2 PURPOSE OF THIS MEETING Rankin Construction Inc. (RCI) and their design consultant Morrison Hershfield (MH) have been selected by the Ministry of Transportation (MTO) to complete the Detail Design study and construction improvements to the Amherst Island ferry docks. The project includes converting the existing side-loading ramps to end-loading, in order to accommodate the Frontenac II and the future Amherst Island ferry. This Public Information Centre provides: The opportunity to review and comment on the study. Background on the study. The study process. The recommended plan for ferry dock improvements. The proposed construction staging arrangement. Next steps.
3 COMMUNICATIONS COMMITTEE A Communications Committee, with members from RCI-MH, MTO and Loyalist Township, meets monthly to share information and ensure open, cooperative communication among project partners. Our objectives are to: Proactively identify concerns/issues that may affect the project or ferry users. Identify and plan for future communications and project milestones. Inform the public and ferry users of temporary changes to the way the ferry service is used during construction. Provide stakeholders with updates and demonstrate progress in completing the project. 4 BACKGROUND AND HISTORY Major project milestones included: Started Class EA Study in late fall Public Meetings were held at Millhaven and Stella in August 2012 to receive input on alternatives to improve the Amherst Island ferry docks. Evaluated and selected recommended plans for each dock based on potential impacts to the natural, socio-economic and cultural environments, as well as engineering and cost considerations. A Transportation Environmental Study Report was published on January 6, 2014 for a 30-day public review period to document how the recommended plans were selected. Amherst Island residents update meeting on May 6, Detail Design started in winter 2017.
5 STUDY PROCESS This study for the project s Detail Design Phase follows the approved planning process for a Group B project under the MTO Class Environmental Assessment for Provincial Transportation Facilities (Class EA). Major features of the Class EA include: 4 Main Stages: Planning, Preliminary Design, Detail Design, & Construction. Environmental protection and mitigation measures are considered at each stage. Reports are produced and made available for public review after Preliminary Design and Detail Design. Public consultation and involvement throughout the study. A Design and Construction Report (DCR) will be prepared at the end of Detail Design. It will be available for a 30-day public review period. All interested persons are encouraged to review the DCR and provide comments. Advance notice of when and how to view the DCR will be provided through notices in local newspapers, letters/brochures, project website/twitter feed updates, and through an to individuals on the project s mailing list.
6 PROJECT SCHEDULE Construction is anticipated to start in summer 2017, will occur in four stages, and be completed in summer 2020 with the new end-loading docks in service by June We Are Here
7 PROPOSED IMPROVEMENTS Proposed improvements to the parking and marshalling areas include: Millhaven Existing unmarked gravel parking areas and 8 marked spaces replaced with 26 (2 accessible) paved and marked spaces. Marshalling spaces increased from 36 to 42 paved and marked spaces. Stella Existing undefined parking areas replaced with 35 (2 accessible) paved and marked spaces. Marshalling areas on east shoulder of approach road converted to 36 paved and marked spaces. The redeveloped docks will also provide: End-loading docks to allow vehicles to drive straight on and off the ferry. Sidewalks and increased separation between pedestrians, vehicles and bicycles. Bike racks. Additional outdoor lighting in the vicinity of the ferry docks. Charging facilities for electric vehicles. New bubbler systems for winter ice control around the docks. New passenger and staff facilities that include restrooms, waiting areas, and bike racks. The project also includes localized improvements to Highway 33 and Stella 40 Foot Road in the immediate vicinity of the docks. Construction will be completed in stages to ensure ferry services remain fully operational throughout the duration of the project with the ferry running on its regular schedule.

Marshalling area maintained but number of marshalling spots reduced to 33 from existing 36 spots Temporary loss of some parking due to conflicts with working areas. Parking for five (5) vehicles provided No change from existing ferry operations / travel patterns The public & ferry users will be notified prior to the start of all construction phases via roadside & on-board ferry messaging signs, brochures/newsletters, project website & social media updates.

New permanent end-loading docks functional Temporary dock removed New bubbler system installed at the docks Building construction continues Shoulders added to Highway 33 near docks and area is repaved Final parking lot construction and paving Shore protection and fish habitat compensation measures installed Landscaping How am I Affected? End-loading ferry operations begin at new permanent dock Relocated parking area for five (5) vehicles Access to marshalling area from the opposite direction from the previous stage. 33 marshalling spots are available (see red arrows for the new path through the marshalling area) Staged closures within the marshalling area for paving that will temporarily reduce the amount of space available. Closures will last a few days and only a small portion of the marshalling area will be affected at a time Flagpersons will be in place for the first two (2) days of service to ensure a smooth transition to the new traffic routing

