5 Glossary Advective Transport Adverse Effect AERMOD Air Emissions Alternative Methods of Carrying out the Undertaking Alternatives to the Undertaking Ambient Air Quality Criteria (AAQC) Ambient Noise / Sound Approval The process whereby solutes are transported by the bulk mass of flowing fluid. Pursuant to the Environmental Protection Act one or more of the following: Impairment to the quality of the natural environment for any use that can be made of it; Injury or damage to property or plan or animal life; Harm or material discomfort to any person; An adverse effect on the health of any person; Impairment of the safety of any person; Rendering any property of plant or animal life unfit for human use; Loss of enjoyment or normal use of property; and Interference with normal conduct of business. The AERMOD model is an advanced dispersion model that has been approved for use in Ontario by the Ministry of the Environment (MOE). AERMOD is a steady-state Gaussian model that is capable of handling multiple emission sources. Within the model, receptor grids as well as discrete receptor locations of interest can be considered. The modelling assessment was conducted in accordance with MOE s Guideline A11: Air Dispersion Modelling Guideline for Ontario, March For stationary sources, the release or discharge of a pollutant from a facility or operation into the ambient air either by means of a stack or as a fugitive dust, mist or vapour. Feasible alternative ways of implementing or carrying out the preferred solution to the identified problem or opportunity. Ontario Regulation 337 Ambient Air Quality Criteria defined limits for specific compounds for defined under the Ontario Regulation Point of Impingement Standards and Guidelines. All noises that exist in an area and are not related to a facility under study. Ambient noise may include sound from other existing industrial facilities, transportation sources, animals, and nature. Context for ambient noise should be defined for each project. Permission granted by an authorized individual or organization for an undertaking to proceed. This may be in the form of an Environmental Compliance Approval (ECA). 5

A confining bed of low permeability along an aquifer that impedes but does not prevent the flow of water to or from an adjacent aquifer. Any material remains of past human life or activity which are of archaeological interest. An area of land and water that represents significant geological and biological features. Refers to the existing air quality surrounding the landfill before the proposed expansion. The baseline is used to determine if there will be a change in the existing environment before the proposed expansion. Bedrock is the rock that underlies the soil; it can be permeable or non-permeable. An earthen embankment or wall, erected to provide protection from the weather; to act as a landscaping screen; or to act as a mitigative measure against visual and noise impacts. A technique or methodology that, through experience or research, has been proven to reliably lead to a desired result. After researching all known management methods, the selection and adaptation of the most suitable practices for achieving the desired outcome. The diversity of plant and animal life in a particular area (e.g., habitat, city, world). A hole drilled to construct a well. In a landfill context, the area between the edge of the waste and property boundary, established to provide space for remedial measures, for the reduction or elimination of adverse environmental impact, and for monitoring. A site with one or more significant buildings, structures, monuments, installations or remains associated with architectural, cultural, social, political, economic or military history and identified as being important to a community. A land classification scheme and mapping which distinguishes all rural land in Canada. The purpose of the Act is to ensure that projects are considered in a careful manner before federal authorities take action in connection with them, in order that such projects do not cause significant adverse environmental effects. In addition, the Act encourages the promotion of sustainable development in federal decision making and public participation in the environmental assessment process. 6

The discharge of chloride from the waste to surface water. CLI defines soils in this class have moderate limitations that restrict the range of crops or require moderate conservation practices. The soils are deep and hold moisture will. The limitations are moderate and the soils can be managed and cropped with little difficulty. Under good management they are moderately high to high in productivity for a fairly wide range of crops. CLI defines soils in this class have moderately severe limitations that restrict the range of crops or require special conservation practices. The limitations are more severe than for class 2 soils. They affect one or more of the following practices: timing and ease of tillage, planting and harvesting, choice of crops, and methods of conservation. Under good management they are fair to moderately high in productivity for a fair range of crops. Landfill that is in the business of accepting and disposing of hazardous waste from customers. Compensation refers to measures that are designed to counterbalance the loss of use or value of a particular parcel of land. A product of the design process that meets the stated objectives of the Clean Harbors Lambton Landfill Expansion. The feasibility of constructing a given project component. Darcy's law is the basic equation that describes fluid flow through porous media. Darcy flux refers to the flow per unit cross sectional area of a porous medium. Daytime Defined as the hours from 07:00 to 22:00. db (decibel) A unit of measure of sound pressure that compresses a large range of numbers into a more meaningful scale. Hearing tests indicate that the lowest audible pressure is approximately 2 x 10-5 Pa (0 db), while the sensation of pain is approximately 2 x 10 2 Pa (140 db). Generally, an increase of 10 db is perceived as twice as loud. 7

