2 CITY OF SOUTH LAKE TAHOE 1901 Airport Road South Lake Tahoe, California Ph: MEDIA ADVISORY Contact: Tracy Franklin, Public Information Officer Phone: (530) Cell: (530) Bijou Erosion Control Project Ribbon Cutting Ceremony to Be Held on October 30th WHAT: WHO: WHERE: WHEN: WHY: Bijou Erosion Control Project Ribbon Cutting Ceremony All community members The ceremony will be held at the cul-de-sac at the end of Bal Bijou Road, behind the CVS Pharmacy. Thursday, October 30 th at 3:30 pm Join the City of South Lake Tahoe for a Ribbon Cutting Ceremony for the Bijou Erosion Control Project on Thursday, October 30th at 3:30 pm. The ceremony will be held at the cul-de-sac at the end of Bal Bijou Road, behind the CVS Pharmacy and plenty of parking is available. Thank you to all participating agencies who made this project possible: Tahoe Regional Planning Agency, US Forest Service, Caltrans, California Tahoe Conservancy and the State Water Resources Control Board. About the project: The Bijou Area Erosion Control Project is an underground stormwater system. The previous, failing fifty (50) year old Bijou Creek storm drain system has been replaced from the outlet of Bijou Meadow, under Fairway Drive and U.S. Highway 50, through the Bijou commercial core, and to Lake Tahoe. This updated infrastructure will convey Bijou Creek to Lake Tahoe while separately treating stormwater runoff from 42 acres within the Bijou Commercial Core area, preventing 21,000 pounds of fine sediment particles from reaching Lake Tahoe each year. ### City of South Lake Tahoe -

3 Bijou Area Erosion Control Project: Areawide Treatment Bijou Commercial Core (42 Acres) Treatment Area High priority pollutant load catchment - Hwy 50, commercial, and City streets TMDL identified as high pollutant load area - Site Constraints: High groundwater, limited space Upper Watershed Bypass Project Components: (Pre-treatment chambers, dry-well, and force main pump Force main: Delivering pre-treated water to upper infiltration basins Infiltration Basins (USFS): Five (5) treatment and infiltration basins, with emergency overflow outfall to Bijou Meadow Design Volume for 2,606,800 gallons (8 acre feet) Bij ou Cre ek Bijou Creek Watershed: 1,386 Acres System Design: Collect, Treat, Pump and Infiltrate Lake Tahoe Bijou Commercial Core (Treatment Area) High groundwater Limited space Pre-treatment : Dry-well and Sand-oil separator, sediment and treatment vaults force main pump Upper Infiltration Basin (USFS, 8 acres)

4 Long-Term Maintenance Funding Mechanism: Community Facilities District (CFD) Annual Maintenance Costs - Voluntary participation - In-lieu of BMP Retrofit Certification - Will provide up to $56,200 for annual maintenance - Annual Maintenance required per TMDL Lake Clarity Credit registration process Public Roadway Portion $56,200 Private Property Portion (CFD) $56,200 Total Annualized Maintenance $112,400 *Annual maintenance costs include: -Pump repair and replacement -Vault vactoring - Infiltration basin cleaning Efficient Maintenance: Project designed to create simplified, cost effective maintenance in one consolidated location. Pre-treatment (underground) chambers: - 5 Treatment vaults - 3 Sediment vaults - 3 Sand/oil interceptors Typical sediment vault cross section 200,000 gallons of treatment capacity

5 Targeting High Pollutant Load Areas (per TMDL studies and requirements) TMDL Pollutant Load Reduction Plan: - Identified as high pollutant load catchment, directly connected to Lake Tahoe. - TMDL studies determined the project area contains high pollutant load land uses (Primary roads, commercial/industrial) TMDL Pollutant Load Reduction Model (PLRM): Pollutant Fine Sediment Particles (FSP) BEFORE: Bijou Commercial Core Catchment Baseline Pollutant Pollutant Load AFTER Load Construction Load REDUCTION 21, ,369 (96%) Total Phosphorus (TP) (96%) Total Nitrogen (TN) (96%) TMDL Lake Clarity Credits 51 City of S. Lake Tahoe (26% of the credits required by 2016) Caltrans 51 Total Credits Earned From Project 102 Bijou runoff directly connected to Lake Tahoe Failing, undersized pipes for Bijou Creek, resulted in frequent flooding of Hwy 50 and Fairway Bijou Creek culvert AFTER: Double box (2.5 ft x 8 ft), increased capacity, less flooding New Bijou Creek outfall New Upper Infiltration Basin
