1 City of Highland Weekly Report March 17, 2017 PUBLIC SAFETY APPRECIATION WEEK MONDAY, April 3rd through THURSDAY, April 6th, 2017 The City of Highland is hosting potluck luncheons all week long in appreciation of our City Fire Fighters and Police Officers. The potluck luncheons begin at our Police Station and continue at all three Highland Fire Stations throughout the week. Everyone is invited to this public event! Members of the community, including residents, local businesses, service groups, organizations and City Staff are invited to join us. Please, remember to share this information with your family, friends and co-workers! Please let me know if you would like to sign-up to help out by bringing a main dish, side or dessert. We also need a few people to help with set-up and clean-up. This is a perfect opportunity to meet those who are here to serve and protect the people of Highland. Please join us in showing our gratitude for everything they do for our community every day. 2 P a g e 2 21st Annual Citrus Harvest Festival 21st Annual Highland Citrus Harvest Festival is almost here!! We have grown much since our first year, but not have forgotten our purpose. The Festival seeks to educate Highland s youth and adults on our rich citrus heritage and turn of the century lifestyle. There will be numerous vendors, citrus themed coloring, and citrus label design contests. Festival attendees can enjoy a historic home tour, antique & classic car show, costume and citrus growing contests. Live entertainment will be non-stop including three local school bands and featuring Teen Music Workshop and Highland Music Co. The Festival is scheduled for March 25, 2017 from 10:00 am to 3:30 pm in the Highland Historic District at the intersection of Palm Avenue and Main Street, up to Pacific Street. 3 P a g e 3 Public Services Visit Public Services at the 21st Annual Citrus Harvest Festival The Annual Citrus Harvest Festival is fast approaching! Re-Pete and the Public Services Division are gearing up for this year s event. A representative from the San Bernardino County Fire Department Household Hazardous Waste Program will be on hand to answer all of your Household Hazardous Waste (HHW) questions. For those of you who have home generated sharps, stop by and pick a FREE approved sharps container. Hope to see you at the Public Services Division booth! For more information, please contact the Public Services Division at ext GET YOUR FREE COMPOST ON APRIL 1, 2017 Highland residents this is an opportunity for you to tackle those lawn and garden projects for spring. The City of Highland Public Services Division and Burrtec Waste Industries, Inc. are teaming up to host a one day compost give-a-way. Join us on April 1, 2017 from 8:00am to 12:00 (noon) at Highland City Hall (27215 Base Line) to pick up your FREE compost. Here is how it works: Open to Highland Residents ONLY (proof of residency will be required) This is a self-service program, therefore participants must provide their own shovels and assistance to load their vehicles Available on a first come first serve basis A tarp is recommended for open bed trucks or trailers City reserves the right to end the event at any time due to product availability Compost can be used as a soil additive in gardens and flower beds to give plants additional nutrients and acts as a natural fertilizer. 4 P a g e 4 Community Development Panda Express/Jack in the Box Submitted for land use entitlements T his week Evergreen Development Corporation submitted a Conditional Use Permit and Major Design Review applications to the City s Planning Division for new commercial development consisting of two (2) single-story restaurant buildings, located on the northwest corner of Base Line and Seine Avenue. The proposed project will include two free standing buildings; one for a Panda Express restaurant and one for a Jack in the Box restaurant. Both buildings will include a drive-thru lane, as well as indoor and outdoor seating. Building 1 will be approximately 3,040 square-feet, and building 2 will be approximately 2,756 square-feet. The development will also include on-site parking and landscaping. Once the Planning Division determines the application is complete, staff will start on the environmental review process and formally request input from the general public. It is anticipated that the Planning Commission will review the applications this summer. New restaurants coming to the Highland Crossroads (next to LA Fitness) C onstruction fencing has been installed around the vacant lot between LA Fitness and Staples on Greenspot Road to accommodate new retail suites. Two of the suites will be home to a Wings and Things restaurant, and a Jersey Mike s restaurant. The developer, TREH Partner LLC anticipates completing the new retail structure and opening the two new restaurants this summer. Pro-Cast s Interim Storage Permit approved T his week the Planning Division approved an interim Land Use Permit for Pro-Cast Corporation to store its finished concrete products on a portion of a vacant parcel located at the northwest corner of 5 th Street and Church Avenue. Pro-Cast is currently manufacturing concrete forms at their manufacturing plant in Redlands that will be used to store storm water from new urban development. The temporary storage yard is needed to accommodate Pro-cast recent increase in manufacturing orders. The land use permit issued by the City is good for three (3) months only and will expire in June 2017.