Eligible Property Owners are given the opportunity to take part in the existing Good Neighbours Program. A species that is listed or categorized as an Endangered Species on the Ontario Ministry of Natural Resources official species at risk list, as updated and amended from time to time. Species lives in the wild in Ontario but is facing imminent extinction or extirpation. Environment is defined under the Environmental Assessment Act as follows: a) air, land or water, b) plant and animal life, including human life, c) the social, economic and cultural conditions that influence the life of humans or a community, d) any building, structure, machine or other device or thing made by humans, e) any solid, liquid, gas, odour, heat, sound, vibration or radiation resulting directly or indirectly from human activities, or f) any part or combination of the foregoing and the interrelationships between any two or more of them. 8

9 Environmental Assessment (EA) Environmental Assessment Act (EAA) Environmental Compliance Approval (ECA) Environmental Effect Environmental Protection Act (EPA) Equalization Reservoir Evaluation Criteria Existing Conditions Existing Land Uses Extended Site Life A systematic process that is conducted in accordance with applicable laws or regulations aimed at assessing the effects of a proposed undertaking on the environment. Includes evaluation of rationale and opportunity, alternatives, impacts, and mitigative, remedial, and/or monitoring measures. The purpose of the EAA is to provide for the: protection; conservation; and, wise management of Ontario s environment. To achieve this, the EAA ensures that environmental problems or opportunities are considered and their effects are planned for before development or building takes place. An Environmental Compliance Approval (ECA) is required under Part V, Section 27 of the Environmental Protection Act to establish a waste management system or a waste disposal site. This is the licence granted by the regulating agency which permits the operation of the landfill by the applicant or its agents. In Ontario, ECAs are granted by the Ontario Ministry of the Environment (MOE). The ECAs often specify numerous conditions which must be obeyed in order to retain approval to operate the landfill or waste processing facilities. An ECA is required before a waste disposal management system or a waste disposal site can be used, operated, established, altered, enlarged or extended. Any change, whether positive or negative, that an undertaking (project) may cause in the environment. An Ontario Act to provide for the protection and conservation of the natural environment. Treated surface water (also referred to as treated effluent ) is discharged to, and retained in the equalization reservoir prior to release off-site. Evaluation criteria are considerations or factors taken into account in assessing the advantages and disadvantages of various alternatives being considered. The existing conditions that are the physical, chemical, biological, social, economic, and cultural setting in which the proposed project is to be located and where local impacts (both positive and negative) might be expected to occur. In the context of the Environmental Assessment process, existing land uses refer in broad terms to the ways in which lands in the study area are currently being used or occupied. This information is compiled through mapping and verified through field surveys. The landfill might operate beyond the 25 year planning period if actual waste volumes received annually at the landfill might be lower than the volumes predicted. 9

