The Saint Paul Legislative code requires that no building shall be occupied without a Certificate of Occupancy and a Fire Certificate of Occupancy. Provide documentation of extermination.- Evidence of bugs and roaches found in lower units. Have a licensed exterminator inspect and treat building for bugs and roaches. 13. Bldgs 652 and Unit Utilities - SPLC (5), (4), Provide and maintain interior in a clean and sanitary condition.-gas and water shut off. Missing 3 boilers/furnaces. Bldg. 652 Unit 1 furnace found not in operation during inspection. 27. Bldgs 652 and Units and Basement - MN Rules Immediately discontinue use of unsafe heating appliance until repaired or replaced by a licensed contractor. This work may require a permit(s). Call DSI at (651) Red tags may not be removed except by fire department inspector.-multiple uncapped gas and plumbing lines throughout property. Multiple gas pipes cut throughout basement. 28. Bldgs 652 and SPLC 34.23, MSFC This occupancy is condemned as unfit for human habitation. This occupancy must not be used until re-inspected and approved by this office.-no water, heat, electricity or gas.

All wood exterior unprotected surfaces must be painted or protected from the elements and maintained in a professional manner free from chipped or peeling paint.-repair or replace all missing and damaged soffits, fascia and eaves throughout property. 30. Exterior - House - SPLC (1) e, (1) d - Provide and maintained the roof weather tight and free from defects.-replace deteriorated west roof. 31. Exterior - House - SPLC (2), 34.32(2) - Repair or replace the unsafe stairways, porch, decks or railings in an approved manner. This work may require a permit(s). Call DSI at (651) Repair cracks in west staircase. 32. Exterior - West Porch - SPLC (5), (3) - Repair, replace and maintain all exterior surfaces on fences, sheds, garages and other accessory structures free from holes and deterioration. MSFC Check all outlets for proper polarity and verify ground on 3-prong outlets. Repair or replace to 2011 NEC (No power at time of inspection) 60. MSFC Replace all painted-over receptacles. 61. MSFC Wire electric water heaters to code. A 30 amp circuit with 30 amp wiring is required. 62. MSFC Remove or repair electrical in kitchen pantry. (654 Oakdale Ave. Apt. 1) 63. NEC - All added receptacles must be grounded, and in dwelling units must also be tamper-resistant and be on an Arc-Fault Circuit Interrupter protected circuit. 64. NEC - Any open walls or walls opened as part of this project must be wired to the standards of the current NEC. (654 Oakdale Ave. Apt. 2)
7 65. Minnesota Electrical Act - All electrical work must be done by a Minnesota-licensed electrical contractor under an electrical permit. 66. MNFGC Install approved lever handle manual gas shutoff valve on all gas appliances and remove unapproved valves. 67. MNFGC Install approved lever handle manual building shutoff gas valve in an accessible location ahead of the first branch tee. 68. MNFGC All gas piping from gas meters to gas appliances to be tested according to code 69. HEATING REPORT - SPLC (6) - Clean and Orsat test boiler burner. Check all controls for proper operation. Check furnace heat exchanger for leaks; provide documentation from a licensed contractor that the heating unit is safe. 70. MNFGC Install approved metal chimney liner. 71. MNFGC Replace furnace/boiler flue venting to code. 72. MNFGC Connect furnace/boiler and water heater venting into chimney liner. 73. MNFGC & MNMC Vent clothes dryer to code. 74. MNFGC Provide adequate combustion air and support duct to code. 75. MNFGC Provide support for gas lines to code. MNMC Plug, cap and/or remove all disconnected gas lines and unapproved valves. 76. MNRC R Bathroom exhaust system vented to the outside with approved material according to code. A mechanical ventilation permit is required if an exhaust system is installed. 77. SPLC 34.11(6) - Install a heating system for each dwelling unit according to code. 78. SPLC 34.11(6) - Provide heat in every habitable room and bathrooms. 79. MNMC Attach metal tag to expansion tank valve stating that this valve must be OPEN at all times except when draining the expansion tank. 80. MNMC Support supply and return piping for heating system according to code. 81. MNMC Conduct witnessed pressure test on hot water heating system and check for leaks. 82. MNMC Install boiler pressure relief valve and pipe discharge to within eighteen inches of the floor.
8 83. MNMC & MNPC Install back flow preventer on city water fill line to hot water heating system and pipe vent as required. 84. MNMC Repair or replace radiator valves as needed. 85. MN RULES mechanical gas, warm air/ventilation permits are required for the above work. 86. SPLC (6), (3) - Provide service of heating facility by a licensed contractor which must include a carbon monoxide test. Submit a completed copy of the Saint Paul Fire Marshal's Existing Fuel Burning Equipment Safety Test Report to this office. 87. SPLC 39.02(c) - Complete and sign the smoke detector affidavit and return it to this office.
