1 Decision Memo Rampart Reservoir Thinning/Mastication USDA Forest Service Pikes Peak Ranger District, Pike/San Isabel National Forests Cimarron/Comanche National Grasslands El Paso County, CO. Background The Rampart Reservoir Thinning Project is located on National Forest System land within the Pike National Forest, Pikes Peak Ranger District, in El Paso County, Colorado (Legal Description: Township 12 South, Range 68 West, Sections 27 and 34). The project area is situated adjacent to the Thunder Ridge and Meadow Ridge Campgrounds, immediately southwest of Rampart Reservoir. The project area is located at about 9,000 to 9,200 feet in elevation within a burned portion of the Waldo Canyon Fire of 20 I 2. Ground cover and forest stand structure were significantly changed as soil and vegetation burn severity was high to moderate (Figure 1). The proposed treatment units are primarily composed of an overstory of dead standing quaking aspen, Douglas-fir, and ponderosa pine. These trees present a falling hazard to the public in a high use recreation area. Exposed soils with sparse understory vegetation have also resulted in slope erosion and sedimentation to the reservoir. The area is dominated by Pikes Peak granitic soils that have a limited "A" horizon soil layer, little duff and is susceptible to erosion. The erosion is limited due to the gentle slopes in the project area - less than 25%. The Waldo Canyon Fire burned approximately 18,000 acres in June of2012. The fire burned into the Rampart Reservoir Recreation Area, including into the developed recreation facilities. Burned, dead trees remain standing along roads and trails, near campsites and picnic sites, and in areas between the developed recreation facilities, creating a safety hazard for visitors and user of the recreation facilities. The dead standing trees also diminish the visual beauty of the high profile recreation area. PROPOSED MANAGEMENT ACTIONS The purpose and need for this project is to modify dead standing timber and fuel conditions. This project also improves safety of Forest Service visitors and employees of both the Forest Service and Colorado Springs Utilities. The project area consists of six treatments units totaling 200 acres. Non-commercial mechanical and hand felling methods would be used to fall dead standing timber that is causing hazardous forest conditions. The majority of the trees removed will be masticated leaving wood shreds on the slopes above Rampart Reservoir, which will improve slope stabilization, reduce erosion and riling, and will improve water quality. The wood shred created during the mastication will function as mulch across the hillslope. The mulch will help intercept rainfall, break up continuous flows, increase moisture content, increase infiltration, increase soil productivity and speed up natural vegetation recovery. A smaller portion of the larger diameter trees will be contour felled by hand and will remain on site to add coarse woody debris to the area serving a variety ofecological functions such as small mammal habitat, erosion 1
2 control, and will provide shade for future plantings. Green live trees will not be cut unless absolutely necessary to protect worker and user safety. Figure 1. 3 Proposed Action The Rampart Reservoir project area consists of six treatments units totaling 200 acres. The proposed action will use non-commercial mechanical methods to fell dead standing timber that is causing hazardous forest conditions. Trees up to about 12 inches in diameter would be masticated and the resulting wood shred would be left on site to stabilize slopes. Many larger diameter trees would be felled and left on site to further protect slopes, provide cover for wildlife, promote vegetation recovery, and aid in tree planting. The Proposed Action includes design features intended to meet all applicable environmental standards (see Appendix A). Project goals are to modify dead standing timber, reduce hazards in the area, facilitate decomposition of woody fuels and improve conditions for tree regeneration and wildlife habitat. The project would reduce hazardous forests conditions, and provide safety for forest employees, Colorado Spring Utilities employees, and the public. Decision l have decided to implement the actions listed above and identified in Appendix A ofthis Decision Memo on the National Forest System Lands within the Rampart Reservoir project area. Design Criteria developed by the Interdisciplinary Team will be followed to implement the project. A detailed description of the associated design criteria are located in Appendix A of the Decision Memo. This action is categorically excluded from documentation in an environmental impact statement or an environmental assessment because it falls within a category of actions which normally do not individually or cumulatively have significant effect on the environment. The provision in FSH , Category 32.2 (13): Salvage of dead and/or dying trees not to exceed 250 acres, requiring no more than Yi mile of temporary road construction (36 CFR 220.6(e)(13)). The categorical exclusion is appropriate in this situation because there are no extraordinary circumstances potentially having effects on the environment. Extraordinary circumstances considered in my evaluation, but dismissed with reasoning are as follows: Threatened or endangered species or their critical habitat: A Biological Evaluation for this action has been prepared. No potentially significant impacts to Federally listed