5 Background on the HCS Approach HCS Approach was developed to implement No Deforestation policy commitments on the ground Nestle, UL, GAR, Wilmar, APP, Ferrero, P&G, NBPOL, Cargill, Musim Mas, etc To break the link between palm oil and tree plantations, and tropical deforestation Methodology first developed by Golden Agri Resources (GAR), TFT and Greenpeace from 2010/2011, Then trialed more broadly by other companies and in other countries, also other commodities (rubber, bananas, soya) Initially was just to identify natural forest areas but quickly evolved to a methodology that integrates with other tools such as High Conservation Value (HCV) and Free Prior and Informed Consent (FPIC) to provide a land use planning tool 5
6 Background on the HCS Approach The multi-stakeholder HCS Approach Steering Group now established to provide global governance and standardisation Over 60 assessments to date 10+million ha, 4 countries The Steering Group has a Consultative Forum for broad stakeholder engagement and plans to engage governments through it s members Quality Assurance requirements of the HCS Approach aims ensure consistency, high standards, transparency and independent verification of No Deforestation, incl. via POIG HCS Approach Steering Group aims to have the HCS Approach incorporated into RSPO P&C, local government laws and regulations as well as other initiatives such FSC and REDD+ As deforestation is responsible for around 15% of GHG emissions making Indonesia the 3rd largest emitter, then the HCS Approach is a key GHG emission reduction tool (helps governments and companies to meet their GHG reduction targets) 6

9 What is the HCS Approach? The HCS Approach is a tool for land use planning it is not a carbon assessment despite the name! Uses vegetation density, structure and composition combined with above ground carbon estimates to identify forest areas from degraded (former forest) lands. Then in a precautionary way combines this with biodiversity and social considerations to pragmatically implement No Deforestation in the humid tropics It brings together HCS forest with HCV and peat land assessments and FPIC, including community mapping, to make land use planning recommendations 9
