PERMIT SHIELD: Subject to the limitations in Minn. R , compliance with the conditions of this permit shall be deemed compliance with the specific provision of the applicable requirement identified in the permit as the basis of each condition. Subject to the limitations of Minn. R and , subp. 2, notwithstanding the conditions of this permit specifying compliance practices for applicable requirements, any person (including the Permittee) may also use other credible evidence to establish compliance or noncompliance with applicable requirements.

4 FACILITY DESCRIPTION: Superior Plating, Inc. (Superior) is a job shop metal finishing facility with metal plating and finishing lines including large-capacity automated lines, hoist lines, and hand operated lines. Superior processes steel, stainless steel, zinc die cast, brass, copper, and aluminum/aluminum die cast parts. Plating is applied to the base metals for a variety of reasons including appearance, wear prevention, corrosion resistance, electrical resistance and overall protection of the part. The facility also operates a solvent vapor degreasing unit, two boilers and several natural gas ovens, dryers and burners. Metal finishing and plating is accomplished through both electrical and nonelectrical processes. Parts are typically degreased, using either a vapor degreaser or liquid alkaline cleaners, acid etched to remove any metal oxides from the parts surface and then plated with the specific metal(s). A final protective or decorative emersion coating is typically applied following the plating. The metals that Superior uses for plating are zinc, nickel, chrome, copper, cadmium, brass, gold silver, rhodium and tin. Nonplated finishes include chromates (clear, yellow, olive drab and black), passivation and iridite. These finishes are used on a variety of parts for numerous industries which include tool/hardware, electronics, aerospace/aircraft, industrial, military, medical and decorative art fixtures.

The limits are located in the first column of the table (What To do). The limits can be emission limits or operational limits. This column also contains the actions that you must take and the records you must keep to show that you are complying with the limits. The second column of Table A (Why to do it) lists the regulatory basis for these limits. Appendices included as conditions of your permit are listed in Table A under total facility requirements. Subject Item: Total Facility What to do SOURCE SPECIFIC REQUIREMENTS Why to do it The Permittee shall not make a modification or other change that would make their stationary source subject to the requirement to obtain a part 70 permit. The Permittee shall not begin actual construction of the modification or other change prior to obtaining the appropriate permit. The Permittee shall maintain a list of all plating tanks. For each tank the list shall include the bath constituents and the concentrations of the constituents in the baths. For each tank the Permittee shall also track the make-up added to the baths. The list shall be updated on a monthly basis. Permit Appendices: This permit contains one appendix as listed in the permit Table of Contents. The Permittee shall comply with all requirements contained in the appendices. OPERATIONAL REQUIREMENTS Minn. R subp. E Minn. R , subp. 5 Minn. R , subp. 3; Minn. R , subp. 2 The Permittee shall comply with National Primary and Secondary Ambient Air Quality Standards, 40 CFR pt. 50, and the Minnesota Ambient Air Quality Standards, Minn. R to Compliance shall be demonstrated upon written request by the MPCA. Circumvention: Do not install or use a device or means that conceals or dilutes emissions, which would otherwise violate a federal or state air pollution control rule, without reducing the total amount of pollutant emitted. Air Pollution Control Equipment: Operate all pollution control equipment whenever the corresponding process equipment and emission units are operated, unless otherwise noted in Table A. Operation and Maintenance Plan: Retain at the stationary source an operation and maintenance plan for all air pollution control equipment. At a minimum, the O & M plan shall identify all air pollution control equipment and control practices and shall include a preventative maintenance program for the equipment and practices, a description of (the minimum but not necessarily the only) corrective actions to be taken to restore the equipment and practices to proper operation to meet applicable permit conditions, a description of the employee training program for proper operation and maintenance of the control equipment and practices, and the records kept to demonstrate plan implementation. Operation Changes: In any shutdown, breakdown, or deviation the Permittee shall immediately take all practical steps to modify operations to reduce the emission of any regulated air pollutant. The Commissioner may require feasible and practical modifications in the operation to reduce emissions of air pollutants. No emissions units that have an unreasonable shutdown or breakdown frequency of process or control equipment shall be permitted to operate. Fugitive Emissions: Do not cause or permit the handling, use, transporting, or storage of any material in a manner which may allow avoidable amounts of particulate matter to become airborne. Comply with all other requirements listed in Minn. R Noise: The Permittee shall comply with the noise standards set forth in Minn. R to at all times during the operation of any emission units. This is a state only requirement and is not enforceable by the EPA Administrator or citizens under the Clean Air Act. Inspections: The Permittee shall comply with the inspection