26 8 metres tall Will be placed on both docks 9 metres tall Will be placed in parking 15.5 metres tall Will be placed on Highway 33 LIGHTING & COMMUNICATION UPGRADES The improvements to the Amherst Island Ferry docks includes lighting and communication upgrades. Additional lighting poles will be placed at both terminals, as well as on Highway 33. The following features are proposed: Lighting Feature Proposed Location & Details and near the terminal buildings areas around both docks A metre tall Communication Tower will be constructed at both ferry docks. The specific design and placement of these features is still being determined. The image to the right provides a concept of what these towers may look like. These towers allow communication between the docks and the ferry.
27 NOISE & NIGHT WORK Construction will generally be limited to weekdays. There will be certain situations where it will be necessary to complete work at night to avoid disrupting the ferry service and to efficiently complete the project on schedule. Noisier activities will be scheduled to avoid early mornings and late evenings as much as possible. Approvals Required for Night Work: A meeting will be requested with Loyalist Township Council to discuss the need for a noise by-law exemption. If a noise by-law exemption is obtained, Rankin will ensure that the conditions set out in the exemption are followed and that notification is given to affected residents. Letters, the project website and Twitter feed will be used to keep people informed about all project activities.
28 ENVIRONMENTAL PROTECTION A complete list of the project s environmental protection and mitigation measures will be contained in the Design and Construction Report, which will be available for a 30-day public comment period. Fish and Fish Habitat: Minimize in-water work whenever possible. Required in-water work will be isolated using turbidity curtains. All nearshore in-water works will be completed between July 1 and March 31 to avoid impacts to aquatic species during sensitive stages of their lifecycle. Shoreline areas will be immediately stabilized following disturbance to prevent erosion. Enhancements to existing habitat at both docks for warmwater fish species (bass, perch), including enhancements to spawning areas for Smallmouth Bass. Terrestrial Habitat: Minimize vegetation removal. Bird nests will not be disturbed during the migratory bird nesting period (April 1 to August 31). Stockpiles will be located and isolated so that material will not enter any watercourse or drainage ditch. Refueling areas will be located well away from any watercourse or drainage ditch. Air Quality: Standard best practices will be used to reduce air quality impacts, such as minimized equipment idling, covered loads and stockpiles, and regular dust suppression.
29 ENVIRONMENTAL PROTECTION Groundwater: Nearby shorewells have been identified and will be maintained throughout construction. Minimize the need for dewatering during construction. A Spill Prevention and Control Plan will be implemented and present on-site at all times. Pre-construction surveys are complete and a well monitoring program will be implemented throughout construction. Waste & Excess Materials No waste from construction activities will enter the natural environment. Manage waste and excess materials through MTO standard specifications. Archaeology & Heritage An Archaeological Assessment was completed to ensure lands affected by the project are clear of archaeological potential. Work will immediately cease if archaeological resources are unexpectedly uncovered during construction and the appropriate authorities will be notified. Environmental Monitoring: Regular environmental monitoring will be completed to ensure environmental protection/mitigation measures are performing as intended.
30 SAFETY & ENVIRONMENTAL MANAGEMENT Construction areas will be identified and separated from the public with signage, fencing and barriers. All work on roads will be completed with single lane closures and traffic will be managed with signage, signals and flag persons, when needed. Large cranes, heavy equipment, tug boats and barges will be used during construction to transport materials. These operations will be subject to the requirements of the project s Environmental Management System, which includes a comprehensive Spill Prevention and Control Plan and a Marine Logistics Plan. The project s Environmental Management System complies with all applicable environmental laws and considers: Sustainable development Dredging operations Fish and fish habitat Terrestrial ecosystems Marine archaeology Pollution prevention
31 LEED IMPROVEMENTS LEED stands for Leadership in Energy and Environmental Design. It is a certification program used to measure and characterize ways building owners can reduce the environmental impact of their facilities. The redeveloped ferry buildings will include a number of features to make them compliant with Silver-level LEED certification, including: Water Efficiency: Low flow water fixtures in all buildings. No potable water will be used for landscaping. Building Interior: All wood to be used will be certified by the Forest Stewardship Council. At least 30% of building materials will be sourced regionally. Low-emission finishes will be used (paints, flooring, etc.) Building Design Use of daylight will be maximized in public spaces. A metal roof will reflect a significant portion of the sun s energy to reduce cooling costs. Bike racks are being included to promote active transportation. Waste: Over 75% of construction waste will be diverted from landfill.
32 NEXT STEPS 1. Refine the Recommended Plan and Staging Plans based on feedback received, where possible. 2. Continue government agency consultation for permits and approvals. 3. Finalize Detail Design and mitigation measures. 4. Prepare and file a Design and Construction Report (DCR) for a 30-day public review period. 5. Start construction in summer 2017 after the 30-day public review period. 6. Keep the public and ferry users informed during construction through the project website and Twitter feed. 7. New end-loading docks should be in service by summer 2019 and construction should be complete by summer 2020.
