ITEM 3.0 BUSINESS ARISING There was no business arising. ITEM 4.0 INTRODUCTION OF APPLICANTS/GUESTS There were no guests in attendance. ITEM 5.0 HERITAGE PERMITS AND GRANTS ITEM 5.1A APPLICATION FOR A HERITAGE PERMIT 10-12A UNION CLUB, 125 GERMAIN STREET Jeff Gauley advised the Board that the application was for a Heritage Permit [Certificate of Appropriateness] to rebuild/repair/repoint the brick masonry and repair the metal cornice on the east parapet wall and to repoint the chimney on the south wall. He recommended approval. ITEM 5.1B DRAFT HERITAGE PERMIT 10-12A UNION CLUB, 125 GERMAIN STREET MOVED by Colin Waldschutz, SECONDED by Grant Heckman, to approve the amendment: Repair, and/or replace, as necessary, deteriorated sections of metal cornice sections and roof edge flashings, using materials exactly matching the shape and profile of the original; Remove loose and deteriorated mortar and brickwork at the east parapet wall and the south chimney, using hand tools or, where horizontal joints are a minimum of 3/16 (5 mm), a rotary grinder with a thin blade but ONLY ON HORIZONTAL JOINTS. DO NOT USE GRINDER ON VERTICAL JOINTS; Remove loose bricks near top of east wall to investigate the extent of the damage and determine an appropriate structural solution;

3 Heritage Development Board Minutes July 21, 2010 Replace spalled or damaged bricks with salvaged pressed brick to match original brick in colour, size, and porosity; Install wood framework/ties to support the metal cornice sections, where missing. Repoint existing bricks/lay salvaged bricks using lime-based mortar, consisting of: 1 part White Portland (type 10- grey is not acceptable); 2 parts hydrated lime (high calcium soaked minimum 24 hours; dolomitebased lime, used for agricultural purposes, is not acceptable); and 8 parts screened sand Mix the lime and sand to create roughage, or rough stuff, then add the White Portland just prior to use Details regarding the installation of the chimney cap will be brought to the board at a later date after a discussion with the owners. ITEM 5.1C APPLICATION FOR A HERITAGE REHABILITATION GRANT 10-12A UNION CLUB, 125 GERMAIN STREET Jeff Gauley advised the Board that the application was for a Heritage Rehabilitation Grant to rebuild/repair/repoint the brick masonry and repair the metal cornice on the east parapet wall and to repoint the chimney on the south wall. He recommended approval of the application. MOVED by Grant Heckman, SECONDED by Richard Gradon, to approve a Heritage Rehabilitation Grant of 40% of costs for masonry work and 20% of costs for metal cornice work, up to $10,000.00, provided there are sufficient funds available in the Heritage Grants program. ITEM 5.2A APPLICATION FOR A HERITAGE REHABILITATION GRANT 10-12A URBAN DELI, 68 KING STREET The grant application was deferred to a future meeting. (Richard Gradon declared a conflict of interest for the next item and stepped down from the Board.) ITEM 5.3A APPLICATION FOR A HERITAGE REHABILITATION GRANT SAINT JOHN NON-PROFIT HOUSING, 14 KING SQUARE SOUTH

4 Heritage Development Board Minutes July 21, 2010 Morgan Lanigan advised the Board that the application was for a Heritage Rehabilitation Grant for masonry repairs. He recommended approval of the application. MOVED by Colin Waldschutz, SECONDED by Grant Heckman, to: 1. Deny a Heritage Rehabilitation Grant for work relating to window & window surround replacement; replacement of the quoins at the South-West corner; and installation of masonry control joints 2. Approve a Heritage Rehabilitation Grant for 40% of costs for masonry work, up to $10, based on $25,000 or more spent, subject to available funding under the heritage grants program, to: a. Salvage, reset and replace quoins at the North-East corner pending confirmation from the Heritage Development Officer that: i. Existing or salvaged pre-cast concrete quoins are reused, and ii. No cut sandstone replicas have been installed b. Repoint brick along the upper-most storey of the 1930 s Charlotte Street addition facade. *Provided there are sufficient funds available in the Heritage Grants Program. Richard Gradon inquired why the first recommendation was to deny a Grant for the replacement of the window surrounds. Morgan Lanigan explained that the replacement components are not of precast concrete; they are to be made of sandstone, which is not the original material. (Richard Gradon declared conflict of interest for the next item) ITEM 5.4A APPLICATION FOR A HERITAGE PERMIT POSTAL STATION A & ANNEX, 126 PRINCE WILLIAM STREET Morgan Lanigan advised the Board that the application is for a Heritage Permit [Certificate of Appropriateness] to repair and repoint stone, brick and concrete masonry, replace a rainwater drain line, repair/replace metal [copper] flashings and repair/recaulk/paint windows. He recommended the approval of the application. ITEM 5.4B DRAFT HERITAGE PERMIT POSTAL STATION A & ANNEX, 126 PRINCE WILLIAM STREET

