1 District: Ropar About District: The district of Rupnagar is named after its district headquarters, the town of Rupnagar. Formerly known as Ropar, the town of Rupnagar is said to have been founded by a Raja called Rokeshar, who ruled during the 11th century and named it after his son Rup Sen. The town is of considerable antiquity. Recent excavations and explorations conducted at Rupnagar indicate that the first civilized folk to settle here were the Harappans, who apparently reached the upper Satluj towards the close of third millenium B.C. District was carved out on Ist November, 1966 at the of reorganization of the State. The District has rich historical and religious significance behind it. A new district S.A.S. Nagar (Mohali) had been created on Two blocks Kharar and Majri of earlier Rupnagar District have been merged with the newly created district. Location Rupnagar district, included in the Patiala Division of Punjab falls between north latitude 30-32' and 31-24' and east longitude 76-18' and 76-55'. Rupnagar (formerly known as Ropar) town, the district headquarters is 42 Kms from Chandigarh, the state capital. The district adjoins Nawanshahar, Mohali and Fatehgarh Sahib Districts of Punjab. The district comprises 4 Tehsils, Rupnagar, Anandpur Sahib, Chamkaur Sahib and Nangal and includes 617 villages and 6 towns namely Rupnagar, Chamkaur Sahib, Anandpur Sahib, Morinda, Kiratpur Sahib and Nangal. All the towns except Chamkaur sahib fall on railways line. The Satluj river passes close (2 to 5 km) to the towns of Nangal, Rupnagar and Anandpur Sahib. Project Details: Ever since its inception in 1988, the NIC Ropar District Centre has made its presence felt by making tremendous strides towards empowering the District Administration with IT tools, training Government officials. Implementation of e-governance programmes has further strengthened the role of NIC in the district. The district centre network is interoperable and capable of handling Linux/Unix based servers, dumb terminals and windows machines. Some of the projects executed by NIC Ropar are as follows: Schemes Monitoring System: A Web based Schemes Monitoring System has been developed and implemented in the district. The status of all the development works going on the in the district is captured through this software with physical as well as financial progress under various schemes of Central/State Government. A citizen corner has been provided through which public can see all the development works going on or completed along with the financial and physical status of the development works including actual on site photographs of the development works.

2 e-courts Project at District Courts: Under the e-courts project, the computerization of District Courts has been taken up. A Judicial Service Centre has been setup at the District Courts Complex with latest servers. The LAN has been established at District Courts Ropar and latest hardware including Computers/Printers/UPS/Switches etc have been installed. The implementation of Court Information System (CIS) has been started. MG NREGA (Mahatma Gandhi National Rural Employment Guarantee Act) The Mahatma Gandhi National Rural Employment Guarantee Act aims at enhancing the livelihood security of people in rural areas by guaranteeing hundred days of wage-employment in a financial year to a rural household whose adult members volunteer to do unskilled manual work. Under this project data entry related to MIS, Registration of families, Issuance of Job Cards, Muster Rolls Entries, Photographs and Bank A/C details of the beneficiaries etc is being done. SUWIDHA: This single-point citizen interface for receipt of applications and delivery of services called Single User-friendly WIndow Disposal & Helpline for Applicants (SUWIDHA) provides services like issuance of arms licenses, passport application acceptance, affidavit attestation, counter signing of document, copying branch etc. ALIS (Arms License Issuance System) ALIS has been implemented as a backend application at SUWIDHA Centre for issuance of Arms License and other services related to Arms License like Renewal, Issuance of various NOCs, Weapon Entry, Permission to purchase a new weapon etc. PRISM at Sub-Registrar Office: PRISM (Property Registration Information System Module)software has been developed by NIC Punjab State Centre, with the objective of bringing transparency in registration system. All the 4 tehsils and 5 sub-tehsils of the District have been covered under PRISM project. Vahan - Registration of Vehicles VAHAN has been implemented at DTO Office, Ropar for Registration of Commercial and Private Vehicles, Fee & Fine Collection, Fitness Validity and Tax Collection. The computerized Registration Certificate is issued to the citizens. Sarathi - Issuance of Driving License Sarathi software has been implemented at DTO Office to facilitate the citizens to get the Driving License and other services related to Driving Licenses like renewal of license etc. District Treasury Office: District Treasury Office: NIC has fully computerized the District Treasury Office and Sub Treasuries in the district. All treasury office works like Bills, Accounts, data transfer, receipt, Pension, daily data from banks, budget allocation etc. has been computerized and running successfully. This has drastically reduced the work of Treasury Employees as now they don t have to calculate the complex figures daily. Almost all the things are being done by the Software itself. It brings relief from the hectic and complex work of Treasury and also the payments check has been given to the various departments in time.

