3 I. INTRODUCTION The purpose of this document is to provide a comprehensive Wastewater Management Plan (WMP) for the Musconetcong Sewerage Authority. The WMP has been submitted to the New Jersey Department of Environmental Protection (Department) for approval so that it may be incorporated into the Musconetcong Sewerage Authority Wastewater Management Plan via the plan amendment procedure. The Musconetcong Sewerage Authority (MSA) currently serves six member municipalities and one non-voting member municipality. The member municipalities are: Borough of Netcong; Stanhope Borough; Roxbury Township; Mount Arlington Borough; Borough of Hopatcong and Mount Olive Township. The non-voting member municipality is the Township of Byram. Only portions of Roxbury, Mount Olive and Byram are in the MSA sewer service area. A portion of Jefferson Township is within the MSA sewer service area; however, it is not currently serviced. Each of these eight municipalities will be addressed separately, following this summary of the entire MSA sewer service area. The individual WMPs for the Borough of Netcong, Stanhope Borough and the portion of Roxbury Township that is within the MSA SSA are included in this WMP in their entirety. Mount Arlington s WMP which was adopted by NJDEP on March 2, 2000, has been under an ongoing review by the NJDEP since May 14, The subject amendment regarding this review is associated with the inclusion of Pub 199 and two (2) single family residential properties into the MSA sewer service area. The status of this amendment is understood to be in the process of acceptance by the Department since Pub 199 has been permitted to connect through an Administrative Consent Order. Mount Arlington has since prepared and is submitting to the NJDEP under separate cover, a complete copy of their WMP Update that is in conformance with the requirements of NJAC 7:15and has taken into consideration the subject matters pending with the NJDEP. The Mount Arlington WMP should be considered as an integral part of the MSA WMP and reviewed concurrently. Upon approval of Mount Arlington s WMP by NJDEP it will be appended into the MSA WMP. Hopatcong, Mount Olive, Byram and Jefferson are preparing their WMPs to be approved by the Department separately. These portions of this WMP have not been made available to MSA. When these four municipalities WMPs have been completed and approved, they will also be appended into the MSA WMP. At such time, the MSA WMP will be amended, if necessary, to be in conformance with each municipality s WMP
4 In 1992, the MSA Water Pollution Control Plant (WPCP) completed its Phase I expansion and increased its capacity from MGD to MGD. The MSA WMP, dated May 14, 1993, and approved by NJDEP on August 10, 1993 included the following significant actions which have been fully or partially completed. Conversion of the Mt. Arlington Sanitation Corporation STP to a pumping station connected to the MSA interceptor. (This work was completed in 1993 as an interim solution and was abandoned in 1996 when the Mt. Arlington collection system and MSA interceptor were completed.) Completion of construction and connection of the Roxbury Stage IA SSS to the MSA Water Pollution Control Facilities (WPCF). (Completed in 1994) Connection of the Bertrand Island Development and existing Bertrand Island Residents to MSA WPCF. (Completed in 1996) Completion of construction and connection of the Mt. Arlington Stage I- Modified SSS to the MSA WPCF. (Completed in 1996) Completion of construction and connection of the Mt. Olive Stage I SSS (Budd Lake area) to the MSA WPCF. (Completed in 1996) Completion of construction and operation of the MSA Phase IA WPCP to accommodate maximum 30-day average flows of 3.63 MGD. (Completed in 1996) Completion of construction and operation of the MSA Phase II WPCP to accommodate maximum 30-day average flows of 5.79 MGD. This significant action has only been partially completed. (Phase IIA was completed in 2005 which added an additional 0.50 MGD to the WPCP capacity) The MSA interceptor and pumping stations #4 and #5 in Mount Arlington were also constructed in conjunction with the construction of the Borough s collection system. A Discharge Allocation Certificate was issued by NJDEP on October 1, 1996 to increase the existing plant capacity to 3.63 MGD and to provide for a future capacity of 5.79 MGD for the Phase II expansion
