Springfield, Illinois 3 Water Needs Identified In 2001, the Greater Wabash Regional Planning Commission authored a report stating that additional water supply is needed to serve the 18-county area in south central Illinois. 4 2
3 Greater Wabash Region 5 Water Needs Identified Abundant potable water in the area is essential to promote economic growth. The City of Effingham, Illinois, participated in this report because of their need for an additional water supply in the future. 6 3
4 Water Needs Identified The City could gain more leverage to build another WTP to serve the area by engaging other partners. The planning report identified two possible water sources: nearby surface supply or more distant well supply. Ground water sources in the area were limited, focus turns to surface water supply... 7 History of the Project WHAT: Regional supplemental water supply. WHERE: Effingham and Shelby counties in Illinois. WHEN: 2000 to planning, design, permitting, financing and construction. 8 4
5 Opportunity Presents Itself Holland Energy (HE) formed by Constellation Energy plans to construct new power plant in rural Shelby County. HE needs a water supply for cooling water. HE identifies the Kaskaskia River as a source. 9 Opportunity Presents Itself US Army Corps of Engineers allotted the State of Illinois 28 MGD from Lake Shelbyville for domestic and industrial uses on a first-come, first-serve basis. 10 5
6 Water Source Location 11 Opportunity Presents Itself HE wanted to partner with an enterprise zone. Effingham closest state-certified enterprise zone. HE receives sales tax exemption on building materials, 0.5% investment tax credit and some property tax abatement. 12 6
7 Organizing To Win City of Effingham sees an opportunity to partner to develop what they could not afford individually--a supplemental water supply. A not-for-profit corporation is formed in 2001 to collectively pursue the supplemental water supply: Holland Regional Water System (HRWS). 13 Organizing To Win HRWS is comprised of City of Effingham City of Shelbyville E-J Water Corporation Lake Sara Area Water Cooperative, Inc. Lincoln Prairie Water Company 14 7
8 Organizing To Win 15 Organizing To Win HE agrees to oversize their raw water intake line from the Kaskaskia River to provide supplemental supply to HRWS and provide 20 acres of land in Shelby County to build a facility. 16 8
9 Organizing To Win In 2002, HRWS negotiated an agreement with the Illinois Department of Natural Resources Office of Water Resources (IDNR-OWR) to obtain 5 MGD and eventually 7.5 MGD supplemental supply from the Kaskaskia River. HRWS must withdraw water from river by December 31, Grand Plan Envisioned Feasibility study determines project costs for new 2.5 MGD water treatment plant (WTP) and transmission main to be $13 million. O&M would be additional. A WTP would be beneficial for the rural entities to attract new rural customers. 18 9
10 Grand Plan Envisioned Grants and loans difficult to obtain since this is a supplemental water supply. Without adequate capital, HRWS decides it cannot finance a project of this magnitude. What would still provide a supplemental water supply at a lower cost? 19 Grand Plan Envisioned Focus changes to something more affordable, utilizing existing treatment facilities and reducing initial service area. Closest treatment facility with available capacity is in Effingham. Store, pump and convey raw water to Effingham? 20 10
11 Grand Plan Envisioned Effingham had already treated and distributed finished water to residents and other regional suppliers. Effingham agreed to be the lead agency because of its existing water treatment, engineering staff and water service capabilities. 21 Grand Plan Envisioned Will constructing a storage reservoir, pumping station and transmission main to Effingham work? Project costs estimated to be $6 million. Member entities can afford this! 22 11

14 Making Decisions By this time, it was 2004 and the deadline to withdraw water was December 31, 2005, or lose the allocation. 15 Getting Started Transmission main alignment (14 miles): easements and acquisition started immediately. 67 easements required; negotiations took longer than expected because they elected not to use eminent domain rights. 29 Facilities Location & Alignment 30 15
16 Facilities Location & Alignment 31 Getting Started HRWS requested and IDNR-OWR granted a 1 year project time extension. Existing water supply yield ranges from 3.8 to 5.0 MGD, depending on drought frequency. Long term projected need is 7MGD, therefore design was set at 3 MGD capacity and 3 days of storage
17 Design Phase Design phase work started shortly thereafter. Work broken into two contracts Contract 1 on the HE site: CMT Contract 2 transmission main: M&G 33 Design Phase Applied to USEPA for a STAG (State and Tribal Assistance Grants). STAG awarded to pay for engineering and ROW / easement acquisition. Multiple state and federal permits were granted to construct the facilities

Bonding completed in March Contracts 1 & 2 awarded in April

20 Contract 1 Site Plan 39 Construction Phase Both contractors posted aggressive schedules to pump water by the end of the year deadline. Effingham provided responsive resident project representatives for both contracts
21 Construction Phase Monthly progress meetings were held and some impromptu meetings to resolve urgent issues. Challenging spring working conditions were offset by a dry summer and fall. Contractors stayed on schedule, accommodating late delivery of vertical turbine pumps. 41 Construction Phase Substantial completion achieved on December 15, 2006, by pumping water to the WTP reservoir. Project was successful because of the effective team effort exhibited by contractors, engineers and HRWS staff