DO NOT USE GRINDERS ON VERTICAL JOINTS (See notes on Drawings); Repair deteriorated stone with dutchman pieces of new stone of similar size, texture and colour and stainless steel rods (See notes on Drawings); Repoint existing stone/lay new stone using lime-based mortar, consisting of: 1 part White Portland (type 10- grey is not acceptable); 2 parts hydrated lime (high calcium soaked minimum 24 hours); and 8 parts screened sand (By mixing lime and sand to create roughage, or rough stuff, then adding White Portland just prior to use). *Note: Measures or precautions need to be undertaken to ensure mortar is allowed to cure a minimum of 28 days at no less than 10 degrees Celsius ambient temperature. Wash down masonry wall using Sure Klean Restoration Cleaner. Repair, and/or replace as necessary, any deteriorated metal flashings, using copper material to match the gauge and profile of the original flashing; Remove loose and deteriorated paint and caulking from all existing windows, using hand scrapers or infrared heat guns. DO NOT USE OPEN FLAME of propane torch (flame may wick into building with disastrous results); Scrub all surfaces to be painted with TSP (tri-sodium phosphate); rinse thoroughly with clean water; allow wood to dry completely prior to painting (typically 3 days); Prime and paint all wood window components using an approved colour scheme in keeping with guidelines found in Practical Conservation Guidelines for PAINT & COLOR. ITEM 5.4C APPLICATION FOR A HERITAGE REHABILITATION GRANT POSTAL STATION A & ANNEX, 126 PRINCE WILLIAM STREET

6 Heritage Development Board Minutes July 21, 2010 Morgan Lanigan advised the Board that the application is for a Heritage Rehabilitation Grant to complete various maintenance work on 126 Prince William Street and 65 Canterbury Street. He recommended approval of the application. The grant was deferred pending conformation of the ownership of the building. (Richard Gradon declared conflict of interest for the next item) ITEM 5.5A APPLICATION FOR A HERITAGE PERMIT PAT DESMOND, 8 QUEEN SQUARE SOUTH Jeff Gauley advised the Board that the application was for a Heritage Permit [Certificate of Appropriateness to replace the non-original shingle siding at the rear (south) dormers, replace the associated dormer roofing and replace an existing fence. He recommended the approval of the application. ITEM 5.5B DRAFT HERITAGE PERMIT PAT DESMOND, 8 QUEEN SQUARE SOUTH MOVED by Colin Waldschutz, SECONDED by Grant Heckman, to approve the recommendation: Remove existing wood shingle siding from 3 rear (south) dormers; Install missing wood trim components and new wood clapboard siding, matching original design in size, materials and detailing; Remove old and deteriorated putty; replace any cracked, broken, or missing glass and re-putty; Scrub all surfaces to be painted with TSP (tri-sodium phosphate); rinse thoroughly with clean water; allow surfaces to dry completely prior to painting (typically 3 days); Prime and paint all wood components using an approved colour scheme in keeping with guidelines found in Practical Conservation Guidelines for Paint & Colour. (Final colour placement to be determined in consultation with Heritage staff) Remove existing metal roofing at rear (south) dormers; Repair existing roof sheathing boards, as necessary; Repair and/or replace as necessary, any deteriorated metal roof edge or roof/wall flashings, using material to match the gauge and profile of the original flashing; Install new wood, metal or asphalt shingle roofing;

