2 Viña del Mar is a touristic city, located in the central region. It has 5 kilometers of coastline, a casino, seven universities, an Hippodrome. It has a population of 330,110 inhabitants and its urban development has consolidated in a flat area and in areas with steep hills. Mild Mediterranean climate with winter rains and prolonged dry season. Temperatures during the summer (Dec- Feb) ranging between 25 C and 13 º C, and in winter between 15 º C and 4 º C.

19 Solid Waste (SW) Overview The city generates an average of 120,000 tons / year SW collection is done with two systems: traditional (45%) and the containers system with side haulage (55%) SW are disposed in a landfill located in the neighbouring city of Valparaiso, 26 kilometers away Main challenges: Advance in the minimization of SW (reduce, reuse, recycle) Implementation of a Sustainable SW Management Plan

20 SW Management The Municipality of Viña del Mar delivers the following services: Collection of regular domestic SW. Collection of special domestic SW and from overproducers. Bulky SW Collection. Public cleaning of sidewalks and driveways. Eradication of micro dumps. Collection of recyclable SW in partnership with foundations. The financing of the domestic SW services is shared between taxpayers (60%) and city grants (40%) The municipality has qualified human resources for proper management of SW.

21 SW Policies and Programs Current efforts to improve the SW management: Develop a Comprehensive SW Management Plan to develop sustainable projects for minimization and methane emissions reductions. Promote and develop projects that facilitate and enable the reduction, reuse and recycling of SW.

22 Projects Treatment Plant of lignocellulose waste (pruning) Reduction landfill disposal waste and contributes to reducing methane emissions. 1 st Stage: Turn waste into chips. 2 nd Stage: Use of chips as fuel for heating or power generation. 1 st Stage is almost in place. 2 nd stage has the engineering studies completed, but there are no funds for implementation

23 Enables the segregated collection of waste intended for reduction, reuse and recycling, preventing its disposal in landfills and thus reducing GHGs emissions and soil contamination. Site is available as well as the overall architecture. The detailed engineering project is not done yet. Lack of Funding. Projects Green Point to Reduce, Reuse and Recycle Urban SW

24 Project Esutrofication Control of Water Bodies Water weeds can be treated to produce compot or for being treated in digesters Reduces waste disposal in landfill, thus contributing to reduce GHGs. This project is at the level of idea.

25 Project Promoting Use of Bicycles Reduces consumption of fossil fuels and reduces GHGs emissions. It can be applied to the touristic area of the city, mainly plain, where most of the traffic is concentrated. The project is at idea level

26 Project Forestation in degraded green areas or low density areas The increase in plant biomass captures carbon dioxide, set in its foliage particles in suspension and release oxygen, improving air quality. It can run on a 5 years plan or longer, in coordination with the National Forest Service. The project involves a great effort of community education, to protect new plantations. The project is at idea level

28 Conclusions and Next Steps The priority is to have a SW management plan, as a tool for planning and guiding waste management, to have it tuned with the municipal dynamics and growth, in order to achieve continuous improvement in their management and harmonious and balanced development with its surroundings. Another challenge is the generation of sustainable and self-financiable projects. To achieve this, leveraging private and external funds is needed.
