In this decision, the Alberta Utilities Commission must decide whether to approve an application from (EDTI) to alter and operate the Victoria E511S Substation. The need for the proposed development was approved by the Alberta Electric System Operator (AESO) pursuant to an abbreviated needs approval process established under ISO Rules Section After consideration of the record of the proceeding, and for the reasons outlined in this decision, the Commission finds that approval of the project is in the public interest, having regard to the social, economic, and other effects of the project, including its effect on the environment. 2 Introduction and background 2. EDTI, pursuant to Permit and Licence D , 1 is the operator of the Victoria E511S Substation located in lots 195 to 197 inclusive and 232 to 238 inclusive, Block 4, Plan B3, Subdivision Hudson Bay Reserve, in the northwest quarter of Section 5, Township 53, Range 24, west of the Fourth Meridian, known municipally as Street N.W., Edmonton. 3. On December 1, 2016, pursuant to ISO Rules Section Abbreviated Needs Approval Process, EDTI received approval from the AESO for the need to alter the Victoria E511S Substation. 4. On December 2, 2016, EDTI filed an application with the AUC for approval to alter and operate the Victoria E511S Substation. The application was filed pursuant to sections 14 and 15 of the Hydro and Electric Energy Act and registered as Application A Due to the minor nature of the application, a notice of application was not issued and, therefore, a hearing was not required as the Commission considered that its decision or approval would not directly and adversely affect the rights of a person pursuant to Section 9 of the Alberta Utilities Commission Act. 3 Discussion 6. Pursuant to the abbreviated needs approval process, the AESO issued the approval in response to a request from EDTI s distribution function for a system access service request to supply power to three new buildings in downtown Edmonton; Arena Retail Complex, 1 Substation Permit and Licence D , Proceeding 21415, Application A001, May 6, Decision D (December 19, 2016) 1

4 Victoria E511S Substation Breaker Additions Delta Hotel and Stantec Tower. EDTI s distribution function also requested a change in demand transmission service contract capacity at the Victoria E511S Substation from megawatts to 140 megawatts. 7. EDTI submitted a facility application proposing to alter Victoria E511S Substation by installing two new 15-kilovolt (kv) circuit breakers in breaker cells V42 and V48 and to modify existing protection and control systems and supervisory control and data acquisition systems to accommodate the new 15-kV circuit breakers. Breaker cells V29, V42 and V48 would be connected to EDTI s distribution system that would be constructed by EDTI s distribution function. 8. EDTI indicated that upon completion of the proposed project, the Victoria E511S Substation would contain the following major equipment: one 450-megavolt-ampere (MVA), 240/72-kV load tap changer transformer four 50/66.7-MVA, 72/14.4-kV transformers one 240-kV circuit breaker nine 72-kV circuit breakers kV circuit breakers an enclosure surrounded by a chain-link fence and other substation equipment as described in the application and other previous approvals pertaining to the substation 9. The proposed project would not require an expansion of the existing Victoria E511S Substation fenceline. All work would be conducted within the existing Victoria E511S Substation building. 10. EDTI conducted a participant involvement program in accordance with the requirements of Rule 007: Applications for Power Plants, Substations, Transmission Lines, Industrial System Designations and Hydro Developments. The participant involvement program included notification being sent to 1,800 occupants, residents and landowners within the first row of development surrounding the project by using Canada Post s bulk mail service. Additionally, EDTI indicated that it had sent project-specific information packages to other organizations including the City of Edmonton, the Downtown Edmonton Community League, eight stakeholders who met the criteria for consultation and one other company that EDTI elected to notify. EDTI also conducted personal consultation with 10 property owners directly adjacent to the Victoria E511S Substation. EDTI stated that it has not received any questions, comments or concerns from stakeholders regarding the project and is not aware of any outstanding stakeholder issues or concerns for the project. 11. EDTI confirmed that no equipment containing insulating oil would be added, removed or disturbed as part of this project. EDTI stated that there would be no new effects on soils, terrain, vegetation, wetlands, wildlife habitat, fish and fish habitat, ground and surface water, air quality, drainage or aquatic resources as a result of the project. Further, EDTI indicated that no equipment containing polychlorinated biphenyl would be added, removed or disturbed as part of the project. 12. EDTI received Historical Resources Act approval from Alberta Culture and Tourism for the project on October 17, Decision D (December 19, 2016)

5 Victoria E511S Substation Breaker Additions 13. EDTI indicated that generally work would occur between 7:30 a.m. and 5 p.m. on weekdays with occasional overtime as required. EDTI indicated that a noise impact assessment was not required pursuant to Rule 012: Noise Control because the equipment proposed to be added to the substation would not be noise-producing and the project does not involve the addition of any new structures in the vicinity of noise-producing equipment that could result in any new reflective noise. 14. EDTI added that the proposed project would include the installation of equipment within the existing substation fenceline, into a previously approved substation building and, therefore, no potential visual effects are anticipated. 15. The proposed project cost is estimated to be $167,000 (within +20 per cent/-10 per cent accuracy in $2016) allocated fully to the customer, EDTI s distribution function. There would be no system costs associated with the proposed project. 4 Findings 16. Pursuant to Section 1.4.1(b) of Rule 007, the Commission finds that a needs identification document was not required for the proposed project because the proposed project is a minor addition to an existing substation approved by the AESO pursuant to an abbreviated needs approval process established under ISO Rules Section The Commission finds that the application to install two new 15-kV circuit breakers and associated substation equipment at the Victoria E511S Substation, filed by EDTI pursuant to sections 14 and 15 of the Hydro and Electric Energy Act, complies with the information requirements prescribed in Rule 007. The application is also consistent with the need identified in the AESO s approval letter pursuant to its abbreviated needs approval process. 18. The Commission is satisfied that the participant involvement program undertaken by EDTI meets the requirements of Rule The Commission finds that the technical and environmental aspects of the proposed project, as submitted by EDTI, fulfill the requirements of Rule The Commission accepts EDTI s statement that there will be no continuous noise-producing equipment added to the Victoria E511S Substation and finds that the proposed development meets the requirements of Rule The Commission accepts EDTI s assertion that the proposed project will not result in any new environmental impacts because the alteration is to occur on the existing substation property within a previously approved substation building. 22. The Commission is satisfied that there are no outstanding concerns associated with the alteration and operation of the substation and finds the proposed project to be in the public interest pursuant to Section 17 of the Alberta Utilities Commission Act.
