2 Heritage Development Board Minutes September 15, 2010 ITEM 3.0 BUSINESS ARISING ITEM PRINCE WILLIAM STREET/60 WATER STREET Leona Laracey inquired about the follow-up and status of 60 Water Street with regards to the glazing and location of the doors. Heritage Officer Jeff Gauley advised that the proposal reviewed by the Board at their September 1, meeting was part of a larger application for funding from the federal government. The applicant has already forwarded the drawings to the government, but indicated it would be possible to change the doors/door locations. The Board was in agreement that staff s mock up of door locations, showing use of a more traditional style door [with only one glazed upper panel] was preferable. ITEM CHARLOTTE STREET Jeff Gauley advised that with regards to 253 Charlotte Street, the applicant had expected more of the Conservation Plan, as he believed there would be more instructions and actual architectural working drawings/guidance. Jeff Gauley noted that the windows are going to be 5 8 high, not 6 0, to suit the building s lowered ceilings. He also advised that staff will meet with the owner and contractor to resolve the outstanding window/door detailing issue. ITEM 4.0 INTRODUCTION OF APPLICANTS/GUESTS There were no guests in attendance. ITEM 5.0 CERTIFICATES OF APPROPRIATENESS AND GRANTS ITEM 5.1A APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS BRENT HOYT, 80 DUKE STREET Jeff Gauley advised the Board that the application is for a Heritage Permit [Certificate of Appropriateness] to construct a fire escape stair. He recommended approval of the application. ITEM 5.1B DRAFT CERTIFICATE OF APPROPRIATENESS BRENT HOYT, 80 DUKE STREET MOVED by Richard Gradon, SECONDED by Colin Waldschutz, to approve the recommendation: Construct a new 6ft x 12ft (1.8m x 3.6m) wood fire escape stair on the south (rear) side of the building, at a height of 10ft (3.0m), incorporating detailing as per the Practical Conservation Guideline for Stairs, Deck & Fire Escapes. [see attached sketch]

A Conservation Plan is not in place for the building. He recommended approval of the application. MOVED by Richard Gradon, SECONDED by Grant Heckman, to approve a Heritage Preservation Grant of 20% of costs, up to $1,000.00, to construct a fire escape stair, subject to available funding under the Heritage Grants program. ITEM 5.2A APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS MICHAEL C. WALLACE, 24 QUEEN STREET Morgan Lanigan advised the Board that the application is for a Heritage Permit [Certificate of Appropriateness] to demolish the existing front entry stairs and construct new entry stairs. He recommended approval. ITEM 5.2B DRAFT CERTIFICATE OF APPROPRIATENESS MICHAEL C. WALLACE, 24 QUEEN STREET MOVED by Colin Waldschutz, SECONDED by Donnie Snook, to approve the recommendation: Install new wood stairs and handrails in general conformance with the attached sketches and the Practical Conservation Guidelines for Stairs. Paint all required components subject to the following conditions: Scrub all surfaces to be painted with TSP (tri-sodium phosphate); rinse thoroughly with clean water; allow surfaces to dry completely prior to painting; Prime and paint all components using a colour scheme of heritage colours subject to the satisfaction of the Heritage Development Officer and in keeping with guidelines found in the Practical Conservation Guidelines for Paint & Colour. (Final colours and placement to be determined in consultation with Heritage Staff) Colin Waldschutz inquired about if the spindles are acceptable. The Board was in agreement that the spindles are okay as shown, providing it is acceptable from Buildings and Inspections the spacing are usually being a 4 sphere.

WALLACE, 24 QUEEN STREET Morgan Lanigan advised the Board that the application is for a Heritage Rehabilitation to demolish the existing front entry stairs and construct new entry stairs. He recommended approval. MOVED by Richard Gradon, SECONDED by Grant Heckman, to approve a Heritage Rehabilitation Grant of 20% of costs up to $1,000, based on $5,000 or more spent, to demolish the existing front entry stairs and construct new entry stairs, subject to available funding under the Heritage Grants program. ITEM 5.3A APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS HUESTIS INSURANCE, 29 DUKE STREET Morgan Lanigan advised the Board that the application is for a Heritage Permit [Certificate of Appropriateness] to demolish the existing front entry stairs and construct new entry stairs. He recommended approval of the application. 5 Heritage Development Board Minutes September 15, 2010 ITEM 5.3C APPLICATION FOR A HERITAGE PRESERVATION GRANT HUESTIS INSURANCE, 29 DUKE STREET Morgan Lanigan advised the Board that the application is for a Heritage Preservation Grant to demolish the existing front entry stairs and construct new entry stairs. A Conservation Plan is not in place for the building. He recommended approval. MOVED by Grant Heckman, SECONDED by Colin Waldschutz, to approve a Heritage Preservation Grant 20% of costs up to $1,000 based on $5,000 or more spent for construction of three new wood-framed exit stairs and three new masonry openings subject to available funding under the Heritage Grants program. The Board noted that the applicant should be aware that the grant for the railing can only be approved if the railing material is wrought iron, a traditional material. The grant is not eligible for the railing if it is made of aluminium, a contemporary material. ITEM 5.4A APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS STEPHANIE BELL & MELL NORTON, 182 PRINCESS STREET Morgan Lanigan advised the Board that the application is for a Heritage Permit [Certificate of Appropriateness] to install new cast iron railings at the front entry stairs. He recommended approval of the application. ITEM 5.4B DRAFT CERTIFICATE OF APPROPRIATENESS STEPHANIE BELL & MELL NORTON, 182 PRINCESS STREET MOVED by Donnie Snook, SECONDED by Richard Gradon, to approve the amendment: Install new wrought iron handrails (painted black) in general conformance with the attached sketches and the Practical Conservation Guidelines for Stairs, Decks & Fire Escapes. Richard Gradon noted that, where the wrought iron is inserted into the sandstone, rust jacking can occur if the attachment of the iron railing post is not properly detailed. The applicant should be made aware of this issue. As well, the Board was concerned that the railing design was not in keeping with the design of traditional hand railings in Saint John. The following amendment was approved: That staff provide the applicant information on appropriate handrail design for the area. NAY. COLIN WALDSCHUTZ

