Project Goals and Objectives: The specific goals of the proposed activities are to accelerate the development of key habitat and old forest characteristics, and to improve stand health to promote tree vigor, diameter growth and height growth in order to achieve the Desired Future Condition for the 2010 Star Fire Precommercial Thinning project area. Objectives of treatment are to reduce competing vegetation to decrease the susceptibility of the young plantations to drought, insects and disease, and promote the general forest health and growth of trees within the treatment areas. 10. Project Description: a. Brief: (in one sentence) This project is proposed to perform pre-commercial thinning of select plantations established to reforest portions of the 2001 Star Fire. b. Detailed: The Georgetown Ranger District proposes to perform hand thinning on approximately 200 acres of plantation stands that have a tree density greater than desired for the age and species. These stands were planted after the 2001 Star Fire and were released with herbicide treatments at that time. Excess trees would be felled, limbed and lopped so that the slash rests within 18 inches of the ground. In the long-term, the plantations would be managed for multiple use benefits associated with mature timber stands. In the short-term, the management strategy would be to manage the plantations in a manner that emphasizes the rapid growth of identified trees. 11. Types of Lands Involved? People reached (for environmental education projects/fire prevention): Direct economic activity benefit: There is a pool of local contractors available to do the proposed work, thereby providing an estimated $30,000 in direct economic activity back to the local economy in the form of wages and equipment use. Indirect economic activity associated with local fuel vendors, equipment suppliers, etc would occur, but are not estimated herein. Other: 15. Estimated Project Start Date: May Estimated Project Completion Date: October List known partnerships or collaborative opportunities. 18. Identify benefits to communities. A portion of residents of the small communities near the Eldorado National Forest rely on the forest for jobs and income. National Forest management directly affects the socioeconomic environment of the Sierra Nevada through employment and income derived from resource extraction production and use. Treatments would provide employment to local business directly and indirectly through treatment operations and associated equipment use and maintenance. It is estimated that this project would provide 10 days of work for a 10 person hand crew totaling approximately 1000 hours of work. There is a pool of local contractors available to do the proposed work thereby providing an estimated $30,000 to complete the proposed activities back to the local economy. 19. How does the project benefit federal lands/resources? Treatment of these stands better assures that the existing stands could be carried into the future. Through accelerated rates of development that result from treatment, these stands would provide habitat for wildlife and recreation opportunities sooner than without active management. 20. 7 Attachment 1 - Monitoring Plan Effectiveness and achievement of the desired results for the proposed treatment will be monitored during the implementation of these activities. Successful completion of these activities would then be tracked in the Forest Service Activity Tracking System. Movement of the stand toward desired conditions would be tracked through future vegetation mapping, wildlife surveys and site visits to assess future treatment needs.