3 District Social Security Office: Social Security Information System (SSIS) facilitates monitoring and disbursement of pensions to more than 60,000 pensioners under various pension schemes of the state Govt like Old Age Pension (OAP), Financial Assistance to Widows & Destitute Women (FAWD), Financial Assistance to Dependent Children (FADC) and Financial Assistance to Disabled Persons (FADP). CIPA (Common Integrated Police Application) CIPA has been implemented in all the Police Stations of the district. This software facilitates the computerization of working of the police station. It captures the details of the FIR registrations and reduction of manual records, elimination of duplicate and inconsistent record keeping, maintenance of details of criminals, introducing transparency in the working of police, facilitating supervision by the senior officers and faster response to the public. Payroll and GPF Account Maintenance: Payroll package is successfully implemented in the DC office which has complete database of officers and thus generates pay-slips and other schedules like GPF statements, GIS, house rent recovery, income tax etc. GPF accounts of around 400 ministerial, revenue and class IV staff of DC s office maintained. The system generates individual/annual/monthly statements. Dak Monitoring System: DAK Monitoring System is used to monitor the various types of DAK received by RIA branch in DC Office. There are about 11 types of Registers such as Govt. Dak, Human Rights, SDM's/Tehsildars, Govt. Letters, Fax, Vidhan Sabha / Lok Sabha Questions etc. maintained by RIA Branch. It generates various reports such as Register wise and Date wise details of Dak received. Passport Application Acceptance System (WEBPAAS): Passport Application Acceptance System (PAAS) is a window based software implemented at Passport Collection Branch of D.C. Office. The details of the Applicant applying for obtaining the Passport are fed into the system. Every week the data of Applications received is transmitted to the Passport Office at Chandigarh. Village Directory: Block wise data of all the villages of the district covering more that 175 parameters has been feed into the system. The system is being used by the office of Deputy E.S.A. The data is updated regularly every year by the office of Dy. ESA, Ropar. The data is also sent to Computer Centre of Chief Ministers Office and is also published on the website of the Punjab Government in the Executive Information System (EIS). MIS for MPLAD Scheme: This system is used by the office of Deputy E.S.A. The data of funds allocated for various development works by the Member Parliaments in the district under MPLAD Scheme is being fed into the system. received by the Distt. Planning Board. The funds are allocated to different departments under various development schemes like Beneficiaries, Infra Structure, Area Specific and Untied Funds. DISE for General Elections: DISE is a software implemented at District Election Office of the DC Office. The software is used for formation of polling parties and other works related to Parliament/Assembly Elections such as EVM randomization, Polling Booths randomization as per guidelines of Election Commission of India. All the work related to deployment of govt. officers/official for General Elections to Parliament & State Assembly has been computerized. In very Election Poll Duty Orders of more than

4 5000 Supervisors, Presiding Officers, Polling Officers and Micro Observers are being generated using this software. The NIC District Centre, Ropar works round the clock to provide all necessary ICT support to the District Administration during elections. IDSP (Integrated Disease Surveillance Programme) It is a decentralized, State based Surveillance Program in the country. It is intended to detect early warning signals of impending outbreaks and help initiate an effective response in a timely manner. Major components of the project are : (1) Integrating and decentralization of surveillance activities; (2) Strengthening of public health laboratories; (3) Human Resource Development Training of State Surveillance Officers, District Surveillance Officers, Rapid Response Team, other medical and paramedical staff; and (4) Use of Information Technology for collection, collation, compilation, analysis and dissemination of data Co-operative Societies Monitoring System (CSMS): This system is being used by D.R. Co-operative Office. The data pertaining to various Co-operative Societies is fed into the system and a number of reports are generated. AGMARK-NET: This software has been implemented at all the Market Committees of the district. This system is used to monitor the Daily Market Prices of various commodities at Market Committee offices. The information is sent to DMI Headquarters as well as to StateBoards/Directorates. Services Detail Video Conferencing Facility: Video Conferencing (VC) facility was installed for District Administration, Ropar on November 05, District Website: The website of Rupnagar District was inaugurated by Hon 'able Governor of Punjab. The URL of the site is The site contains the exclusive information about the District such as Administrative Setup, District Statistics, Cities and Towns of the district with their historical background, Various Places of Interests and important Festivals & Melas of the District. Photo Gallery having a number of Photographs & map of the district is another highlight of the site. NICNET: NICNET /Internet connectivity has been provided to various officers of the District administration like Deputy Commissioner, Additional Deputy Commissioner and Asstt. Commissioner(G) etc. Besides these facilities are regularly used by users of various departments from NIC centre. Trainings: Various training programmes for employees of various govt. departments are conducted regularly. Besides these services like System Study, Software Testing, Training, Implementation Support, Networking, Internet, Data transmission are being provided to various users in Ropar District.
