3 Forest Area The existence of Forest Area in Pre-1945 to 1980 southern part of Sumatra can be trace to the first model of Dutch Forest Concession in colonial era, known as Register Kawasan Hutan. There were at least 52 site plotted and registered as Forest Area near Palembang...
4 Land use of Forest Area First Phase (Pre 1945 to 1980): Forest Concession Pre , forest concession were held by State Companies since August 12 th 1947 under Vice President of Indonesian Republic Decree No. I/WKP/SUM/47, Three were established in Bukititnggi with maintained area of North Sumatera (Residencial of Aceh, East Sumatera and Tapanuli); Central Sumatera (Residencial of West Sumatera, Riau dan Jambi); South Sumatera (Residencial of Palembang, Bengkulu and Lampung). Under the Ministry of Agriculture in accordance to Main Regulations of Forestry under Laws/UU No.5 Year of 1965, Indonesian Govt begin to manage forestry affair and gave concession to foreign investor. 1971, in accordance of Agriculture Ministrial Decree No. 168/Kpts- Org/4/1971, the first forestry institution established as Direktorat Jenderal Kehutanan Note : No data available about forest concession from 1965 to Land use classification during these phase was either Forest Area Concession nor Agriculture Crops
5 Forest Area 1980 to 2001 The second model of Forest Area in South Sumatera Province, known as Tata Guna Hutan Kesepakatan, meaning The Use of Conventionally Forest in accordance to Agriculture Ministrial Decree No. SK.925/KPTS/Um/12/1982 on December 27 th Conventionally, the national forestry stakeholders agreed to maintain three function/goal on forest area landscape planning : to conserve, to reserve and to produce
6 Land use of Forest Area Second Phase (1980 to 2001): Conventionally Forest Extreme concession (woods product, agriculture, housing and infrastructures) since 1965 to 1980 had large impact on diminishing of Forest Area, in 1983 Indonesian Government realize the need of forest area conservation then established the Ministry of Forestry along with Forestry Department Organization. Under the Agriculture Ministrial Decree No. SK.925/KPTS/Um/12/1982 on December 27 th 1982, the Provincial Government of South Sumatera begin to manage the forest based on Lanscape Planning of Conventionally Forest Area of South Sumatera Province which extent of approximately 462,49 Kilometres Square. It was revised with the Forestry Ministrial Decree No. SK.410/KPTS-II/1986 on December 29 th 1986 into approximately 521,46 Kilometres square. The statistic data of forestry in January, 2001 shows that only 9 Concession remained active to maintain 100,46 kilometres square Forest Area in South Sumatera Province, and untill the end of year diminished to 6 Concession with 81,96 kilometres square forest area to maintain Note : Maintaining the Landscape Planning of Conventionally Forest Area had large impact on diminishing concession in forest area
7 Forest Area 2001 to 2007 The Third model of Forest Area in South Sumatera Province, known as Penunjukan Kawasan Hutan, meaning Designation of Forest Area in accordance to Forestry Ministrial Decree No. SK.76/KPTS-II/2001 on March 15 th The Bangka Belitung Province established in 2002, approximately 65,75 kilometres square of South Sumatera Province s forest area were given to this new province While the National Convention to maintain three function/goal on forest area landscape planning move on.
8 Land use of Forest Area Third Phase (2001 to 2007): Designation of Forest Area After concession deceased to over, most of Productional Forest Area were left in critical condition. Some maintained by Industrial Forest Companies, few are used by none forestry activities such as farming, extending housing/village and mining. Under Designation of Forest Area in accordance to Forestry Ministrial Decree No.SK.76/KPTS-II/2001 on March 15 th 2001, the Provincial Government of South Sumatera had ± 441,68 kilometres square of Forest Area to maintain, minus ± 65,75 kilometres square for the new established province of Bangka Belitung in Land Use of Forest Area for Development in Forestry Sector in South Sumatera (2007) NO LAND USE EXTENT (km.sq) YEAR 1. Concession (HPH) 10, Industrial Forest 109, Land Use of Forest Area for Non Forestry Sector with Legal Status in South Sumatera ( ) NO LAND USE EXTENT (km.sq) YEAR 1. 9 Forest Area The last model of Forest Area in South Sumatera 2007 to Present Province came up on 2014, in accordance to Forestry Ministrial Decree No. SK.866/Menhut-II/2014 on September 29 th To accommodate the public needs of housing, agriculture use and new areas for none forestry development, the Provincial Government of South Sumatera must rearrange the Lanscape Planning to make plea for new arrangement on Forest Area Use and Function
10 Land use of Forest Area Forth Phase (2007 to present): Conservation of Forest Area Legal Status of Forest Area in South Sumatera Province are getting clearer after serial attempt of questioning from many stakeholder, which still remaining. Public needs of housing, crops industries and farmland extensivication (agriculture), energy industries (coal, oil and gas), these are the types of land use of Forest Area since 2007 untill present that need to accommodate by the Provincial Government. In accordance to Governoor Letter No.522/1297/Bappeda/2011 on May 2 nd 2011 in matters of rearrangement on Landscape Planning for Forest Area in South Sumatera Province, recommended and approved by the Legislature Council then came to publish the Forestry Ministrial Decree No.SK.866/Menhut-II/2014 on September 29 th 2014, the Provincial Government of South Sumatera had ± 346,69 kilometres square of Forest Area left to maintain.
