2 SITE: Norfolk, Virginia PROPERTY ADDRESS: 2121 Harrell Avenue TARGET: Architects/Designers/ Students MAIN REQUIREMENTS: One- Or Two-Story, 3 Bedroom, And 2 Full Bathrooms INTRODUCTION: Competition Announcement Blueprint for the Future: A Home for Everyone The Virginia Department of Housing and Community Development is pleased to announce a competition to design a home that meets affordability, sustainability and accessibility criteria. The Mission of DHCD is to make Virginia s communities safe, affordable, and prosperous places in which to live, work and to meet the needs of low- and moderate-income residents and to maximize collaborative efforts and use innovative ways to partner and collaborate in achieving the mission. DHCD sees this competition as an innovative way to promote that mission. Partners with DHCD in this effort are the City of Norfolk, Easy Living Virginia, Home Builders Association of Virginia, Viridiant, Virginia Building Code Officials Association, and the Virginia Plumbing and Mechanical Inspectors Association. We anticipate holding a groundbreaking event at next year s conference to honor the winning house design. The competition is open to all Virginians, including full-time students enrolled in a Virginia high school or institution of higher learning. Entrants may be students, amateurs or professionals, licensed or unlicensed, individuals or teams. The winner s creative design will be announced and displayed at this year s Governor s Housing Conference, with the ground breaking event held in conjunction with the Conference. *All entry fees will be used for award money. 2

5 > PROJECT REQUIREMENTS o Maximum construction cost: $150,000 (exclusive of city fees) o Must be one-story or two-story o Must have at least 3 bedrooms o Must have at least 2 full bathrooms o Must have a crawl foundation with brick skirt (entire perimeter) o Must meet City of Norfolk s zoning and lot requirements (e.g. setbacks, height limitation (Appendix B) o Must meet requirements for EarthCraft House standards (Appendix C) o Must meet Easy Living construction guidelines (Appendix D) o Must meet the applicable guidelines for Universal Design (Appendix E) o Must meet 2012 Virginia Uniform Statewide Building Code/ 2012 Virginia Residential Code o Must match the architectural character of the neighborhood 5
6 > SUBMISSION REQUIREMENTS Phase I Open to student/non-professional and professional design teams. Submissions will be reviewed for completeness and entrants will be invited to submit for Phase II. One student/non-professional team will be awarded for their Phase I submission. Phase I entrants must submit the following: o Confirmation that all Project Requirements above have been met o A Narrative (Appendix F) o A Site plan with proposed design located on it with setbacks shown from adjacent property lines o Two sets of drawings on 11 x17 paper (minimum) to include: 1/8 scale (minimum) floor plans 1/8 scale (minimum) drawing of all exterior elevations 3/4" scale (minimum) wall section from footing to roof Phase II Open to student/non-professional and professional design teams, having completely submitted to Phase I, will be invited to submit for Phase II. One team, either student/non-professional or professional, will be awarded for their Phase II submission. Phase II entrants must submit the following: 6
7 o A detailed chart of accounts of both material and labor not to exceed $150,000 exclusive of city fees and lot value (Appendix A) o A completed EarthCraft Worksheet (Appendix C) o A Resident Education Plan (Appendix F) o A complete set of house plans suitable for obtaining a building permit (min. 1/8 scale) including: A foundation plan including footing size, depth and thickness; and any pier systems Floor layouts with room labels and dimensions including overall (outside wall to outside wall) dimensions Floor framing plan including joist size, span and spacing as well as beam sizes and span (if using engineered system, provide manufacturer, series and details) Roof framing plan (if using engineered system, provide manufacturer, series and details) Header details where applicable List of building materials including species and grade ALL PROJECTS WILL BE JUDGED ON THE ABOVE CRITERIA AND ACCORDING TO THE POINTS MATRIX IN APPENDIX F 7

24 (1) Front yard requirements may be the average of the existing front yards on adjacent properties; however, in no case shall such front yard be required to be more than twenty-five (25) feet. If there are no structures on an adjacent zoning lot the required front yard of that zoning lot shall be twenty-five (25) feet. (2) The required interior yard shall be five (5) feet for single-, semi-detached and two-family residences. (3) On nonconforming residential lots which are less than forty (40) feet in width, side yards or corner side yards not less than three (3) feet shall be provided. (4) Side yards shall have a combined width of not less than thirty (30) feet, and there shall be at least ten (10) feet of space between buildings on the same site. (5) Upon consideration and approval of a special exception requesting such, these minimum and maximum dimensions for the required front yard of any townhouse or semi-detached dwelling located in the Suburban character district may be modified. (6) Whenever the interior yard abuts a residential zoning district that requires less than a ten (10) foot interior side yard, the interior side yard required for the townhouse or semi-detached dwelling may be reduced to match the interior side yard requirement of the abutting residential zoning district.
