9 Legitimacy of land consolidation Other initiatives cannot overcome the ownership rights which are guaranteed by the basic law The Land Consolidation Act provides the legal framework and offers broad opportunities for participation The acceptance rate is positively influenced by high subsidies and a state administrative, people can rely on The changing demands of society were taken continuously by appropriate adjustments Improvement of regional economic opportunities Increasing of timber production within the meaning of the Forest Act 9
10 Land consolidation as an instrument and institution has a long tradition and wide acceptance is an offer to, and a demand of land owners and users is a very important policy tool (targeted subsidies for development) shifts from a classical instrument of agricultural policy, to structuring rural areas provides a platform for stakeholders 10