10 Final Cover First Nation Fugitive Emissions Generator A cap constructed over the completed surface of a landfill, usually composed of soil, but sometimes also incorporating synthetic membranes. The cover serves several purposes including: a physical barrier to prevent contact with buried wastes, reducing the infiltration of rain into the waste (to limit the production of leachate) and controlling the escape of any gasses into the atmosphere. Another aspect in designing the final cover is to make it compatible with the ultimate enduse of the site. Although the term First Nation is widely used, no legal definition of it exists. Among its uses, the terms "First Nations people" refers to the Indigenous people in Canada who are not Inuit or Métis, both Status and Non-Status. Some Indigenous people also use the term First Nation to replace the word "band" in the name of their community. Emissions not caught by a capture system. Any person, by site, who through ownership, management, operation or control, creates or stores wastes. Generators include operators of commercial and manufacturing facilities that produce wastes as well as operators of commercial manufacturing facilities that produce waste as well as operators of waste disposal, transfer, bulking, treatment or processing facilities that forward materials off-site. Good Neighbours Program The Good Neighbours Program forms one of the commitments presented in the documentation of the approved 1996 EA for landfill service continuation. The intent of the Good Neighbours Program is to enhance a long lasting positive relationship between Clean Harbors and local residents. Components of this program include minimizing or eliminating impacts of the facility s operations on neighbours, ongoing communication, timely and active response to complaints, annual one-on-one discussion with Eligible Property Owners, Damage Claims Resolution Plan for damages attributable to the facility, and a Property Value Protection Plan which ensures Eligible Property Owners receive fair market value when they sell their property. Groundwater Habitat The mass of water in the ground below the unsaturated zone, occupying the total pore space in the soil or rock. The physical location or type of environment in which an organism or biological population occurs or lives, grows, and carries out life processes. Haul route Hazardous Waste Private and/or public roadway(s) used by vehicles transporting waste to and from a landfill site. By-products of society that can pose a substantial or potential hazard to human health or the environment when improperly managed. Possesses at least one of four characteristics (ignitability, corrosivity, reactivity, or toxicity). 10

11 Hazardous Waste Landfill Household Hazardous Waste Hazardous waste landfills, also known as secure landfills, afford safe hazardous waste disposal by providing a high degree of containment of landfill leachate through increased separation between the landfilled waste and the underlying bedrock or groundwater. See Municipal Hazardous and Special Waste. Hydraulic Conductivity (K) Hydraulic conductivity, symbolically represented as K, is a constant which describes the rate of movement of water through pore spaces or fractures in soil or rock. For example, the lower the hydraulic conductivity, the lower the amount of water that will be conducted. Hydraulic conductivity depends on the intrinsic permeability and the degree of saturation of a material. Saturated hydraulic conductivity describes water movement through saturated media. 12 Land Disposal Restrictions (LDR) Landfill Landfill Standards Guideline Land Use Designation Leachate Leachate Collection System (LCS) Leachate Mounding Liquid Industrial Wastes Listed Wildlife Species Locally Significant Wetland Ministry of the Environment (MOE) Ontario Mitigation Through an amendment of Ontario Regulation 347, the land disposal restriction prohibits the land disposal of certain wastes unless the waste meets specific treatment standards to reduce the mobility and/or toxicity of its hazardous components. Landfill is a waste disposal site where waste is spread in layers, often compacted to the smallest practical volume, and typically covered by soil. The Ontario Ministry of the Environment Landfill Standards Guideline describes the regulatory and approval requirements for the design, operation, closure and post-closure care of new or expanding municipal (i.e. non-hazardous) waste landfilling sites. Regulatory requirements are contained in Ontario Regulation 232/98 made under the Environmental Protection Act. A land use designation in an Official Plan or Community Design Plan describes an area of land within which a specific set of policies applies. The policies identify the main objective of the designation and provide a framework for making land use decisions in the area that is covered by the designation. Water that collects contaminants as it trickles through wastes, pesticides or fertilizers. Leaching may occur in farming areas, feedlots, and landfills, and may result in hazardous substances entering surface water, ground water, or soil. An engineered system to control and collect leachate within a landfill. It is usually constructed of a combination of wells, coarse drainage layers, pipes and/or pumps. The height of landfill leachate that builds up naturally within the level dependent on the water level in the surrounding soils and the operation of the leachate collection system. Clogging or failure of the leachate collection system can cause an increase in leachate mounding. Liquid wastes that come from industrial or commercial sources. They include spent acid solutions, photoprocessing wastes, emulsified oils, waste oils and lubricants as well as many other waste types. Animals with some conservation status, either provincially or federally. Wetlands identified as locally significant by the Ministry of Natural Resources using evaluation procedures established by the province, as amended from time to time. The MOE monitors pollution and restoration trends in Ontario and uses that information to develop environmental laws, regulations, standards, policies, programs, and guidelines. The MOE works to provide cleaner air, land, and water for Ontarians. Measures taken to reduce adverse impacts on the environment. 12

