Filed in late July 2011, after a lengthy instruction and a lot of discussions with the European Commission, the grant agreement was signed by the EU on 17 September WOAD is one of the 202 winners from the 1078 submitted dossiers throughout the EU. A Life+ project (2011), supported by the European Union LIFE+ Environment Policy and Governance project application LIFE 2011 ENV/FR/751 LIST OF BENEFICIARIES Syndicat de Besançon et sa région pour le traitement des déchets Communauté d Agglomération du Grand Besançon INFORMATIONS contact@sybert.fr Here are some context for WOAD The SYBERT (local authority in charge of waste treatment) area is a very mixed area: half of the population lives in a very densely populated city, Besançon, where 70% of people live in apartments blocks. The other half lives in the extensive rural areas surrounding the city: 1,500 km² of hilly countryside Another key point of this project deals with the implementation of the incentive charging for waste (depending on weight or on each collection) on the whole SYBERT area. Currently, four local Communities have put this system into action in 2012 and four others have planned its installation for At the end of 2012, it reaches about 90% of the 228,000 inhabitants of the area. «Waste On A Diet» aims to encourage the residents of dense social housing areas to reduce their residual household waste (in different ways: support, awareness, composting) while in rural areas the project aims to avoid the transfer of residual household waste (which can be used to generate energy) to storage (optimization of waste centres and bulky items sorting), while controlling the costs. This letter outlines the progress in each action area. Before reading this letter, we invite you to read information about the project, either the summary called newsletter # 0 or the complete dossier.
2 ACTION B1 Support for waste disposal management in collective housing The Grand Besançon (Communauté d agglomération du Grand Besançon) is leading this action The purpose of this action is to support people living in high density collective social housing so that they can really understand the terms of incentive charging for waste and use the tools made available to control their bills. Before setting up this action, a first phase was completed during the first half of 2012 in order to develop a methodology. This step was supported by the ERDF. To complete the operation, a four-officer team has been hired, supervised by a coordinator. Initially, six officers should have been recruited but the lack of private co-financing placed limits on the numbers. First, they have to survey each selected building. Then, they set up specific actions plan in those buildings. Here is the survey process:. counting houses and inhabitants,. assessment of quantities of esidual household waste (OMR),. assessment of quantity of recyclable household waste (DMR) from containers and paper sorting collections, - assessment of quantities of glass collected from the voluntary waste drop-off receptacles (PAV) in the neighbourhood, - review of location of waste disposal bins and of the waste management cost, - reviewing other means and conditions for the collection and the pre-collection (voluntary waste drop-off receptacles, dustbins location, collective composting, waste disposal centres), - evaluation of cleanliness and tools convenience and instructions existence. Then, the officers carry out that following actions: - dialogue between services concerning ways to improve tools (Besançon, landlords, Sybert) - improvement of the tools if necessary (works, painting, additional bins, sorting notices...) - local activities (surveys, games at the foot of buildings...) - Information for residents about waste billing and means to improve performance (posters in the halls, door to door). Surveying and monitoring last 6 months per building.there is regular follow-up to assess the impact of the actions on behaviour changes and waste production. Details of the neighbourhoods concerned Buildings are selected on several criteria: number of inhabitants (mainly buildings over 100 flats and secondly, over 50 flats), CUCS (Urban Social Cohesion Contracts) classification (priority 1 and 2 of these contracts) and discussion with landlords and social landlords (availability, guardian, renovation project...). At the end of 2012, 38 buildings or building entrances had been covered. Overall, residents have been directly involved in this action. After a 6 months follow-up, waste management tools were implemented or improved on sites according to the specifically identified needs and opportunities of the different partners: - restored premises - replaced signage - poster campaign landlord No. of buildings Grand Besançon Habitat (GBH) 7 Habitat 25 9 NEOLIA 11 SAIEM B 11

The first indicators during the follow-up period from 1 July to 31 December 2012 (compared to the 1st half of 2012) are: - residual household waste: - 1.9%; - Glass: - 5.4%; And others are not quantifiable: - recyclable household waste (unweighed during the first half of 2012) - cost per capita (implementation in the second half) Contacts and repeated dialogue with people seem to be the most beneficial actions in the project. Future site monitoring will enable us to confirm these observations and improve the methodology of diagnosis and project watch.