procedures and requirements as found in Minn. R , subp. 9(A). The Permittee shall comply with the General Conditions listed in Minn. R Limits set as a result of a performance test (conducted before or after permit issuance) apply until superseded as stated in the MPCA's Notice of Compliance letter granting preliminary approval. Preliminary approval is based on formal review of a subsequent performance test on the same unit as specified by Minn. R , subp. 3. The limit is final upon issuance of a permit amendment incorporating the change. MONITORING REQUIREMENTS Monitoring Equipment Calibration: Annually calibrate all required monitoring equipment (any requirements applying to continuous emission monitors are listed separately in this permit). Operation of Monitoring Equipment: Unless otherwise noted in Tables A, B, and/or C, monitoring a process or control equipment connected to that process is not necessary during periods when the process is shutdown, or during checks of the monitoring systems, such as calibration checks and zero and span adjustments. If monitoring records are required, they should reflect any such periods of process shutdown or checks of the monitoring system. RECORDKEEPING Recordkeeping: Retain all records at the stationary source for a period of five (5) years from the date of monitoring, sample, measurement, or report. Records which must be retained at this location include all calibration and maintenance records, all original recordings for continuous monitoring instrumentation, and copies of all reports required by the permit. Records must conform to the requirements listed in Minn. R , subp. 5(A). Recordkeeping: Maintain records describing any insignificant modifications (as required by Minn. R , subp. 3) or changes contravening permit terms (as required by Minn. R subp. 2), including records of the emissions resulting from those changes. When the Permittee determines that no permit amendment or notification is required prior to making a change, the Permittee must retain records of all calculations required under Minn. R For expiring permits, these records shall be kept for a period of five years from the date the change was made or until permit reissuance, whichever is longer. For nonexpiring permits, these records shall be kept for a period of five years from the date that the change was made. The records shall be kept at the stationary source for the current calendar year of operation and may be kept at the stationary source or office of the stationary source for all other years. The records may be maintained in either electronic or paper format. REPORTING Shutdown Notifications: Notify the Commissioner at least 24 hours in advance of a planned shutdown of any control equipment or process equipment if the shutdown would cause any increase in the emissions of any regulated air pollutant. If the owner or operator does not have advance knowledge of the shutdown, notification shall be made to the Commissioner as soon as possible after the shutdown. 7 TABLE A: LIMITS AND OTHER REQUIREMENTS A-3 06/16/09 Breakdown Notifications: Notify the Commissioner within 24 hours of a breakdown of more than one hour duration of any control equipment or process equipment if the breakdown causes any increase in the emissions of any regulated air pollutant. The 24-hour time period starts when the breakdown was discovered or reasonably should have been discovered by the owner or operator. However, notification is not required in the circumstances outlined in Items A, B and C of Minn. R , subp. 2. Minn. R , subp. 2 At the time of notification or as soon as possible thereafter, the owner or operator shall inform the Commissioner of the cause of the breakdown and the estimated duration. The owner or operator shall notify the Commissioner when the breakdown is over. Notification of Deviations Endangering Human Health or the Environment: As soon as possible after discovery, notify the Commissioner or the state duty officer, either orally or by facsimile, of any deviation from permit conditions which could endanger human health or the environment. Notification of Deviations Endangering Human Health or the Environment Report: Within 2 working days of discovery, notify the Commissioner in writing of any deviation from permit conditions which could endanger human health or the environment. Include the following information in this written description: 1. the cause of the deviation; 2. the exact dates of the period of the deviation, if the deviation has been corrected; 3. whether or not the deviation has been corrected; 4. the anticipated time by which the deviation is expected to be corrected, if not yet corrected; and 5. steps taken or planned to reduce, eliminate, and prevent reoccurrence of the deviation. Fugitive Emissions Control Plan: The Permittee shall submit a fugitive emissions control plan within 60 days of the date of permit issuance for review and approval by the Commissioner. The plan shall identify all fugitive emission sources, primary and contingent control measures, and record keeping. The Permittee shall follow the actions and record keeping specified in the control plan. The plan may be amended by the Permittee with the Commissioner's approval. If the Commissioner determines the permitee is out of compliance with Minn. R or the fugitive emission control plan, then the Permittee may be required to amend the control plan and/or to install and operate particulate matter ambient monitors. Application for Permit Amendment: If a permit amendment is needed, submit an application in accordance with the requirements of Minn. R through Minn. R Submittal dates vary, depending on the type of amendment needed. Extension Requests: