2 32. Declarations of Interest None were submitted. 33. Minutes of Last Meeting Resolved that the minutes of the meeting held on 2 September 2016 be approved. 34. Mayoral Recommendations Cabinet considered recommendations and resolved as follows (a) Electricity Supply Contract Extension (M/5) Resolved that (i) (ii) authority be granted to the Assistant Chief Executive, in consultation with the Director of Finance and Resources, Solicitor, Premises Management service and the Commercial Procurement unit to progress and finalise the extension to the current supplier contract for 12 month at a the most advantageous price; and approval be granted to the Divisional Manager Commercial Procurement Unit to tender for a new electricity supply contract, following EU procurement guidelines, to take effect from 1 st April 2018, through the most advantageous route. (b) Procurement Strategy 2016 to 2020 (M/6) Cabinet considered a recommendation that the updated Procurement Strategy 2016 to 2020 be approved. Councillor Jane Corbett, Cabinet Member Social Inclusion, Fairness & Equalities welcomed the recommendation, highlighting how this demonstrated Liverpool Council s commitment to maximise the use and retention of resource spend within the local economy and of how this sought to maximise social and employment benefits beyond that of the Living Wage to social fairness and positive employment approaches.
3 highlighted how through this approach the Council would seek to continue to further support positive employment practices and which would build on extensive work undertaken by the Mayor and his administration to seek to reduce and eliminate exploitation and inequality in the workplace. This was already beginning to deliver positive results with a number of national firms moving to stop reliance on zero hours contracts, as well as highlighting the good practices and approaches which many employers in the city already adopted. Councillor Frank Hont, Cabinet Member Housing echoed the comments of Cabinet Member colleagues, highlighting the amount of good practice already evident in many business across the city and how, working with business and residents, this approach would seek to continue to develop and build on the positive achievements to date. Councillor Ann O Byrne, Deputy Mayor of Liverpool concluded debate on the recommendation, highlighting the proposal as further evidence of how the Council continued to lead the way and adopt progressive approaches to tackling challenging issues, and noted that it was right to acknowledge and welcome the hard work and positive approaches already extant in many businesses which operated across the city. (c) Creation of a framework of Non-Maintained and Independent Special Schools (NMISS) (EES/3) Cabinet considered a recommendation that authority be granted to participate in the proposed North West Flexible Framework of Non- Maintained and Independent Special Schools (NMISS) and also for a tendering exercise to be undertaken in respect of the provision. highlighted how this proposal was being made in response to the success and effectiveness of the Council s current SEND provision and approach to delivery, and was needed in order to allow for expansion of provision.
4 (d) Special Education Needs & Disability (SEND) Commissioning & Sufficiency Strategy (EES/4) Cabinet considered a recommendation that (i) (ii) the draft Special Education Needs and Disability (SEND) Commissioning and Sufficiency Strategy, as submitted, be approved; and approval be granted for Officers to consult on establishing a supporting action and commissioning plan. welcomed the recommendation, advising that the proposal in part respond to changes in Government policy as well as reflecting the need to develop provision and respond to changing needs. This also enable more complex needs to be responded to effectively and would enable work to be developed to better support SEND needs in the age range. Councillor Ann O Byrne, Deputy Mayor of Liverpool welcomed the proposal and noted that this had been subject to pre-decision scrutiny at the recent meeting of the Education & Children s Services Select Committee at which the recommendation had been supported. (e) Proposal to Remodel Speech & Language Provision across the (EES/5) Cabinet considered a recommendation that (i) the Council publishes statutory proposals to make prescribed alterations, with effect from September 2017, to (a) (b) Leamington Primary School - discontinue the Resourced Base for Complex Learning Difficulties (CLD)/Speech and Language Communication Needs (SLCN); Holy Family Catholic Primary School - discontinue the Resourced Base for Complex Learning Difficulties (CLD)/Speech and Language Communication Needs (SLCN);