13 Mitigative Measure Monitoring Monitoring Well Net Effects Action or program intended to offset known impacts to an existing natural resource such as a stream, wetland, or endangered species. Periodic or continuous surveillance or testing to determine the level of compliance with statutory requirements and/or pollutant levels in various media or in humans, plants, and animals. A monitoring well is a well drilled at a specific location on or off a hazardous waste site at which ground water can be sampled at selected depths and studied to determine the direction of ground water flow and the types and quantities of contaminants present in the ground water. The impacts, both positive and negative, of an alternative, which remain after avoidance / mitigation / compensation / enhancement measures have been applied. Night-time Defined as the hours from 22:00 to 07:00. Noise Level Non-hazardous Waste Nuisance Effect Odour Odour Unit Official Plan This is the same as sound level except that it is applied to unwanted sounds, general the sound level at a point of reception. Non-hazardous wastes includes all solid waste that does not meet the definition of hazardous waste and includes designated wastes such as asbestos waste. An effect of a project that is considered to be inconvenient or annoying (e.g., noise, traffic). An odour is deemed as a nuisance if it is detected and considered to be unpleasant. When odour levels are elevated and occur frequently, they can be construed as having an adverse effect. An odour unit is defined as the quantity of odourous substance that, when dispersed in 1 m 3 of odour free air, becomes just detectable by a normal human observer whose sensitivity to the odorant represents the mean of the population. The average odour detection threshold is 1 OU/m 3, although odours at this level are not necessarily a nuisance. Odour concentrations that may cause a complaint due to their ability to annoy typically range from 3 to 5 OU/m³. The objectionable level for odour is considered to be generally in the range of 3 to 5 OU/m³. These levels are more closely related to public complaints. An Official Plan is a statutory document adopted by a municipality, which contains the goals, objectives and policies established primarily to manage and direct physical change and the effects on the social, economic and natural environment of the municipality. An Official Plan consists of text and a series of corresponding maps. 13

14 Ontario Regulation 232/98 (O. Reg. 232/98) Ontario Regulation 419/05 (O. Reg. 419/05) Open House Operational Flexibility Organic Overburden Perimeter Berm Point-of-Impingement (POI) POLLUTE Model Post Closure Potential Effect Ontario Regulation 232/98 under the Canadian Environmental Protection Act sets out standards, procedures, and requirements for non-hazardous waste landfilling sites in Ontario. The Regulation applies to every non-hazardous waste landfilling site that comes into existence, or landfilling site that is altered, enlarged or extended, and is intended to have a total waste volume of more than 40,000 cubic metres and to accept only municipal waste for disposal. The Province of Ontario has a regulation under the Environmental Protection Act that deals with local air quality (O.Reg. 419/05). This regulation sets out standards for various contaminants and procedures for assessing and reporting whether or not a proposed emission source is expected to meet the standards or cause them to be exceeded. However, O.Reg. 419/05 does not apply to discharges of contaminants from motor vehicles. Events to provide an opportunity for the community members to learn about, and provide comments on, the project. Study team members are in attendance at all Open House sessions to facilitate discussions and answer questions. 15 Preferred Alternative Process Water Pond Proponent Provincially Significant Wetland (PSW) Public Purge Wells Ranking Rationale Recharge (Groundwater) Receptor Recycle / Reuse Residual Residual Effect Runoff The alternative selected as the undertaking for which approval will be sought, based on an approach for identifying a preferred alternative, namely: (a) Identify a recommended alternative (b) Consult review agencies and the public on the recommended alternative (c) Confirm or select the preferred alternative based on the comments received Process water is generated from areas of the facility where waste is received, processed and transported, or where equipment is stored. This term refers to any species that is at risk of extinction, or of becoming endangered. Species at risk are designated by both provincial and federal committees made up of scientists and other experts. Species at Risk designations in Ontario and Canada include: Special Concern, Threatened, Endangered, Extirpated, and Extinct. A Canadian Federal law that seeks to prevent Canadian indigenous species, subspecies, and distinct populations from becoming extirpated or extinct, to provide for the recovery of endangered or threatened species, and encourage the management of other species to prevent them from becoming at risk. The refractory brick and graphitic electrode material generated by the primary aluminum smelting industry and reacts with water to produce various gases. A waste pit that was formerly used for the disposal of a variety of materials, including styrene. Any organization, governmental entity, or individual that has a stake in or may be impacted by a given approach to environmental regulation, pollution prevention, energy conservation, etc. Water that exists above the soil surface, including runoff from precipitation events and snow melt, typically occurring in streams, creeks, rivers, lakes, ponds and wetlands. Is also referred to as Quaternary geology, refers to those unconsolidated geologic materials lying on top of the bedrock. The sediments were deposited either during or after the last glacial period. Common surficial materials include: Sand and gravel Glacial tills Clay and silts A Terms of Reference is a document that sets out detailed requirements for the preparation of an Environmental Assessment. Refers to animals and plants living or growing on the ground (land), as opposed to animals and plants living in aquatic environments. Specifically referring to habitats where the water table is rarely or briefly above the surface and where soils are not saturated with water. 16