threatened or endangered species or designated critical habitat, species proposed for Federal listing or proposed critical habitat, or Forest Service sensitive species were found. Flood plains, wetlands, or municipal watersheds: This project is adjacent to Rampart Reservoir, a municipal watershed area. The project is anticipated to have minimal to no impacts on wetlands and riparian areas. The risk of increased surface erosion caused by the proposed action can be )jmited to the project site and the risk of sedimentation into Rampart Reservoir should be measurably improved after the project is complete. A sufficient buffer with the reservoir and appropriate design criteria as well as best management practices should ensure water quality protection. Congressionally designated areas (such as wilderness, wild and scenic rivers, etc) : No actions will occur in Wilderness or Wilderness Study Areas. 3
4 Roadless areas (wild and scenic study rivers, etc): There are no roadless areas located within the analysis area. Research Natural Areas: There are no Research Natural Areas located within the analysis area. Native American Religious or Cultural Sites, Archaeological Sites, or Historic Properties or Areas: Archeologists have reviewed the affected area for Native American religious and cultural sites, archaeological sites and historic properties. Known sites will be protected from impacts from the proposed action. Public Involvement A proposal to treat approximately 200 acres to reduce safety exposure to snags within the Waldo Canyon Fire, reduce wildlife hazards in unburned timber, reduce sedimentation and riling on burned slopes and improve forest health and water quality was listed in the Schedule of Proposed Actions on September 23, A "scoping letter" identifying this proposal and soliciting public comments and participation in the planning process was mailed the same day. The list of individuals, organizations and agencies that were notified of the proposed project and invited to comment on it may be found in the project fi le located at the Pike Ranger District Office. We received a response letter from Colorado Springs Utilities and will continue to communicate with them whi le the project is ongoing. Findings Required by Other Laws This decision is consistent with the Pike San Isabel National Forests, Comanche and Cimarron National Grasslands Land and Resource Management Plan as required by the National Forest Management Act. The proposed action is consistent with Forest Plan and Region 2 Watershed Conservation Practices Handbook Management Measure: To maintain or improve long-term levels of organic matter and nutrients on al l lands. This proposed action complies with other laws and regulations applicable to actions undertaken on the national forests, including but not limited to the Clean Water Act, Clean Air Act, National Historic Preservation Act, Executive Order Environmental Ju tice, and the Endangered pecies Act. Implementation Date This project will be implemented immediately after this decision memo is igned. 6 General Design Criteria: Appendix A Design Criteria Rampart Reservoir Thinning/Mastication Project All standard forestry practices and Best Management Practices will be implemented as appropriate. Existing standard contract clauses applying to heavy machinery operations during wet conditions or other repeated disturbance that could result in rutting and concentrated storm water flow will be avoided. Require equipment being used for road construction or timber harvest purposes to be washed prior to arrival on the Forest to reduce noxious weed establ.ishment. Monitor vegetation and noxious weeds. Ifthe Forest Plan general directions, standards, and guidelines for habitat improvement and maintenance are not achieved, then a) Reduce or modify vegetation treatment operations and/or b) Increase use of noxious weed control measures c) Increase noxio.us weed monitoring to determine the source of impact and apply appropriate mitigation. Coordinate with the Heritage staff for any buffers need for archeological sites. Should unidentified archeological resources be discovered in the course of the project, work must be interrupted until the resources have been evaluated in terms of the National Register eligibility criteria (36 CFR 60.4) in consultation with the SHPO. Wildlife Specific Design Criteria: Tree Cavities Live or standing dead trees containing cavities will be not be felled, with the exception of the following provision: Trees containing cavities may be felled if the tree is preventing the successful accomplishment of the proposed action AND the cavity is not an active nest, roost, or den site. Trees containing an active nest cavity of any bird species will not be felled during the nesting season of May 1 - August 15. Mammals Mammals actively nesting, denning, roosting, or hibernating within trees downed logs, burrows, or any other feature will not be disturbed. Any bats discovered during implementation will be reported to the Forest Service. Raptors/Birds of Prey (Eagles, Falcons, Hawks, Owls, Etc.) Trees containing a raptor nest will not be felled, unless a wildlife biologist determines that the nest is abandoned by a species that will not re-use the site. Ifan active raptor nest site is discovered or suspected due to agitated behavior of a raptor, the feature or incident will be reported to the Forest Service; appropriate protection measures may be implemented as determined by a Forest Service wildlife biologist. 6
