8 Current Zoning Unrestricted Drilling Drilling by Ministerial Permit Proposed Zoning Text Changes to: Address oil and gas activities in greater detail Establish development standards and conditions to address environmental impacts Establish new Oil and Gas Conformity Review ministerial permit

As proposed, Operator submits application with plans for compliance with development standards and conditions to Kern County for review At the same time, the operator submits a Notice of Intention to DOGGR 2. County reviews documentation within a 10 day period Issues either an approval or incompleteness letter 3. Prior to any drilling activities, the operator must have an approved Oil and Gas Conformity Review AND an approved permit to Conduct Well Operations from DOGGR
10 Scoping Public input on the scope and content of the Environmental Impact Report What concerns/impacts should be addressed? Environmental Impact Report (EIR) Analyze environmental impacts and identify mitigation measures necessary to reduce those impacts. (Mitigation measures will be incorporated into the Zoning Ordinance)