5 (c) (d) (e) Four Oaks Primary School - alter the Language Resourced Provisions by converting all full time places to part time places; Matthew Arnold Primary School - alter the Language Resourced Provisions by converting all full time places to part time places; and Pleasant Street Primary School alter the Language Resourced Provision by converting all full time places to part time places; (ii) (iii) the response to any objections received during the statutory notice period be prepared by the Director for Children & Young People and submitted with her recommendation to the Cabinet when it comes to take a final decision on the proposals; and if no objections are received the decision be taken by the Director for Children and Young People s Services under powers delegated by the (then) Executive Board on 3 rd August 2007 (as detailed in report CHS/42/07). highlighted how the proposals had been developed through consultation and in response to changing needs, with a greater call for mainstream education with additional support which this proposal through increased part time provision would support and enable services to extend to reach a wider cohort. Councillor Ann O Byrne, Deputy Mayor of Liverpool welcomed the proposal and noted that this had been subject to pre-decision scrutiny at the recent meeting of the Education & Children s Services Select Committee at which the recommendation had been supported. 35. Mayoral Announcements Total Eclipse of The Sun Councillor Ann O Byrne, Deputy Mayor of Liverpool welcomed the unanimous decision of Full Council earlier during the week to fully support the Total Eclipse of the Sun campaign.
6 noted that as the Mayor had reminded the Chamber, the families of the innocent people who died have had 27 years of added pain and suffering as a direct result of the lies told by the newspaper and if the city had the power then this would be banned across Liverpool and wider the Liverpool Region; paced on record the thanks of Cabinet and the Council to those involved in the campaign. Premiere of 8 Days a Week Film The Beatles Councillor Ann O Byrne, Deputy Mayor of Liverpool noted that on the evening of 15 September, the city was proud and privileged to have hosted the world premiere of a new documentary film about The Beatles touring years at FACT the reaction of the audience had showed how there was still a huge fascination with the band; earlier this year a report had shown that the heritage of The Beatles brings in 81.9 million to the local economy and supported more than 2,000 jobs, so without a doubt, the impact of the band continued to be felt in the city today; and their legacy continued which was why the Mayor had formed a legacy group chaired by Peter Hooton to make sure the was making the most of their legacy. Councillor Wendy Simon, Assistant Mayor of Liverpool and Cabinet Member Culture, Tourism & Events echoed the comments of the Deputy Mayor of Liverpool, welcoming the key role The Beatles played in the tourism and leisure economy of the city, and acknowledging the hard work of all those involved in this sector over many years in seeking to build on the legacy of the band. Lime Street to re-open Councillor Ann O Byrne, Deputy Mayor of Liverpool reminded everyone that Lime Street would reopen on the evening of 16 September after the first phase of demolition had been completed on the 39 million regeneration scheme; acknowledged that it had been known that this road closure would cause some disruption but it was absolutely vital to the project and it was great news that this first phase has been finished on time; and commented that for millions of people Lime Street was the first
7 impression they would have of Liverpool and through this scheme there was a clear aim to give them a welcome befitting of a dynamic European city. Liverpool Food & Drink Festival Councillor Wendy Simon, Assistant Mayor of Liverpool and Cabinet Member Culture, Tourism & Events advised that the Liverpool Food & Drink Festival would be taking place this weekend in Sefton Park and encouraged people to attend and enjoy the event. Park Run Events Councillor Wendy Simon, Assistant Mayor of Liverpool and Cabinet Member Culture, Tourism & Events highlighted ongoing Park Run events taking place in the city s parks and encouraged people to come along and participate, with this being part of a wide range of initiatives which complemented the Council s Fit for Me Campaign which was proving to be very successful. Councillor Ann O Byrne, Deputy Mayor of Liverpool welcomed the success of the events and campaign and highlighted how the first kids Park Run would be taking place in the city this weekend, for children aged 4-14 in Stanley Park and advised that she would be attending to act as a Marshall and to support the event.
