3 National and Provincial Building Code Direction Pan Canadian Framework on Clean Growth and Climate Change Federal direction for the National Building Code is to adopt increasingly stringent, model building codes starting in 2020, with the goal that all provinces and territories adopt net zero energy ready building requirements by BC Climate Leadership Plan Intent is for phased updates to the BC Building Code so that all new buildings are net zero ready by 2032, using the Step Code as the framework for setting beyond Code requirements. 11 Preparing our Local Market PREPARING OUR LOCAL MARKET FOR THE ENERGY STEP CODE Launched in 2015, High Performance New Home program to support homebuilders, architects and designers with strategies designed to improve industry readiness for transition to a performance based approach required by the Step Code.

GJ Rating Average completed project is 15% better than code built reference house Air Tightness Average air tightness is Pa which is 45% better than industry average Green Building Four ENERGY STAR rated homes. 24 Implementation Framework MUNICIPAL CONTEXT To date, 17 municipalities have submitted a notification form to the Province of BC indicating that they are consulting with local building industry on the Step Code. 24
25 Implementation Framework LEADING BY EXAMPLE In Fall 2017, City of North Vancouver updated it s base Bylaw requirements to reference the BC Energy Step Code on new construction projects. More recently, City of North Vancouver, District of North Vancouver and District of West Vancouver have agreed to take a consolidated approach to aligning Step Code performance requirements and implementation timing a North Shore approach! 25
26 Performance Path Transition WORKING WITH AN ENERGY ADVISOR BC Housing s 2017 Local Government Survey estimated that less than 10% of builders are working with an Energy Advisor on projects. New Westminster Current New Westminster Summer % 26
27 Implementation Framework STAGED IMPLEMENTATION City of New Westminster is proposing a staged approach for implementing minimum requirements on the BC Energy Step for Part 9 buildings (starting in July 2018). 28 Fall 2017 Builder Breakfast Feedback COST MANAGEMENT Enable builders to minimize costs while supporting industry education and consumer awareness on value of higher performance, including non-energy benefits. o o o Need a comparison of homes that look the same, but a highperformance home is more than look, its about higher quality. Incentives for floor space ratio and permit fee reduction could help minimize incremental costs. Consumer education on benefits of high performance (e.g. air quality, comfort, health) and payback period is what resonates. 28
29 Fall 2017 Builder Breakfast Feedback REGULATORY COMPLIANCE Implement and enforce new performance standards consistently, while ensuring that potential time delays for regulatory procedures are minimized. o o o Implementation over 5-years starting in 2018 for Step 1 and then onwards is feasible. Industry needs time for learning, including trial and error, and trial and success. Require compliance forms completed by the Energy Advisor (like Letters of Assurance) as part of the permit process This tool would ensure contractors were required to meet the standards. Standardizing processes across municipalities, and ensure that inspectors and plan checkers are trained so that everyone is on the same page. 29
30 Fall 2017 Builder Breakfast Feedback SUPPORT & TRAINING Municipalities, BC Housing, Province of BC should continue to support industry workshops, technical courses, information sharing and education for industry. o o o Mandatory training could be considered for builders and building officials. Industry needs better understanding of what energy modeling does, its benefits, what to look out for, as well as Energy Advisor advice on what to focus on for best effect. Training is required for designers, tradespeople and inspectors so that everyone is informed, and all working towards the same goal. 30
