPUTER-AIDED DESIGN, AND DATA ENTRY STATEWIDE, FLORIDA INTRODUCTION The Florida Department of Military Affairs/Florida Army National Guard (FLARNG) requests qualifications from firms with experience in collecting and capturing real property space data, creating.dwg Computer-Aided Design (CAD) files, and integrating real property space data with Geographic Information Systems (GIS) and the PRIDE Web database. The FLARNG has a requirement to collect, maintain, and report accurate real property data. Therefore, it must maintain an accurate and up-to-date Real Property Inventory, which is comprised of building data files to include as-builts, floor plans, and.dwg CAD files. Also, it must integrate this Real Property Inventory data into its GIS operating system, and also integrate it into the Army National Guard s real property accounting and reporting system, the PRIDE Web database. In order to be considered for this project, the contractor must have a general working knowledge of the Army National Guard s PRIDE Web database and must already possess, or be able to readily obtain a valid Common Access Card (CAC) in order to access PRIDE Web. A CAC is the standard identification card used by Department of Defense personnel and eligible contractor personnel. It shall be the responsibility of the Contractor to obtain all PRIDE Web computer access authorizations, certificates, etc. from the PRIDE Web administrator, along with obtaining a CAC Card. All plans, specifications, reports, surveys, descriptions, studies, data, etc., obtained and created for FLARNG projects are the sole property of the FLARNG. 2 OBJECTIVE The objective of the project is to capture all applicable building floor plans at each of the 63 sites, create a Master.DWG file, along with a.dwg file with XREFs to buildings for each of the 63 sites utilizing a CAD computer program, and integrate and report building interior space data into the PRIDE Web database. STATEMENT OF WORK Qualifications to provide such services should illustrate how each Respondent can offer complete services to assist the FLARNG in assignments, including but not limited to the following professional services: Review existing as-builts, floor plans, building layouts, maps, etc. as part of the planning process. Conduct on-site visits. Capture and/or update interior building spaces and PRIDE Web attributes for applicable buildings at each of the 63 sites, utilizing data provided by the FLARNG, as well as physical measurements taken from on-site visits (see Task 4). Create a geo-referenced Master.DWG CAD file comprising all 63 sites. Create a.dwg CAD file for each applicable building at each of the 63 sites, which will be externally referenced (XREF d) to the Master.DWG file. Reconcile the newly created and/or updated.dwg files with the FLARNG POC prior to finalization. Integrate interior building space information into the FLARNG s GIS operating system. Integrate/upload ALL of the applicable interior building space measurements, data, and PRIDE Web attributes into the PRIDE Web database. It shall be the responsibility of the Contractor to obtain all PRIDE Web computer access authorizations, certificates, etc. from the PRIDE Web administrator, along with obtaining a CAC Card. Reconcile PRIDE Web input with FLARNG POC. In order to achieve an efficient and clearly defined process, all applicable building interiors at one site will be inventoried, the data entered into the PRIDE Web database, and the product reconciled with the FLARNG POC, in order to ensure the data is captured, organized, compatible, and reported in the desired manner. Adjustments can be made to the collection, entry, and reporting process for the remaining sites / buildings if necessary. Once the process has been defined, the remaining sites / buildings will be prepared. All submittals, meeting minutes, correspondence, and reports are to be held in the strictest confidence. Information (written, electronic, or verbal) pertaining to any aspect of the project is not to be released to the public without written permission from the Contracting Officer s representative. Monthly progress reports are required. All delivery orders issued against this SOW will be fixed price.
3 SCOPE OF WORK The Contractor shall furnish all materials, equipment, supplies, labor, supervision, technical and administrative personnel, transportation, travel, and services required in order to complete this scope of work. After receipt of the Notice to Proceed, the Contractor shall perform the following: Task 1 Kick-Off Meeting The Contractor shall attend a kick-off meeting with FLARNG staff to discuss the schedule and key issues involved under this project. The Contractor will be provided with all relevant information for each of the 63 sites during the Kick-Off Meeting, along with relevant points of contact (POCs). Task 2 Review and Research Real Property Data Existing floor plans, building layouts, maps, existing electronic files, etc., and the Pride Web database are reviewed and researched, in order to determine deficiencies in the existing real property inventory, and to determine the real property inventory information that must be updated and/or created. Some files will be out-of-date, as a building may have been renovated but the FLARNG does not have updated as-builts and/or floor plans on file. Also, there are some buildings for which the FLARNG does not have any as-builts and/or floor plans on file, in either hard copy or electronic file. Task 3 - Site Visits: A site visit must be conducted and physical measurements taken, for facilities which the FLARNG does not have current as-built and/or floor plans on file, or for those facilities for which no as-builts and/or floor plans exist. The Contractor shall set up a schedule for site visits with the FLARNG POC. The Contractor will visit these sites and physically measure and capture the current floor plans and dimensions of the interior of applicable buildings, for the purposes of creating one common.dwg CAD file with XREFS to buildings. These files will then be verified for completeness, accuracy, and electronic compatibility with the FLARNG GIS Manager. After these files have been approved by the FLARNG GIS Manager, the information will be integrated into the FLARNG s GIS operating system and the PRIDE Web database. Task 4 Update / Create.DWG CAD Master and Site Files A geo-referenced Master.DWG CAD file shall be produced comprising all 63 sites, utilizing all relevant information provided by the FLARNG and collected during the course of the project. The Master.DWG CAD file shall contain CAD XREFS to all building floor plans inventoried under this project. The.DWG CAD files will be produced based on one of the circumstances outlined in Tasks below.