The Permittee may apply for an Administrative Amendment to extend a deadline in a permit by no more than 120 days, provided the proposed deadline extension meets the requirements of Minn. R , subp. 1(H). Emission Inventory Report: due on or before April 1 of each calendar year following permit issuance. The Permittee shall submit this on a form approved by the Commissioner. Minn. PART 63 GENERAL PROVISIONS General provisions of Part 63 applicable to Subpart N are provided in Table 1 to Subpart N of Part 63. EMISSIONS LIMITS AND OPERATING REQUIREMENTS Plating bath components shall include a chemical fume suppressant containing a wetting agent when purchased. Surface Tension: less than or equal to 35 dynes/cm measured using a tensiometer at any time during the operation of the tanks. This limit applies individually to each emission unit. Total Particulate Matter: less than or equal to 0.3 grains/dry standard cubic foot of exhaust gas unless required to further reduce emissions to comply with the less stringent limit of either Minn. R or Minn. R This limit applies individually to each emission unit. Opacity: less than or equal to 20 percent opacity. This limit applies individually to each emission unit. MONITORING TO DEMONSTRATE CONTINUOUS COMPLIANCE The Permittee shall monitor the surface tension of the electroplating bath. Operation of the affected source at a surface tension greater than 35 dynes/cm measured by a tensiometer shall constitute noncompliance with the standards. The surface tension shall be measured once every four hours during operation of the tank with a stalagmometer or a tensiometer as specified in Method 306B, Part 63, Appendix A The time between monitoring can be increased if there have been no exceedances. The surface tension shall be measured once every 4 hours of operation for the first 40 hours of tank operation after the compliance date. Once there are no exceedances during 40 hours of tank operation, surface tension measurement may be conducted once every 8 hours of tank operation. Once there are no exceedances during 40 hours of tank operation, surface tension measurement may be conducted once every 40 hours of tank operation on an ongoing basis, until an exceedance occurs. The minimum frequency of monitoring allowed by this subpart is once every 40 hours of operation. Once an exceedance occurs as indicated through surface tension monitoring, the original monitoring schedule of once every 4 hours must be resumed. A subsequent decrease in frequency shall follow the schedule laid out in 40 CFR (c)(5)(ii)(B) Once a bath solution is drained from the tank and new solution added, the original monitoring schedule of once every 4 hours must be resumed, with a decrease in frequency allowed following the procedures of 40 CFR (c)(5)(ii)(B) and (C) WORK PRACTICE STANDARDS The Permittee is subject to the Work Practice Standards of 40 CFR Part (f). The Work Practice Standards of 40 CFR Part (f), current as of permit issuance, are included below. At all times, including periods of startup, shutdown, and malfunction, owners and operators shall operate and maintain any affected source, including associated air pollution control devices and monitoring equipment, in a manner consistent with good air pollution control practices, consistent with the operation and maintenance (O&M) plan required by 40 CFR (f)(3). 15 TABLE A: LIMITS AND OTHER REQUIREMENTS A-11 06/16/09 Determination of whether acceptable O&M procedures are being used will be based on information available to the Commissioner, which may include, but is not limited to, monitoring results; review of the operation and maintenance plan, procedures, and records; and inspection of the source. Based on the results of a determination made under 40 CFR (f)(2)(i), the Commissioner may require that the Permittee make changes to the operation and maintenance plan required by 40 CFR (f)(3). Revisions may be required if the Commissioner finds that the plan: (A) does not address a malfunction that has occurred; (B) fails to provide for the operation of the source, the air pollution control techniques, or the control system or the process monitoring equipment during a malfunction in a manner consistent with good air pollution control practices; or (C) does not provide adequate procedures for correcting malfunctioning process equipment, air pollution control techniques, or monitoring equipment as quickly as possible. Prepare an O&M plan within 30 days if not completed at the time of permit issuance. The plan shall include the following elements: (A) the plan shall specify the O&M criteria for the unit, the add-on air pollution control device, and the process and control system monitoring equipment, and shall include a standardized checklist to document the O&M of the unit; (B) the plan shall incorporate the work practice standards for any air pollution control or monitoring equipment; (C) proposed work practice standards for any air pollution control device or monitoring equipment not listed in 40 CFR Table 1; (D) procedures to be followed to ensure that equipment or process malfunctions due to poor maintenance or other preventable conditions do not occur; and (E) a systematic procedure for identifying malfunctions of process equipment, air pollution control devices, and process and control system monitoring equipment and for implementing corrective actions to address such malfunctions. If the O&M plan fails to address an event that meets the characteristics of a malfunction at the time the plan is developed, the Permittee shall revise the O&M plan within 45 days after such an event occurs. If action taken by the Permittee during periods of malfunction are inconsistent with