5 In 2002 the MSA WPCP was rerated by an additional 0.18 MGD MGD of this rerating was allocated to the Township of Byram and the remaining 0.08 MGD was allocated to the Borough of Hopatcong. Only 0.50 MGD of the Phase II expansion, (Phase IIA) has been constructed and operated. The current discharge capacity of the MSA WPCP is 4.31 MGD ( ). The allocations anticipated in the 1993 WMP for each of the eight municipalities are indicated in Table I. The currently owned allocations are also indicated in Table I. Portions of Stanhope Borough that support endangered or threatened species habitat have been removed from the future sewer service area

SUMMARY TABLE OF SIGNIFICANT ACTIONS In compliance with NJDEP s October 19, 2005 request, this WMP will address the entire MSA District and Sewer Service Area without geographic overlapping of the MSA WMP and the Sussex County-Wide WMP. The portion of Jefferson Township within the MSA District is also included as requested. The 1993 WMP contained three significant actions that have not been completed, as follows: Completion of construction and operation of the MSA Phase II WPCP to accommodate maximum 30-day average flows of 5.79 MGD. Completion of construction and connection of the Jefferson Township SSS to the MSA WPCF. Completion of construction and connection of the remainder of the Borough of Hopatcong SSS to the MSA WPCF. The completion of these three significant actions is dependent upon Jefferson and Hopatcong and is not within the control of MSA. These three significant actions are included in this WMP with the exception that the future maximum 30- day average flows will be determined by the sum of the eight municipalities Environmental Constraints / Buildout Analyses. Since the MSA WMP, dated May 14, 1993, was approved by NJDEP on August 10, 1993, a number of WMP Revisions have been approved by NJDEP and are included in the significant actions herein. July 24, 1995 NJDEP adopted an amendment to Byram Township WMP and MSA WMP for expansion of the sewer service area of MSA to include portions of Byram Township with an initial allocation of 60,000 gpd. Byram Township was to receive a total allocation of 100,000 gpd. NJDEP adopted an amendment to MSA WMP to provide sewer connection service for the Mount Olive Middle School and High School. NJDEP adopted an amendment to Borough of Mount Arlington WMP and MSA WMP for expansion of the sewer service area of MSA to include the Pennington Woods development in Mount Arlington. March 13, 2003 NJDEP adopted an amendment to Mount Olive WMP and MSA WMP to incorporate Block 400, Lot 3 on Waterloo Valley Road (MacDowell Property) into the SSA

DISCUSSION OF EXISTING AND FUTURE WASTEWATER FACILITIES The MSA interceptors and pumping stations 1-5 were designed and constructed to accommodate the certified need as indicated in the 1993 WMP (5.79 MGD). The WPCP has a present capacity of 4.31 MGD. This WMP proposes an expansion of the treatment plant to MGD as indicated in Table II. The total constrained flow based upon the buildout analyses for Netcong, Stanhope and the portion of Roxbury within the MSA SSA are justified in Appendices A, B and C. Mount Arlington s future flow is taken from the buildout analysis contained in their WMP which is being submitted under separate cover by Mount Arlington. The future flows for Hopatcong, Jefferson and Mount Olive are taken from the certified need as indicated in the 1993 WMP. On July 24, 1995 a portion of Byram was added to the MSA SSA with a certified need of MGD. These four municipalities are having their WMPs prepared independently from the MSA. The MSA has not been invited to participate or comment. Once the MSA has the opportunity to review these individual WMPs the proposed future wastewater flow will be revised accordingly
8 IV. SUMMARY OF ENVIRONMENTAL ASSESSMENTS AND ANALYSES The environmental assessments and analyses have been or are being made independently for each municipality. Appendices A, B and C contain the assessments and analyses for Netcong, Stanhope and Roxbury. Mount Arlington s assessments and analyses are contained in their WMP which is being submitted under separate cover by Mount Arlington. The assessments and analyses for the remaining municipalities have not been made available to MSA
9 V. DISCUSSION OF JUSTIFICATION OF THE SERVICE AREA DELINEATIONS The justification of the service area delineations have been or are being made independently for each municipality. Appendices A, B and C contain the justification of the service area delineations for Netcong, Stanhope and Roxbury. The justification of the service area delineations for Mount Arlington are contained in their WMP which is being submitted under separate cover by Mount Arlington. The justification of the service area delineations for the remaining municipalities have not been made available to MSA
