2 City of Blue Springs 903 Main Blue Springs, Missouri Downtown Review Board MINUTES Thursday, July 13, 2017 A meeting of the Downtown Review Board of the City of Blue Springs was held in the City Hall East Conference Room located at 903 W. Main Street on Thursday, July 13, 2017 with the following members, guests and staff in attendance: ATTENDANCE Kent Edmondson, Councilman James Wallace, PC Rep. Chris Lievsay, Councilman CALL TO ORDER CONSENT AGENDA APPROVAL AGENDA ITEM 2A. DRB / 1002 W Main Street / Façade Improvements Vice Chairman Yvonne Woods called the meeting to order at 4:00 p.m. Vice Chairman Woods requested action on the Consent Agenda with a motion by Board Member James Wallace, to approve the minutes for May 25, 2017, a second from Councilman Kent Edmondson, and a unanimous vote, the Minutes of May 25, 2017, were approved as submitted. Matt Wright, Senior Planner, stated that before the DRB is a recommendation to approve the improvements to the building located at 1002 W Main Street. The applicant is proposing to add cedar planks to the front façade, over the brick. The applicant presented another option for the awning. That option showed the awning made from wood. There will also be a 2 ft. x 5 ft. section DRB Minutes Page 1 of 3 kf
3 in front of the display window for landscaping. The applicant will paint one of the sides of the building. APPLICANTS Mike Yancik & John Broker Both were present. QUESTIONS MOTION AGENDA ITEM 2A. DRB / 1002 W Main Street / Façade Improvements SECOND VOTE MEETING ADJOURN Scott Allen, Director of Community Development, asked if this fits in with the new Downtown Design Guidelines. Mr. Wright stated that it does. The building materials will still have 50% masonry with the concrete block. Mr. Allen asked if any roof improvements were to be done. The applicants stated that there would not. Councilman Kent Edmondson asked if the applicant would also enhance the side entrance to the west. Mike Yancik stated that they would add an awning to that door way and wrap the siding around the corner of the building. Board Member Joe Haney moved to approve DRB / 1002 W Main Street / Façade Improvements. Seconded by Councilman Kent Edmondson. 6 Project: DRB 1201 W. Main St. Figure 1. Site Location Map BACKGROUND INFORMATION/SUMMARY: The applicant is requesting the following improvements to the building and site at 1201 W. Main Street: New paver patio addition to the west side of the building for outdoor seating, along with wood fencing and shade sails; Encase existing metal poles on the front and west elevations in wood; New solar arrays on the flat rooftop and on the south-facing roof slope; New glass panel garage door on the west side of the building facing the patio for light and ventilation; Repave and restripe parking lot; Paint exterior brick light grey and installation of mural art on the east side of the building; New deck off of the rear of the west side of the building; and New fencing and/or landscaping along the north and west property lines to block view of adjacent industrial uses. 7 Project: DRB 1201 W. Main St. PREVIOUS ACTIONS/APPROVALS: On March 26, 2007, the Planning Commission recommended approval of a rezoning from CB (Central Business) to T5 (Urban Center) as part of the rezoning for the Downtown Zoning District. The City Council approved the rezoning on April 2, FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED: Once the application has been reviewed and approved by the Downtown Review Board, the applicant must submit a building permit for any improvements that require a building permit, which in addition to interior improvements, include: fencing, shade sails, garage door addition, decking, and solar arrays. Staff will approve the building permit administratively. A sign permit will also be required to change the face of the sign from the current business to East Forty Brewing. Mural art does not require a sign permit, unless there is lettering or branding advertising a specific business. If a sign permit is required for the mural, the mural must be reviewed by the Downtown Review Board prior to administrative approval. The applicant has also requested MCRC (Main Center Redevelopment Corporation) tax abatement and permit fee reductions, which is an available financial assistance option in designated areas in Downtown. The financial assistance package must be approved prior to the issuance of a building permit for improvements. Main Street East: Right-of-Way NW 12 th Street West: Right-of-Way Kansas City Southern Railroad DOWNTOWN DEVELOPMENT CODE / DOWNTOWN DESIGN STANDARDS: The subject building was constructed in 1975 with a brick front and concrete block on the remaining sides. There will be no changes in setbacks as the building footprint is proposed to remain the same. The parking lot will be repaved and striped to meet the site s parking lot setbacks, which include a minimum 25-ft from street right-of-way and 6-ft. from adjacent property lines, not including access drives. The new paver patio addition with fencing and shade sails meets the intent of the Downtown Review Standards. This addition will provide additional outdoor seating options creating more activity along Main Street. Details of the shade sails must be reviewed as part of the Building Permit process. Fencing must also be reviewed as part of the Building Permit process. Other proposed changes also meet the Downtown Review Standards, including: encasing existing metal poles in wood, addition of new glass panel garage door on the west elevation, exterior painting (generally painting brick is not recommended, but the building Page 3 of 4

Main St. and the brick is not considered historic), new deck off of the rear west side of the building, and new fencing and/or landscaping along the north and west property lines. Murals are permitted in Downtown, but may require a sign permit if any lettering or branding of a specific business is included on the mural. Prior to the installation or painting of the mural, a proposed image of the mural must be submitted to the Community Development Department for review. At that time, the Community Development Department will notify the applicant whether a sign permit and/or Downtown Review Board will be required. The final item is the installation of new solar arrays on the flat roof and the half-shed roof facing Main Street. The Downtown Review Standards make the following recommendations for the installation of roof-mounted solar panels: Solar panels should not be visible from the street and are most appropriate on rear-facing elevations and roof slopes; and Solar panels on flat roofs should be screened from view with a parapet wall. Based on the Downtown Review Standards and past applications, staff supports the installation of solar arrays on the flat roof of the building, providing that the tilt of the arrays are not to such a degree that they would be visible over the parapet wall, unless additional height will be added to the parapet wall to screen the arrays from view. However, staff is not supportive of the solar arrays being installed on the half-shed roof facing Main Street due to the visibility from the street. RECOMMENDATION: Staff recommends approval of all proposed improvements, except for the installation of solar arrays on the half-shed roof facing Main Street, and proposes the following conditions for other items: A. Solar arrays installed on the flat roof must be screened from view with a parapet wall. If the current parapet wall cannot effectively screen the solar arrays from street view, additional screening walls may be required. B. A Building Permit is required for all interior improvements and the following exterior improvements: fencing, shade sails, garage door addition, decking, and solar arrays. C. A Sign Permit is required for the change of face to the current tenant sign. The current tenant space has an active business license through February 28, A sign permit application must be submitted within 90 days of the current tenant s business license expiring or the legal non-conforming sign must be removed. D. A proposed image of the mural must be submitted to the Community Development Department prior to installation or painting for review. At that time, staff will determine whether a sign permit and/or Downtown Review Board will be required. Page 4 of 4
