1 DESIGN REVIEW BOARD MINUTES Page 1 of 5 Call to Order: The Design Review Board met in a regular session on January 18, 2018 at City Hall, 1339 Griffin Avenue. Chairperson Christiansen called the meeting to order at 6:00 p.m. Attendance: Members present: Bryan Christiansen, Nick Cochran, Bill DuBray and Wyatt Lawlis. Member absent: None. Staff members present were Dan Catron, Associate Planner, and Cathy Burbank, Board Secretary. Minutes: Lawlis moved to approve the minutes from December 7, 2017 as submitted. Cochran seconded the motion, and the motion carried unanimously. OLD BUSINESS: None NEW BUSINESS: SELECTION OF CHAIR AND VICE-CHAIR Chairperson Christiansen called for election of the Chairperson and Vice Chairperson. Lawlis nominated Christiansen as Chairperson. Cochran seconded the nomination. A vote was taken and carried unanimously. Christiansen will continue as Chairperson. Chairperson Christiansen called for a Vice Chairperson. Cochran nominated Lawlis as Vice Chairperson. DuBray seconded the nomination. A vote was taken and carried unanimously. Lawlis will be Vice Chairperson. SGN NEW SIGN PROGRAM ASSOCIATED WITH NEW CONSTRUCTION IN HCB ZONING DISTRICT SJC ALLIANCE/ ROSS JARVIS FOR MCDONALDS COMPANY ROOSEVELT AVENUE E (APN ) The existing McDonalds Restaurant in Enumclaw is planning a complete demolition, remodel, and reconstruction. Design review approval for the reconstructed building was granted on September 7, The present application focuses on the details of the proposed signage program. Conceptual signage was included with the original design review plans for the structure, however this review will provide a more specific analysis of the proposed signage. The proposed restaurant is approximately 4,848 sf in area. The proposed building will be a rectangular single-story design with dark-brown ("Mink") Hardi-Board Plank horizontal siding and a 3-foot-high grey prefinished corrugated metal parapet screen. Stone accent walls and yellow aluminum canopies are provided for interest and brand identity. A metal trellis/parapet is provided around the perimeter of the building roof. The application proposes to install new primary wall and incidental signs for a new McDonalds Restaurant. The north facade facing Roosevelt Avenue East is 555 sq. ft. in area. This facade is proposed to have both a WA and a WM sign. Per the table in EMC above, the maximum size building sign would be (.13 X 555 =) 72 sq. ft. The two proposed signs total 47 square feet,
2 DESIGN REVIEW BOARD MINUTES Page 2 of 5 SGN New Sign Program Associated With New Construction in HCB Zoning District SJC Alliance/ Ross Jarvis For McDonalds Company Roosevelt Avenue E (APN )-continued which is within the maximum sign size as allowed in the HCB zoning district. The west facade facing Watson Street is approximately 1700 sq. ft. in area. This facade is proposed to have a WA sign on a 257 sq. ft. portion of the overall facade. Per the table in EMC above, the maximum size building sign would be (.10 X 1700 =) 170 sq. ft. The proposed WA sign is only 14 sq. ft., and would be well within the size limitations for the HCB zoning district for both the overall facade and the small portion where the sign would be located. The east facing drive-through facade is also approximately 1700 sq. ft. in area. This facade is proposed to have a WM sign. Per the table in EMC above, the maximum size building sign would be (.10 X 1700 =) 170 sq. ft. The proposed WM sign is only 33 sq. ft., and would be within the size limitations for the HCB zoning district. Staff notes that the WM signs proposed for the north and west elevations are not located within 60-90% of the height of the building. These signs are proposed to be located against the aluminum trellis parapet around the top of the roof. Given the unique design of the building, staff is recommending that this design be found acceptable per EMC A. The existing freestanding sign was approved by the Design Review Board in It is approximately 53 sq. ft. in area, and 12 ft. high is proposed to remain, as well as, the existing directional signs at the driveway locations. Staff concludes that the proposed signage program is consistent with the terms of the City's sign code, subject to review and approval by the Design Review Board. Staff has also concluded that the directional and other signs associated with the drive-through are exempt from the design review requirements for signs pursuant to EMC S, which exempts signs that are not visible from the street or other public area. Cochran moved to find Application #SGN for a new signage program for the reconstruction of McDonald s restaurant at 110 Roosevelt Avenue East, to be in conformance with the provisions of Enumclaw Municipal Code Chapter regarding signs. The Board further finds that the location of signs against the aluminum roof parapet, above 90% of the building height, is consistent with the intent of EMC S, and is justified by the specialized nature of the building. SGN NEW MONUMENT SIGN IN R-4 ZONING DISTRICT ORCA SIGN COMPANY FOR HIGHPOINT VILLAGE 1777 HIGHPOINT STREET (APN ) Orca Sign Company, on behalf of Village Concepts/ Highpoint Senior Housing, is requesting Design Review Board approval for a new freestanding sign for the Highpoint Senior Living facility at 1777 Highpoint Street. The existing building was recently remodeled and expanded. The project site is 132,860 sq ft. (3.12 acres) in area. The proposed single-side sign face is approximately (2.5' X 8'=) 20 sq. ft. in area, however the sign face is framed in a wood and stone decorative frame. The dimensions of the sign frame are 6' high and 12 feet wide. The proposed freestanding sign is proposed to be located in the southwest corner of the property. Lighting has not been proposed. Staff is recommending that the proposed signage be treated as a "Multifamily Complex Sign" in a residential zone as regulated per EMC C. This section allows for "One unlighted,
