6 Your Lecturers at a Glance Mr. Max BRUNNER Born in 1961, Mr. Brunner is graduated from the «Institut d études politiques d Aix-en- Provence», from Skema Business School and from the ENA. During his first years of career he was Manager of the budget Office at the Ministry of Justice ( ). He became Manager of the Office of the management control Department (September August 2011), and then Assistant to the Deputy Director of the mission of programs responsible for the performance sector (evaluation, management control and audit) and Head of the management control (April 2009-August 2011), at the Ministry of Foreign Affairs. He is Deputy Head of International Department at the Ecole Nationale d administration, ENA, since September Mr. Eric FERRI Since 2012, Eric Ferri is an Inspector of the Administration (Ministry of Home Affairs). Graduated from Sciences-Po Grenoble and the ENA, he also holds a Master Degree in Public administration. He was law expert for human resources in the Tax authorities (Ministry of Economics) during 5 years. He had to deal with many topics regarding the civil servants of this service : recruitment, transfer, grading, pensions... He was also involved in the writing of some reports regarding the French civil service (new organisation for the salaries, evolution of senior and top civil servants...) Mr. Gilles GOULM Gilles Goulm is graduated form the Technical School for the Engineering of Naval Weapons of Brest (DCAN). In 1993, he joined the Trade Union Force Ouvrière. He became General secretary of the same organisation in Mr. Yves GOUNIN Graduated from the ESSEC and Sciences Po, and alumnus of ENA, Yves GOUNIN is currently State Counsellor. He has had a distinguished career in French diplomacy including as first counsellor at the French Embassy in Kenya from 2000 to 2003, legal advisor to the President of Senegal from 2006 to 2009 and deputy chief of cabinet of the Minister for European Affairs from 2011 to 2012). 7 Mr. Jacques ROUDIÈRE Jacques Roudière is graduated from the Institute of Political Sciences of Toulouse, he holds a Masters in Defence and a Diploma of Advanced Studies in Accounting. Army Inspector General, he has spent all his professional life at the Ministry of Defence working for the General Secretariat of the Administration. Among several positions, he was General Director of the Administration and Director of Human Resources. Mr. Nicolas TENZER Graduated from École normale supérieure, Institut d études politiques of Paris and École nationale d administration, Master Degree in History. Senior civil servant, former head of department in Strategic Planning Commission (reporting to Prime Minister), former inquirer at French Accounting Court, former member of Cabinet Office of Finance Minister. Expert in international programs for European Commission and Inter-American Development Bank. Chairman and CEO of Initiative for the Development of French Expertise Abroad in Europe and Worldwide (IDEFIE). Member of the executive board of Institute Aspen France. Author of two official reports for the French Government on international issues (2002 and 2008) and of one on the reform of civil service (2000). Senior Lecturer and Visiting Professor at French and many countries Universities and think tanks (US, Canada, South Korea, Russia, Serbia). Panellist in many seminars and conferences worldwide on State Reform and geopolitical issues. Editor and chairman of the Editorial Board of the journal Le Banquet. Author of 21 books, among them: France: The Impossible Reform? (2004), When France Disappears from the World (Grasset, 2008), The End of French Misfortune? (Stock, 2011), The World in The Rule and the Disorder (Perrin, 2011) and France Needs Others (Plon, 2012). Mr. Pierre THÉNARD Pierre Thénard is a diplomat.former student of the Ecole normale superieure (Ulm), of the National Institute of Paris for Oriental Languages and Civilizations (classical Arabic), and holder of an agregation of History, Mr Thenard started his career аs lecturer at the University El-Azhar, and then, as adjunct professor at the University of Cairo ( ). T After his graduation from ENA in 1993, he joined the Ministry of Foreign Affairs where he had several positions in France (at the Ministry and the Arab World Institute) and abroad (Algeria, USA, Morrocco). Since April 2013, Mr Thenard is the Director for International Relations of the French National School of Administration (ENA). Mr. Thenard hosted a seminar of master level at Sciences-Po Paris from 2005 to 2010 dedicated to the Arab World in the international relations. He wrote a number of articles on the US policy in North Africa and Middle East.

8 Mr. Pascal TROUILLY Graduated from Sciences-Po Paris and from the ENA. Durung his first years of career, he was administrative judge. He is currently State Counsellor. He has been recently involved, with Bernard Pêcheur, President of the Section of administration from the State Council, in the writing of a report regarding the prospects of the Civil service, deferred to the Prime Minister. Mr. Denys WIBAUX Denys WIBAUX is the director of the legal services in the directorate for administration and modernization in the French ministry of Foreign affairs. His last position was in the International civil aviation Organization (ICAO), a Specialized Agency of the UN system, where he was for 8 years the Legal adviser and director of the Legal affairs and external relations Bureau. In that capacity he was in particular in charge of the negotiations for the adoption of two important anti-terrorist conventions. Before that, Mr. Wibaux had occupied various and growing positions in the French ministry of Foreign affairs, in particular in the legal services, where he became the director for international law. He has also been posted as a diplomat in French embassies in South America and Europe. A graduate of the Institut d études politiques of Paris, he holds also a master degree in international law. He has been an adjunct professor of public law and European law in the University of Paris and has also taught in the French Ecole nationale d administration and he is the author of various articles in Legal journals.