17 Thermal Desorber Unit (TDU) Threatened Species Undertaking Valued Ecosystem Component (VEC) Volatile Organic Compounds (VOCs) Waste Waste Generation Watershed Wetland Processes waste materials that have excess water or organic contaminants that must be processed prior to landfill disposal. Waste materials typically handled include sludge, sediments, filter cakes and soils. A species that is listed or categorized as a Threatened Species on the Ontario Ministry of Natural Resources official species at risk list, as updated and amended from time to time. Species that live in the wild in Ontario, is not endangered, but is likely to become endangered if steps are not taken to address factors threatening it. Is defined in the Environmental Assessment Act as follows: 1. An enterprise or activity or a proposal, plan or program in respect of an enterprise or activity by or on behalf of Her Majesty in right of Ontario, by a public body or public bodies or by a municipality or municipalities, 2. A major commercial or business enterprise or activity or a proposal, plan or program in respect of a major commercial or business enterprise or activity of a person or persons other than a person or persons referred to in clause (1) that is designated by the regulations, or 3. An enterprise or activity or a proposal, plan or program in respect of an enterprise or activity of a person or persons, other than a person or persons referred to in clause (a), if an agreement is entered into under section in respect of the enterprise, activity, proposal, plan or program; ( enterprise ) VECs include: groundwater, surface water, terrestrial ecosystem, aquatic ecosystems, traffic and noise. Compounds with a high vapour pressure which can easily be released as gases at normal temperatures. 1. Refuse from places of human or animal habitation. 2. Unwanted materials left over from a manufacturing process. The weight or volume of materials and products that enter the waste. Also can represent the amount of waste generated by a given source or category of sources. The area of land drained by a single stream or river. Lands that are seasonally or permanently covered by shallow water, as well as lands where the water table is close to or at the surface. In either case the presence of abundant water has caused the formation of soils saturated with water and has favoured the dominance of either hydrophytic plants or water tolerant plants. The four major types of wetlands are swamps, marshes, bogs, and fens. 17

18 Zoning By-law Zoning By-law Amendment A Zoning By-law is a statutory document that is adopted by a municipality to implement the goals, objectives and policies of the Official Plan. A Zoning By-law may either permit or prohibit the use of land within specific zones in a municipality, as well as regulate the key aspects of construction, building placement, and lot configuration (e.g. height, bulk, location, size, floor area, spacing, character and use of buildings or structures, the minimum frontage and depth of land parcels, and the proportion of the lot area that any building or structure may occupy). A Zoning By-law amendment is a change to the text and/or maps of the Zoning By-law. There is a specific process that a Council must follow to amend its Zoning By-law, including public consultation and formal adoption of the amendment by Council. 18