3 DESIGN REVIEW BOARD MINUTES Page 3 of 5 SGN New Monument Sign in R-4 Zoning District Orca Sign Company for Highpoint Village 1777 Highpoint Street (APN ) - continued landscaped monument sign or wall-mounted sign not over 20 square feet and four feet in height for the name of a multifamily complex." Pursuant to EMC F.2, the sign size shall include the entire face of the sign and any bordering or supporting material, so the frame should be included in the sign size. There are provision for decorative frames, but not in R4 zone. This may be something being addressed in the new sign code, but has not been changed at this time. Staff is recommending that the sign be installed with the provision that the framework can be added at a later date without review if the sign code changes. Applicant for Orca stated that he does a lot of signs for Village Concepts and this is their branding sign. They have put them up in other cities without any issues. He redesigned the base so that the sign comes up through it and does touch any of the stone work. The stonework could be a fence or landscape enhancement. Chairperson stated that is a beautiful sign, but does not currently meet our City Municipal Code. He suggested waiting until the sign code is revised to see if it would then meet the city s code. Applicant stated that your code mentions if it was aesthetically pleasing and enhances the community the Board could consider it. It was stated that rule does not apply to R-4 zoning. If the metal is not attached to the sign can it be considered a fence? No. Applicant asked if multifamily is considered differently than commercial. Answer was yes. He stated this sign is small compared to other areas. Would the code change allow more square footage? Not sure more square footage because it is residential, but would maybe allow Design Review Board to allow deviation when certain criteria are met. Could approve the sign with the base now, and if the sign code changes staff could approve surrounding part at that time. Sign could include base that is not part of the base as part of the sign. Then the columns could be completed at a later date if the sign code changes. Applicant asked about a stone fence and use rod irons to install sign. Is that considered a fence? Staff stated that they would look at the intent. It is possible that would not be considered a fence if it were just two columns. Lawlis moved to find that the sign face portion of Application #SGN for a new monument sign for Highpoint Village at 1777 Highpoint Street, to be in conformance with the provisions of Enumclaw Municipal Code Chapter regarding signs. It is further found that the surrounding framework is not approved until the current side code is amended to allow the framework as shown, or to allow the framework to be excluded from the sign size calculation. If permitted by code, the Board finds that the surrounding framework is also acceptable, and need not be returned to the Design Review Board for review DuBray seconded the motion, and the motion carried unanimously.
4 DESIGN REVIEW BOARD MINUTES Page 4 of 5 SGN NEW WALL SIGN IN HCB ZONING DISTRICT CULBERTSON SIGN SERVICE FOR EDWARD JONES BUSINESS 1343 GARRETT ST SUITE C (APN ) Culbertson Sign Service has submitted an application for a replacement wall sign for 1343 Garrett Street, Suite 'C' ("Subject Property"). The tenant space is occupied by Edward Jones Financial Advisors. The proposed sign would replace an existing sign located on the multi-tenant building. The proposed replacement sign will utilize individual acrylic cut-out letters mounted on a raceway. The proposed replacement sign is the same size as the existing sign (18" high letters, 18'-5" long). The existing sign was approved by the Design Review Board in September An exception to the sign height (on the building) was granted at that time based on the design of the building. The proposed replacement sign would be installed in the same location as the existing sign. The proposed sign letters will appear green during the day and will appear white when illuminated at night. Board had a discussion that wall needed to be painted prior to the sign going up as a recommendation. Cochran moved to find that Application SGN for a replacement wall sign, is consistent as submitted with Chapter signs. SGN NEW SIGNS IN CB-2 ZONING DISTRICT R K GRAPHICS FOR BORDEAUX WINE 1323 COLE STREET (APN ) Robin Kahne, on behalf of Bordeaux Wine Bar, has submitted an application for a new suspended "blade" sign, and a new wall sign on the west elevation of the building located at 1323 Cole Street. The blade sign would be suspended from an existing metal awning. The proposed wall sign would be located on the west facing facade, perpendicular to Cole Street. The property is located in the Central Business Two (CB2) zoning district. The applicant is also proposing signage on the front window and front door. The commercial space is part of a single story building with its own entry and storefront. The first floor building facade facing the street is approximately (14' X 23'=) 322 sq. ft. The facade on which the proposed wall sign is to be located is approximately (14' X 90'=) 1,260 sq. ft. in area. The proposed wall sign is approximately 26 sq. ft. in area, and would be placed between 60 and 90% of the height of the facade. The proposed suspended sign is approximately 4 square feet in area, and would be 8'-2" above the sidewalk. The window and door sign are not counted as part of the signage. Board Members discussed painting the building prior to installing the signs. The 5 on the building is old signage from the previous tenant. DuBray moved to find that Application #SGN for a suspended sign and a wall sign at 1323 Cole Street to be in conformance with the provisions of Enumclaw Municipal Code Chapter regarding signs, with the recommendation that the west elevation of the building be painted.
