1 THE UNFCCC COP 17 AND CMP 7 THE ROLE YOU CAN PLAY
2 Introduction With South Africa hosting the UNFCCC COP 17 and CMP 7 in Durban from End November to early December 2011, there are a growing number of requests from wide range of stakeholders, namely: How can we get involved and/or participate in COP17? How can we support the Government? How can we foster a partnership with Government?
3 The 3 basic routes: The Formal Route Participation in the UNFCCC sessions, side events and exhibitions The Sponsorship Route Support to the host in order to mitigate the costs associated with hosting the event The Informal Route Participation in parallel activities
4 The Formal Route Who can take this route? UNFCCC sessions are not open to the public. Participation in the COP & CMP is limited to duly nominated representatives of Parties, observer States, United Nations organizations, admitted observer organizations (NGOs & IGOs) and accredited press/media. (Article 7, Para 6)

7 The Sponsorship Route Who can take this route? Any stakeholder that has the ability to support (in-cash or in-kind) the host in mitigating the cost associated with hosting the UNFCCC COP 17 and CMP 7

13 CLIMATE CHANGE FINANCE THE CANCUN OUTCOME ON FINANCE 4 Key Elements Fast Start Finance Long-Term Finance Green Climate Fund Standing Committee
14 Fast Start Finance Took note of the collective commitment by developed countries to provide new and additional resources, including forestry and investments through international institutions, approaching US$ 30 billion for the period A balanced allocation between adaptation and mitigation Funding for adaptation will be prioritized for the most vulnerable developing countries, such as the least developed countries, small island developing States and Africa
15 Long-Term Finance Scaled-up, new and additional, predictable and adequate funding Developed countries commit to a goal of mobilizing jointly US$ 100 billion per year by 2020 to address the needs of developing countries Funds provided to developing country Parties may come from a wide variety of sources, public and private, bilateral and multilateral, including alternative sources A significant share of new multilateral funding for adaptation should flow through the Green Climate Fund.
16 GREEN CLIMATE FUND Establish a Green Climate Fund as an operating entity of the financial mechanism of the COP and accountable to and functions under the guidance of the COP The Fund shall be designed by a Transitional Committee comprising of 40 members, with 15 members from developed country Parties and 25 members from developing country Parties. Terms of reference were developed for the Transitional Committee 1 st Meeting of the Transitional Committee 28 to 29 April 2011, Mexico
17 STANDING COMMITTEE Establish a Standing Committee under the COP to assist the COP in exercising its functions with respect to the financial mechanism of the Convention, namely: Improving coherence and coordination in the delivery of climate change financing Rationalization of the financial mechanism Mobilization of financial resources, and Measurement, reporting and verification of support provided to developing country Parties.
18 What do we have? Green Climate Fund as an operating entity of the financial mechanism of the convention Accountable to and functions under the guidance of the COP Support projects, programmes, policies and other activities of developing countries and has thematic windows Trustee (interim trustee World Bank) and role of the Trustee Independent secretariat Green Climate Fund Board 24 members (equal developed and developing countries) Continued existence of current mechanisms (GEF, Adaptation Fund, LDCF and SCCF, World Bank CIFs, etc)
19 What is outstanding? Selection process of the Board and role of the Board. (Legal Persona) Number and type of thematic windows and funding balance between these windows. Access modalities Direct access /Multilateral access. Sources of funds (private and public) and nature of the funds. (Grants vs loans) Replenishment process, replenishment targets and burden sharing arrangements. Legal requirements needed to bind financial commitments and MRV of finance Operational policies, programs and modalities. Relationship between the GCF and current financial mechanisms. M&E systems for the Green Climate Fund Review of the Green Climate Fund Conditions for Operationalization of the Green Climate Fund