4 The contractor shall create/populate relevant GIS SDSFIE (ver 2.6) floor area and room area layers for each building inventoried. The FLARNG GIS Manager will provide existing CAD files, GIS data, relevant building drawings,.pdfs, etc. for each site as available. Task Facilities with up-to-date/current as-builts, floor plans, and/or.dwg CAD files Facilities that fall under task 4.1 are those which already have up-to-date/current as-builts, floor plans, and/or.dwg CAD files. In this case, the Contractor shall create one.dwg CAD file of the floor plan for each building, which will be XREF d to the Master.DWG file, utilizing all of the information provided by the FLARNG POC or collected by the Contractor during the course of the project. Contractor shall update applicable GIS layers as appropriate with data obtained from.dwg data. Task Facilities with out-of-date as-builts, floor plans, and/or.dwg CAD files. Facilities that fall under task 4.2 are those which do have as-builts, floor plans, and/or.dwg CAD files; however, these files are not current, or do not reflect the current facility interior square footages. In this case, the Contractor shall conduct an on-site visit, and physically measure the interiors of the buildings at each site, in order to determine the change to available plans. These measurements will then be used to create an applicable.dwg CAD file of the floor plan for each building, which will XREF d to the Master.DWG file, utilizing all of the information provided by the FLARNG POC, or collected by the Contractor during the course of the project. Also, the Contractor will integrate these measurements into the PRIDE Web database. Any buildings at these sites for which as-builts, floor plans, and/or.dwg CAD files do not already exist shall be captured and inventoried during the on-site visit. The measurements,.dwg CAD files, and/or PRIDE Web data must be approved by the FLARNG POC for each site, prior to finalization and input of the information. Contractor shall update/create applicable GIS layers (SDSFIE ver2.6) as appropriate, with data obtained from.dwg data. Task Facilities with no as-builts, floor plans, and/or.dwg CAD files on file. Facilities that fall under task 4.3 are those which do not have as-builts, floor plans, and/or.dwg CAD files on file. In this case, the Contractor shall conduct an on-site visit, and physically measure the interiors of the buildings at each site. These measurements will then be used to create an applicable.dwg CAD file of the floor plan for each building, which will be XREF d to the Master.DWG file, utilizing all of the information provided by the FLARNG POC, or collected by the Contractor during the course of the project. Also, the Contractor will integrate these measurements into the PRIDE Web database. Any buildings at these sites for which asbuilts, floor plans, and/or.dwg CAD files do not already exist shall be captured and inventoried during the on-site visit.
5 The measurements,.dwg CAD files, and/or PRIDE Web data must be approved by the FLARNG POC for each site, prior to finalization and input of the information. Contractor shall update/create applicable GIS layers (SDSFIE ver2.6) as appropriate with data obtained from.dwg data. DATA REQUIREMENTS: GIS Specific: All GIS data will adhere to Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE, version 2.6) standards. Contractor is to develop and deliver all data in the UTM 17N projection, WGS84 datum and will be accompanied by detailed metadata in accordance with FGDC-STD Content Standards. All data shall be geographically referenced and depicted with lines, points and polygons as appropriate. Ensure overlapping layers are justified. If overlapping layers do not make sense (i.e. conference room overlapping mechanical room) such features must be corrected/clipped as required. Layers must contain data relevant only to that layer. Ensure features are in the appropriate layer. Data that would otherwise be annotated in CAD (i.e, buildings, rooms, hallways, etc) must be populated in the appropriate field of the correct Feature Class. Final report will be accompanied by geodatabase feature class format compatible with the existing FLARNG GIS geodatabase and with ESRI ArcGIS (version 10.1) in compliance with SDSFIE (version 2.6) standards on CD-ROM. CAD Specific: All CAD files shall be drawn at a scale of 1:1 and in the Model space screen of CAD. CAD files are to be submitted in AutoCAD.DWG format (version 2010). CAD files will become property of the FLARNG and SHALL NOT be locked or password protected. No proprietary fonts will be used. No proprietary plot files will be used. CAD and GIS files are to be geographically referenced. o If spatial coordinates are not available, use original Survey Bench Marks. o Use of UTM 17N Projection WGS 84 datum is required. AutoCAD Paper Space screens shall contain no drawing information essential to the drawing. o Paper Space shall only be used to set up drawings for printing operations to scale. Each service line must be shown on its own layer. (i.e. copper, fiber, electric, telephone, sewer, etc) Label all layers as per A/E/C, CAD, and GIS standards. All drawings shall be clean. Perform a purge to reduce the size and delete unnecessary layers, blocks, etc, and erase all unused lines from the drawing. Ensure all relevant external references (XREFs) are inserted as part of the drawing and at the proper scale.