7 Heritage Development Board Minutes July 21, 2010 Replace the existing rear yard fencing with a new wood fence, as per attached sketch; Remove existing deck at second floor level at south (rear) facade [as per previously issued Certificate 08-84]; Install new deck, including new support brackets, at south (rear) facade, to match the details of the existing decks and fire escape stairs to remain [as per previously issued Certificate 08-84]. Colin inquired if the fence met the standards and guidelines. Jeff advised that yes, the fence does meet the guidelines; however it does not have traditional detail on the upper part of the fence. The board was in agreement that the non-traditional style was acceptable. ITEM 5.4C APPLICATION FOR A HERITAGE REHABILITATION GRANT PAT DESMOND, 8 QUEEN SQUARE SOUTH Jeff Gauley advised the Board that the application is for a Heritage Rehabilitation Grant to replace the non-original shingle siding at the rear (south) dormers, replace the associated dormer roofing and replace an existing fence. He recommended approval of the application. MOVED by Grant Heckman, SECONDED by Heather Urquhart, to approve the recommendation of 20% of costs, up to a maximum of $2,000.00, for work to replace the non-original shingle siding at the rear (south) dormers, replace the associated dormer roofing and replace an existing fence, provided there are sufficient funds available in the Heritage Grants program. (Richard Gradon resumed his position on the Board for the next item) ITEM 5.6A APPLICATION FOR A HERITAGE PERMIT SILVER DAISY DESIGNS, 80 KING STREET Jeff Gauley advised the Board that the application is for a Heritage Permit [Certificate of Appropriateness] to install storefront fascia and window sign lettering and paint the storefront. He recommended approval of the application. ITEM 5.6B DRAFT HERITAGE PERMIT SILVER DAISY DESIGNS, 80 KING STREET MOVED by Colin Waldschutz, SECONDED by Heather Urquhart, to approve the recommendation:

He recommended approval of the application. MOVED by Grant Heckman, SECONDED by Richard Gradon, to approve a Heritage Preservation Grant of 20% of costs, up to $1,000.00, to install storefront fascia and window sign lettering and paint the storefront, subject to available funding under the Heritage Grants program.

9 Heritage Development Board Minutes July 21, 2010 ITEM 5.7A APPLICATION FOR A HERITAGE PERMIT KATHLEEN MCNAMARA, 240 PRINCE WILLIAM STREET Jeff Gauley advised the Board that the application is for a Heritage Permit [Certificate of Appropriateness] to rehabilitate/restore an existing storefront with a new windows and doors and paint the storefront. He recommended approval. ITEM 5.7B DRAFT HERITAGE PERMIT KATHLEEN MCNAMARA, 240 PRINCE WILLIAM STREET MOVED by Grant Heckman, SECONDED by Richard Gradon, to approve the following recommendation: Remove the existing storefront windows and doors at the south end of the east storefront, complete with non-original wood panels above and below window; Install a new wood stile-and-rail entrance door, complete with lower wood panel, glazed upper panels, sidelight and transom window to match original entry as per the 1911 archival photograph of the building; Install a new 9-light (3x3) wood storefront window, complete with lower wood panel, to match original storefront window as per the 1911 archival photograph of the building; Remove loose and deteriorated paint from existing painted wood components, including windows, doors and trim components, using infrared heat guns or hand scrapers. DO NOT USE OPEN FLAME OF PROPANE TORCH (flame may wick into building with disastrous results); Repair, and/or replace as necessary, deteriorated or missing wood/trim components, matching originals in size, materials and detailing; Scrub all surfaces to be painted with TSP (tri-sodium phosphate); rinse thoroughly with clean water; allow surfaces to dry completely prior to painting (typically 3 days); Prime and paint all wood components using an approved colour scheme in keeping with guidelines found in Practical Conservation Guidelines for Paint & Colour. He recommended approval of the application. MOVED by Colin Waldschutz, SECONDED by Heather Urquhart, to approve a Heritage Preservation Grant of Grant of 20% of costs, up to $2,000.00, to rehabilitate/restore an existing storefront with a new windows and doors and paint the storefront, subject to available funding under the heritage grants program. ITEM 5.8A APPLICATION FOR A HERITAGE PERMIT TIMOTHY JONES, PRINCESS STREET Jeff Gauley advised the Board that the application is for a Heritage Permit [Certificate of Appropriateness to install new decorative wood window surrounds. He recommended approval. ITEM 5.8B DRAFT HERITAGE PERMIT TIMOTHY JONES, PRINCESS STREET MOVED by Grant Heckman, SECONDED by Colin Waldschutz, to approve the amendment: Install fourteen (14) new decorative wood window surrounds, complete with 6 (150mm) wide wood board trim, 2 (50mm) thick wood sills, wood brackets, 6 (150mm) stepped entablature with sloped top on the Princess Street facade (as generally illustrated in the attached sketches); Scrub all surfaces to be painted with TSP (tri-sodium phosphate); rinse thoroughly with clean water; allow surfaces to dry completely prior to painting (typically 3 days); Prime and paint all wood components using an approved colour scheme in keeping with guidelines found in Practical Conservation Guidelines for Paint & Colour. (Final colour placement to be determined in consultation with Heritage staff) Leona advised that the amendment should also include that the applicant come back with evidence of a similar bracket in the area. If one cannot be found, the applicant should base his bracket design on one from the area.

