2 July 23, 2014 To: Subject: Mayor Dykstra and Members of City Council Civil War Muster Event - Consumption of Alcohol on at Van Raalte Farm The Holland Historical Trust is again holding their annual Civil War muster on the 20 th and 21 st of September at Van Raalte Farm Park. This year they are requesting to include a historic saloon component to this event. City policy does not list the Van Raalte Farm property as one of the approved locations to host an event where alcohol will be served. Per section (a)(4) of the city ordinance Council is authorized and required to approve such request by resolution. Attached is the application along with the attorney- approved resolution for your review. All city departments have reviewed the application (including the request to serve alcohol) with no objections. It is recommended that City Council discuss this matter and decide if there is a consensus to formally consider a resolution of approval at the regular meeting on August 6, A draft resolution is attached which would allow the use of alcohol for the historic saloon at the Civil War Muster scheduled to be held at Van Raalte Farm Park on September as indicated in the attached application. 23 (R2014.XX) RESOLUTION ALCOHOL AT PUBLIC FACILITY FOR HOLLAND HISTORICAL TRUST SPECIAL EVENT At a Regular meeting of the Council of the City of Holland, Michigan, held at City Hall, Holland, Michigan, on, 2014 at P.M. PRESENT: ABSENT: The following Resolution was offered by Council Member, and supported by Council Member : RESOLUTION WHEREAS, A request has been submitted to the City of Holland by Holland Historical Trust for the use of Van Raalte Farm for a special event on September 18 21, 2014, between ; and WHEREAS, A special event permit for use of public streets requires approval by the City Manager, issued to possession and consumption of beer at Van Raalte Farm requires approval by resolution of the City Council, and requires a Temporary Authorization from the Michigan Control Commission to expand serving area. WHEREAS, In October 2011, City Council amended this Section of the Code to allow other locations owned by the City be approved by resolution of the City Council; and WHEREAS, To hold a special event serving alcohol at one of these locations, an application to serve alcohol liquor in certain public facilities must be obtained from the Clerk s Office with the application fee charge as approved by City Council of the 2014 Schedule of Fees and requires a charitable and or a non profit organization as a partner and or benefactor and that the permit holder must comply with licensing requirements with the State of Michigan; and WHEREAS, The Holland Historical Trust is a city based non profit organization;