6 Heritage Development Board Minutes September 15, 2010 ITEM 5.5C APPLICATION FOR A HERITAGE REHABILITATION GRANT STEPHANIE BELL & MEL NORTON, 182 PRINCESS STREET Morgan Lanigan advised the Board that the application is for a Heritage Rehabilitation Grant for the installation of new hand railings. A Conservation Plan is in place for the building. He recommended approval of the application. MOVED by Grant Heckman, SECONDED by Richard Gradon, to approve a Heritage Rehabilitation Grant 20% of costs up to $1,000, based on $5,000 or more spent, for the installation of new hand railings, subject to available funding under the heritage grants program. (Richard Gradon declared Conflict of Interest for the following item and stepped down from the Board) ITEM 5.6A APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS SHANE GOGUEN, 168 KING STREET EAST Morgan Lanigan advised the Board that the application is for a Heritage Permit [Certificate of Appropriateness] to rebuild / repair the existing front entry stairs and repair/repaint woodwork. He recommended approval of the application. ITEM 5.6B DRAFT CERTIFICATE OF APPROPRIATENESS SHANE GOGUEN, 168 KING STREET EAST MOVED by Colin Waldschutz, SECONDED by Grant Heckman, to approve the recommendation: Excavate and reconstruct as necessary using all original components, save and except for any required foundation repairs, the front entry stairs; Repair wood components on the front façade to match exactly the size, shape and profile of existing components and repaint all wood components in a heritage colour scheme; Remove loose and deteriorated mortar and brick-/ stone-work as required for new openings, using hand tools and rotary grinders ONLY on middle of horizontal joints. DO NOT USE GRINDERS ON VERTICAL JOINTS. Where possible, salvage existing undamaged brick and stone for re-use; Replace brick and stone where required for new work, using salvaged brick and stone of similar porosity size and colour; do not round corner edges of bricks and stone; Repoint existing bricks and stone / lay salvaged bricks and stone using lime-based mortar*, consisting of: 1 part White Portland (type 10- grey is not acceptable);

7 Heritage Development Board Minutes September 15, parts hydrated lime (high calcium soaked minimum 24 hours; dolomite-based lime, used for agricultural purposes, is not acceptable); and 8 parts screened sand Mix the lime and sand to create roughage, or rough stuff, then add the White Portland just prior to use *Note: Measures or precautions need to be undertaken to ensure mortar is allowed to cure a minimum of 28 days at no less than 10 degrees Celsius ambient temperature. No work to be completed after October 31, 2010 (any work completed after this date will be ineligible for grant funding). Painting of all wood components shall be subject to the following conditions: Scrub all surfaces to be painted with TSP (tri-sodium phosphate); rinse thoroughly with clean water; allow surfaces to dry completely prior to painting; Prime and paint all components using a colour scheme of heritage colours subject to the satisfaction of the Heritage Development Officer and in keeping with guidelines found in the Practical Conservation Guidelines for Paint & Colour. (Final colours and placement to be determined in consultation with Heritage Staff) ITEM 5.6C APPLICATION FOR A HERITAGE REHABILITATION GRANT SHANE GOGUEN, 168 KING STREET EAST Morgan Lanigan advised the Board that the application is for a Heritage Rehabilitation Grant to rebuild / repair the existing front entry stairs and repair/repaint woodwork. A Conservation Plan is in place for the building [November 2008]. He recommended approval of the application. MOVED by Grant Heckman, SECONDED by Richard Gradon, to approve a Heritage Rehabilitation Grant of 40% of costs for masonry repairs and 20% of costs for the remaining work, up to $1,500 based on estimated project costs, subject to available funding under the heritage grants program. (Richard Gradon resumed his position on the Board) ITEM 6.0 REPORTS 6.1 Sewell House The Board discussed what steps need to be taken to ensure that a similar fate does not befall another historically significant building in the future. It was suggested that a list of significant properties in the City be prepared. Richard Gradon suggested that the Building & Inspection Services department be given a copy of such a list so that if a specific undesignated, but valued, property is to have work

8 Heritage Development Board Minutes September 15, 2010 done, Heritage staff/the Board would be notified. As well, Mr. Gradon noted that it would be in the best interest of the Board to write to the appropriate provincial Ministers and department heads to encourage them to be more sensitive in their dealings with properties that have significant heritage value, regardless of whether or not they are designated/ protected. Leona Laracey noted that HPI [Historic Places Initiative] funding, provided by the provincial government, had enabled research to be undertaken on buildings in neighbourhoods lacking designated conservation areas. The research had led to the development of walking tours and other public awareness initiatives. Jacqueline Hamilton proposed that a report on the HPI work be presented to the Board. She noted that the new provincial heritage legislation provides additional tools to help create public awareness of heritage value. Ms. Laracey said she would, if the Board so wished, ask Bill Hicks of the province s Culture, Heritage and Sport Branch to speak to the Board on the new legislation.