He recommended approval of the application. MOVED by Grant Heckman, SECONDED by Colin Waldschutz, to approve the of 20% of costs, up to $1, based on $5, or more spent, to install 14 decorative wood window surrounds on the Princess Street facade, subject to available funding under the heritage grants program. ITEM 5.9A APPLICATION FOR A HERITAGE PERMIT MAHESH PATEL, 181 KING STREET EAST Jeff Gauley advised the Board that the application is for a Heritage Permit [Certificate of Appropriateness] to repair the woodwork and paint the building foundation. He recommended approval. ITEM 5.9B DRAFT HERITAGE PERMIT MAHESH PATEL, 181 KING STREET EAST MOVED by Richard Gradon, SECONDED by Grant Heckman, to approve the recommendation: Remove loose and deteriorated paint from exterior walls and trim components, using infrared heat guns or hand scrapers. DO NOT USE OPEN FLAME of propane torch (flame may wick into building with disastrous results); Repair, and or reconstruct facade replacing as necessary, deteriorated or missing wood shingles, trim components, (including dormers, cornice, bay window and entry stairs; matching originals in size, materials and detailing; Scrub all surfaces to be painted with TSP (tri-sodium phosphate); rinse thoroughly with clean water; allow surfaces to dry completely prior to painting (typically 3 days); Prime and paint all wood components using the following heritage colour scheme in keeping with the Practical Conservation Guidelines for Paint & Colour: HC-62 Somerville Red: HC-174 Lancaster Whitewash: HC-61 New London Burgundy: main body [shingle siding]; trim; door, windows;

12 Heritage Development Board Minutes July 21, 2010 ITEM 5.9C APPLICATION FOR A HERITAGE PRESERVATION GRANT MAHESH PATEL, 181 KING STREET EAST Jeff Gauley advised the board that the application is for a Heritage Rehabilitation Grant to repair the woodwork and paint the building foundation. He recommended approval of the application. MOVED by Colin Waldschutz, SECONDED by Grant Heckman, to approve the recommendation of a Heritage Maintenance Grant of 20% of costs, up to $1,000.00, to repair the woodwork and paint the building foundation, subject to available funding under the heritage grants program. ITEM 5.10A APPLICATION FOR A HERITAGE PERMIT GEORGE CARROLL, 227 KING STREET EAST Jeff Gauley advised the Board that the application is for a Heritage Permit [Certificate of Appropriateness] to replace non-original, under-sized windows with new 2/2 wood windows. He recommended approval. ITEM 5.10B DRAFT HERITAGE PERMIT GEORGE CARROLL, 227 KING STREET EAST MOVED by Grant Heckman, SECONDED by Richard Gradon, to approve the recommendation: Remove ten (10) existing non-original windows on the east facade of the north extension; Remove any non-original infill materials at these openings to re-establish the original openings and to suit the installation of the new windows; Install ten (10) new vertical-sliding 2/2 wood windows, complete with 6 (150mm) wide wood board trim, drip cap head flashing and 2 (50mm) thick wood sills, on the east facade of the north extension; Remove loose and deteriorated paint from existing wood components, including siding and window trim components, using infrared heat guns or hand scrapers. DO NOT USE OPEN FLAME OF PROPANE TORCH (flame may wick into building with disastrous results); Repair, and/or replace as necessary, deteriorated or missing wood/trim components, matching originals in size, materials and detailing;

He recommended approval of the application. MOVED by Grant Heckman, SECONDED by Richard Gradon, to approve the recommendation of 20% of costs, up to $1,000.00, to replace non-original, undersized windows with new 2/2 wood windows, subject to available funding under the heritage grants program. ITEM 5.11A APPLICATION FOR A HERITAGE PERMIT 10-55A DENNIS BARRETT, 32 QUEEN SQUARE SOUTH Jeff Gauley advised the Board that the application is for a Heritage Permit [Certificate of Appropriateness to repoint masonry at the chimney above the 2 nd storey roofline of the subject building and above the 3 rd storey roofline of the adjacent building. He recommended approval. He recommended approval of the application.