6 Task 5 Integrate and Upload PRIDE Web data Integrate/upload ALL of the applicable interior building space measurements, floor plan data, and PRIDE Web attributes into the PRIDE Web database. PRIDE Web Specific: This project will require general working knowledge of the Army National Guard s PRIDE Web database. Contractor must have/obtain a valid CAC Card in order to access PRIDE Web. It shall be the responsibility of the Contractor to obtain all PRIDE Web computer access authorizations, certificates, etc. from the PRIDE Web administrator, along with obtaining a CAC Card. All relevant data and measurements collected, prepared, and/or created by the Contractor during the course of the project shall be reconciled with the FLARNG POC. Once accepted by the FLARNG POC, all interior floor plan measurements and relevant building information will be input and integrated into the FLARNG s GIS operating system and the PRIDE Web database. Newly captured real property identified and reported during the course of the project will be documented using the DD Form With the approval of the FLARNG POC, data from the approved DD Form 1354 will be entered into PRIDE Web to create the new buildings. DD Form 1354s and supporting documentation will be submitted to NGB staff for approval, by the Contractor. Contractor staff will coordinate with FLARNG GIS and Real Property staff to match as many GIS features to PRIDE Web records as possible, and will also coordinate with appropriate FLARNG staff regarding site visit scheduling, data capture, data entry, and computer compatibility issues throughout the project. Facilities that are currently grouped under a single PRIDE Web record, such as rooms, will be split into multiple areas if they are non- contiguous. All relevant electronic data, information, files, etc. collected, prepared, and/or created during the course of the project will be provided to the FLARNG POC and become property of the FLARNG. Task 6 - Reconcile.DWG CAD files, GIS files, and PRIDE Web data A follow-up site visit will be conducted to reconcile any.dwg CAD files, GIS and/or PRIDE Web data still outstanding. Physical measurements will be used to create the.dwg CAD files for building interior space. Digital photographs will be taken of each facility. A final reconciliation of.dwg CAD files, GIS features, and PRIDE Web records will be conducted, with the assistance of the FLARNG Real Property staff where necessary.
7 RESPONDENT INFORMATION Respondents to this solicitation or persons acting on their behalf may not contact, between the release of the solicitation and the end of the 72-hour period following the Department posting the notice of intended award, excluding Saturdays, Sundays, and state holidays, any employee or officer of the executive or legislative branch of the State of Florida concerning any aspect of this solicitation, except in writing to the procurement officer or as provided in the solicitation documents. Violation of this provision may be grounds for rejecting a response. Request for private meetings by individual firms will not be granted. No individual verbal communication shall take place between any applicants and the Owner, or Owner s representatives. Request for any additional information, clarifications, or technical questions must be requested in writing, to the POC listed above. SELECTION INFORMATION: Selection of applicants for consideration will be made on the basis of relative experience of the firm, based on, but not limited to their ability to perform the Tasks outlined above for this project, professional services qualifications, financial capability, recent, current and projected workloads of the Professional Services firm, etc. The selection committee may reject all submissions and stop the selection process at any time. The Contractor will be available to address DMA issues throughout the project. General, Automotive and Worker s Compensation insurance will be required for this project. As well as, any state required insurance for this particular type work. CONTRACT AWARD: The final selection(s) shall be posted on the myflorida.com website at Failure to file a protest within the time prescribed in Section (3), Florida Statutes, shall constitute a waiver of proceedings under Chapter 120, Florida Statutes. If no protest is filed, a contract will be negotiated with the firm which the Department considers the most qualified for the intended project. If an agreement for compensation which the Department determines is fair, competitive, and reasonable cannot be reached and the Department is unable to negotiate a satisfactory contract, negotiations will be formally ceased and negotiations shall be undertaken with the firm the Department has determined is the second most qualified after Departmental review of the submissions. The Department reserves the right to reject any and all submissions or accept minor irregularities in the best interest of the DMA. Award of this contract is based on the availability of funding.
