3 Introduction Lebanese National Renewable Energy Grid Code The Study is initiated by EU-funded UNDP CEDRO and GEFfunded UNDP DREG and executed by the German firm ProfEC The study delivers recommendations and guidelines for the establishment of a National Grid Code for the interconnection of Large Scale Renewable Energy (RE) Plants (PV and Wind) bigger than 1MW Currently, the Interconnection of RE systems is NOT regulated technically nor legally These guidelines are tailored to the Lebanese case and shared today on a semi-technical level 3
4 Methodology of the Renewable Energy Grid Code Study Assess the current situation of the grid and of existing large RE plants connected to the grid Assess the situation of future potential large RE projects to be connected to the grid Develop RE-specific guidelines and recommendations for a grid interconnection code 4
5 Data Collection for the National Electricity i Grid Documents Review Review of multiple studies concerning the situation of electricity developed during the last eight years including: grid operation policy report and EU-CDR-UNDP-WB UNDP Reports Reports related to Renewable Energy projects: Wind, PV and Hydro. These studies are developed by CEDRO, LCEC and SOGREAH Review of Environmental Decree 8633/2012 Policy paper Endorsed by Government of Lebanon Master Plan for Transmission developed by EDL/MoEW 5

7 Data Collection of the National Electricity i Grid Measurements Measurements taken by BRSS (functional since September 2014) Local coordinator used a portable analyzer to collect data on 66 kv, Medium Voltage, and Low Voltage sides Data downloaded from some M3 meters installed inside EDL transmission substations Data collected from power plants (Zahrani, Beddawi), remote areas (Sour, Nabatieh, Kobayyat, Zahle, etc.), and nearby areas (Beirut) 7

10 Assessment of the Collected Data: What would RE serve for? The RE installations do not represent a high % of generation. They do not have considerable effect on the grid. Overloading problems should be analysed with suitable modelling to assess whether grid reinforcement should be undertaken PV plants can compensate for the excessive consumption at its PCC (e.g. with Q provision) The targeted guidelines serve to avoid the possible frequent disconnection and/or curtailment of RE plants: inefficient or noneconomic operation of the plant, while the international standards and codes in countries, ti whose grids are more stable, aim for neutralizing the possible negative effects of the intermittent RE plants, such as over-voltagebeirut orenergy over-loading Forum 2016 problems 10
11 Overview of Other Codes in Neighboring ihb i and Similar il Countries EN 50160: The tolerance band for the frequency deviation is ±1% for 99.5% of the time along the year The tolerance band for the steady state voltage deviation at the end user (i.e. LV level) is ±10% for 95% of the 10 minute average values along the year German technical guidelines for generating plants connected to the medium-voltage network Guidelines of neighbouring countries (Egypt, Jordan): very close to the German guidelines 11
12 Guidelines of Renewable Energy GidI Grid Interconnection/Code ti Applicability and Preconditions of Installation The adoption of these guidelines and their applicability in Lebanon can go through several iterations of discussions between the stakeholders and relevant authorities Connection to the grid should be agreed with the Grid Operator (GO) on a case-by-case basis during the planning phase The GO may demand modifications and completions to existing plants or to those under construction as far as this is required for secure operation 12
13 Guidelines of Renewable Energy GidI Grid Interconnection/Code ti Determination of Grid Connection Point The GO shall determine the appropriate point of connection which ensures secure grid operation by performing several load flow calculations with suitable grid models The GO shall perform worst-case analysis tests: Maximum feed-in of all RE plants and minimum load consumption The RE Plant Developer (REO) should be responsible for the connection facility to the grid in agreement with the GO (e.g. installing the required line) If the grid needs reinforcement measures (e.g. adding new line, replacing lines or transformers) for the connection of the REgenerator, the GO will then be responsible for this installation 13