6 P a g e 6 OIL FILTER EXCHANGE A SUCCESS! The San Bernardino County Fire Departments Household Hazardous Waste Program and the City of Highland s Public Services Division hosted a free Used Oil Filter Exchange and Recycling Event at Auto- Zone on Saturday, March 11, We are proud to announce that 75 DIY mechanics (49 of which were Highland residents and 34 where first time participants to this event) took advantage of this event and 197 used oil filters were recycled properly, 151 filters where purchased. For those of you who missed the event, you may take your used oil and filters for proper disposal to the San Bernardino County Fire Departments Household Hazardous Waste Collection Facility located at 2824 East W Street San Bernardino, CA. They are open Monday - Friday from 9:00 a.m. to 4:00 p.m. Oil filters are composed of steel and are 100% recyclable; if all the filters sold each year in the U.S. were recycled, 160,000 tons of steel would be recovered. Recycling one ton of filters yields 1,700 pounds of steel, 30 gallons of used oil and saves 10 cubic yards of landfill space. Used oil filters can be recycled into new steel products, such as steel cans, cars, appliances and construction materials (for example, rebar). We would like to thank those who participated in helping keep Highland a cleaner and beautiful community! For more information or to get a list of other items you can dispose of at the Household Hazardous Waste (HHW) collection facility please call ANNUAL HIGHLAND HISTORIC DISTRICT CLEANUP! Join us this Saturday, March 18 th as we clean up Highland s Historic District! This annual cleanup is coordinated by the Highland Improvement Team in preparation for Highland s Annual Citrus Harvest Festival the following week. We will be sprucing up the neighborhood by removing weeds, dry brush and leaves and litter along Palm Avenue and Main Street. Come out and join us. Registration begins at 7:30am to 8:00am at Highland Community Cross Church, 6955 Palm Avenue. The cleanup will take place from 8:00am to 12:00 Noon. The City provides all supplies and equipment, but please remember to wear sunscreen and a hat if possible as it is supposed to be a sunny day. 7 P a g e 7 Administration Emergency Preparedness - Earthquakes One of the most frightening and destructive phenomena of nature is a severe earthquake and its terrible after effects. An earthquake is the sudden, rapid shaking of the earth, caused by the breaking and shifting of subterranean rock as it releases strain that has accumulated over a long time. For hundreds of millions of years, the forces of plate tectonics have shaped the earth, as the huge plates that form the earth s surface slowly move over, under and past each other. Sometimes, the movement is gradual. At other times, the plates are locked together, unable to release accumulated energy. When the accumulated energy grows strong enough, the plates break free. If the earthquake occurs in a populated area, it may cause many deaths and injuries and extensive property damage. The 2011 East Coast earthquake illustrated the fact that it is impossible to predict when or where an earthquake will occur, so it is important that you and your family are prepared ahead of time. The following are things you can do to protect yourself, your family and your property in the event of an earthquake. To begin preparing, you should build an emergency kit and make a family communication plan Fasten shelves securely to walls. Place large or heavy objects on lower shelves. Store breakable items such as bottled foods, glass, and china in low, closed cabinets with latches. Fasten heavy items such as pictures and mirrors securely to walls and away from beds, couches and anywhere people sit. Brace overhead light fixtures and top heavy objects. Repair defective electrical wiring and leaky gas connections. These are potential fire risks. Get appropriate professional help. Do not work with gas or electrical lines yourself. Install flexible pipe fittings to avoid gas or water leaks. Flexible fittings are more resistant to breakage. Secure your water heater, refrigerator, furnace and gas appliances by strapping them to the wall studs and bolting to the floor. If recommended by your gas company, have an automatic gas shut-off valve installed that is triggered by strong vibrations. Repair any deep cracks in ceilings or foundations. Get expert advice if there are signs of structural defects. Be sure the residence is firmly anchored to its foundation. Store weed killers, pesticides, and flammable products securely in closed cabinets with latches and on bottom shelves. Locate safe spots in each room under a sturdy table or against an inside wall. Reinforce this information by moving to these places during each drill. Hold earthquake drills with your family members: Drop, cover and hold on.