the procedures specified in the O&M plan, the Permittee shall record the actions taken for that event and shall report by phone such actions within two working days after commencing actions inconsistent with the plan. This report shall be followed by a letter within seven working days after the end of the event, unless the permittee makes alternate reporting arrangements with the Commissioner in advance. The Permittee shall keep the written O&M plan on record after it is developed to be made available for inspection, upon request, for the life of the unit or until the unit is no longer subject to the provisions of this subpart. If the O&M plan is revised, the permittee shall keep previous versions of the O&M plan on record for a period of five years after each revision to the plan. The Permittee may use applicable standard operating procedures manuals, OSHA plans, or other existing plans to satisfy the O&M plan requirement, provided the alternative plans meet the requirements of this section. If a wetting agent/fume suppressant is included in the electrolytic process bath chemicals used in the affected tank according to the manufacturer's instructions, it is not necessary to add additional wetting agent/fume suppressant to the tank to comply with this rule. Management Practices for Plating and Polishing Operations (GP 019) The Permittee shall minimize bath agitation when removing any parts processed in the tank, as practicable except when necessary to meet part quality requirements. The Permittee shall maximize draining of bath solution back into the tank, as practicable, by extending drip time when removing parts from the tank; using drain boards (drip shields); or witawing parts slowly form the tank. The Permittee shall optimize the design of barrels, racks, and parts to minimize dragout of bath solution (such as by using slotted barrels and tilted racks, or by designing parts with flow-through holes), as practicable. The Permittee shall use tank covers, if already owned and available at the facility, whenever practicable. The Permittee shall minimize or reduce heating of process tanks, as practicable. The Permittee shall maintain quality control of chemicals, and chemical and other bath ingredient concentration in the tanks, as practicable. The Permittee shall perform general good housekeeping, such as regular sweeping or vacuuming, if needed, and periodic washdowns, as practicable. The Permittee shall minimize spills and overflow of tanks, as practicable. The Permittee shall us squeegee rolls in continuous or reel-to-reel plating tanks, as practicable. The Permittee shall perform regular inspections to identify leaks and other opportunities for pollution prevention. REPORTING REQUIREMENTS Annual Compliance Report: The Permittee shall prepare an annual certification of compliance report. The annual certification of compliance shall only be submitted if a deviation from the requirements of this subpart occur during the reporting year. Each annual compliance report must be prepared no later than January 31 of the year immediately following the reporting period. If a deviation has occurred during the year, each annual compliance report shall be submitted along with the deviation report, and postmarked or delivered no later than January 31 of the year immediately following the reporting period. Contents of Annual Compliance Report: The annual compliance report shall include: (1) For electroplating, electroforming, or electropolishing tanks that use a wetting agent/fume suppressant to comply with this subpart, a statement that the Permittee added the wetting agent/fume suppressant to the bath according to the manufacturer's specification and instructions (2) For electroplating, electroforming, or electropolishing tanks that use a control system to comply with this subpart, a statement that the Permittee has operated and maintained the control system according to the manufacturer's specifications and instructions. (3) For flash or short-term electroplating tanks, and the Permittee complies with this subpart by limiting the plating time of the affected tank, a statement that the Permittee has limited the short-term or flash electroplating to no more than 1 cumulative hour per day or 3 cumulative minutes per hour of plating time Contents of Annual Compliance Report Con't: (4) For batch electrolytic processes or flash or short-term electroplating tanks, and the Permittee complies with this subpart by operating the affected tank with a cover, a statement that the Permittee has operated the tank with the cover in place at least 95 percent of the electrolytic process time. (5) For continuous electrolytic process tanks and the Permittee complies with the subpart by operating the affected tank with a cover, a statement that the Permittee has covered at lease 75 percent of the surface area of the tank during all periods of electrolytic process operation. (6) A statement that the Permittee has implemented the applicable management practices, as practicable. Deviations Report: The Permittee shall report any deviations from the compliance requirements of this subpart that occurred during the year. The report shall also include the corrective action taken and shall be submitted to the delegated authority. RECORDKEEPING REQUIREMENTS The Permittee shall keep the following records: (1) a copy of any Initial Notification and Notification of Compliance Status submitted and all documentation supporting those notifications; (2) Records specified in the General Provisions, 40 CFR Section 63.10(b)(2)(i)-(iii) & (xiv); (3) Records required to show continuous compliance with each management practice and equipment standard that applies to the facility.
