2 Roadmap to a smarter Goris Phase 1 Pyramid Workshop: UNECE experts and municipality Phase 2 Action Plan & Monitoring Phase 3 Implementation & Evaluation Phase 1: Pyramid Workshop: UNECE Experts, municipality staff and national experts work out key measures to make the city smarter Key indicators are proposed to monitor the process. Phase 2: The list of key measures is converted to an action plan. Agreement on specific indicators to monitor the implementation of the action plan. Phase 3: Sustainable solutions are being implemented. Self financing, creation of local jobs, improvement of living conditions are overarching objectives. Progress evaluation is based on publishing a regular progress report by means of indicators 2

8 Measures Implementation Benefits Ressources & Efforts (Technical, Human, Financial) Priority Create new green public areas short term: < 2 years High Goris lacks green public areas. Citizens and tourists would benefit Low This measure could be mostly achieved by themunicipality with their own resources. Crowd (citizen) funding and citizen "in kind contribution" in terms of working hours should be considered. 1 Establish waste management (i.e. collection and treatment) short term: < 2 years High Littering, back yeard burning and illegal dumps affect the whole city (and country). Turning waste into a resource and a job opportunity is a new business avenue in Armenia and has not been explored before. Medium 1 Public awareness programm "waste is a resource" short term: < 2 years High Littering, back yeard burning and illegal dumps affect the whole city. Any improvement would be a benefit for the environment, for the citizens and for toursim. Low This measure could be mostly achieved by the municipality with their own resources. 1 Build a waste water treatment plant medium term: 2-5 yrs High Long term improvement of river water quality, positive impact on tourism Medium A simple waste water treatment facility could be realised on a low budget basis. Goirs' waste water is mainly organic; a two pond system (sludge separation and enhanced biologic treatment) with a sludge dryer (solar powered) and composter could be sufficient. 2 Repair the current flood control facility medium term: 2-5 yrs Medi um Medium 2 Restore and maintain the stock of cultural heritage medium term: 2-5 yrs High This measure is essentuial for the local identity and for tourism 2 Monitor air and water quality medium term: 2-5 yrs Medi um 3 8
