9 Covenant methodological framework Relying on a technical & scientific basis: the Covenant Guidebook has been developed in cooperation with the JRC and is based on the practical experience of a practitioners group Being flexible and adapted to the local realities: each signatory is free to use any tool that it considers appropriate for its own purposes Providing a common reporting framework (the SEAP template)

10 Sustainable Energy Action Plan Strategic policy document & operational instrument A Vision, specifying the overall CO 2 emissions reduction target by 2020 and the priority areas of action. A Baseline Emission Inventory, offering a clear picture of the current situation in terms of energy consumption and CO 2 emissions A comprehensive set of actions, with indicative budget, time frames and assigned responsibilities.