4 ACTION B2 Prevention awareness in collective housing The SYBERT leads this action This action aims at raising awareness of the people living in dense social collective housing about waste reduction, both in terms of toxicity and quantity. In order to achieve this, we hired and trained an advisor for prevention. Initially, she had to develop prevention activities for dense social housing, both for an adult audience and a young audience. The educational skills and qualifications required for a young audience are different from those needed for an adult audience with social issues. Therefore, her tasks have been refocused on interventions aimed at a young audience (mainly dense social housing but not exclusively). Thus; the prevention facilitator created an educationalintervention program which approaches five themes related to waste reduction: - Composting; - Eco-consumption; - Food waste; - Toxic products and WEEE (Waste Electrical and Electronic Equipment) - Re-use. A workshop is currently underway with workers in difficult social environments (neighbourhood houses advisors, members of associations) in order to develop activities on waste prevention towards an adult audience and to adapt educational methods and discourse. In 2013, two environmental groups will take part for this audience on several themes: - Toxicity of waste and natural methods for cleaning and home maintenance; - Eco-consumption and food waste By the end of 2012, 27 waste prevention activities were conducted in dense social housing areas. 481 people (mainly children) have been involved during the second half of We can foresee a lot of prospects for 2013: - work for a strengthened cooperation is being established to coordinate interventions in social housing for actions B1, B2 and B3; - ongoing show flat project: it is located in an area of social housing in Besançon (Planoise) to raise awareness about all environmental issues (waste, energy, water, food, travel); - practical workshops on two themes (eco- consumption, food waste, toxic chemicals at home) are being assembled and adapted; - a search for partners and local intermediaries is underway to achieve those practical workshops.

It aims at developing tools composting nearby collective housing neighbourhoods. To achieve that target, a master composter in collective housing has been recruited and trained, strengthening the team. To carry out this action, several tools have been implemented: Composting on the building s ground floor: garden composting shed and rotary drum composter.
6 Composting bins on buildings ground floor - at least three classic composting bins are installed (contributions, maturation, structuring) - bio-buckets are distributed to the participants, - at least two volunteer guides are selected per site and trained for composting by the SYBERT, - support for one year (regular monitoring visits, advising, provision of homogenate) - compost is used on site or in private gardens by composter guides and inhabitants By 31 December 2012, 88 collective composting sites have become operational. The details about the composting bins on building ground floors shown in the table below. Overall, 3110 households can benefit from composting bins on buildings ground floor. The success of these items is thanks to the mobilization of volunteer composter guides. The SYBERT has trained 105 people. In addition, through a partnership agreement with the SYBERT, the Trivial Compost association has established and maintains an discussion network between composter guides. The composting shed - a small wooden shed is set up. Its size is adapted to the number of inhabitants (e.g. 10 m3 per 100 households, about 300 people) - bio-buckets are distributed to participants, - the SYBERT and / or a group of people ensure(s) opening hours to accommodate the inhabitants and take care of their waste and to operate the facility, - The compost is used on site or in private gardens by composting guides and inhabitants. By the end of 2012, three composting sheds are into operation. They all are located in areas of very dense social housing. Overall, about households can use a composting shed, that is to say, they are located at less than 150 meters from their homes. We can see that some users travel more to get there. During the implementation of the composting sheds in Planoise neighbourhood, a vast awareness field campaign was tested. Relying on a «holiday voucher» device, neighbourhood young people were mobilized for two weeks. Thus, they met the people door to door (within a 200 meters radius around the shed) in order to announce the installation of the composting shed and invite them to the inauguration. They gave bio-bucket collection vouchers to each inhabitant. Thanks to this awareness raising action, a record number of people turned out to the inauguration of the shed. This operation demonstrates the value of involving young people in the neighbourhood to meet people. This is an excellent way to fight against possible vandalism of the composting tools and ensure that people have received information and have understood the value of using compost. The rotary drum composter a rotary drum composter is set up (stainless steel machine, sealed and closed for up to 20 tons of organic waste per year) the SYBERT ensures supply, installation and management of the machine. This equipment is limited to areas of very very dense habitat, without green spaces available in the direct vicinity people bring the bio-waste during the opening hours The compost is available to residents during occasional distributions. For social housing with very high density, nine composting sites on building ground floors are in operation. The following table deals with the details about the landlords. A project is being developed with the Foyer des Jeunes Travailleurs called les Oiseaux which is a housing and social supporting structure for young people, located in the Cras neighbourhood. There, a rotary drum composter will be installed in spring It will make used of the organic waste of the structure restoration (400 meals per day) and those of the residents. Indeed, within a 200 meters radius, 200 flats are concerned, for which a participation rate of 50% is targeted. Side effects of collective composting The collective composting strengthens social relationships and exchanges between people of the same building or neighbourhood. It also allows people to commit themselves in projects in which they really are involved and for which some may receive a financial or social reward. Local collective composting development can develop new relationships with people, through the intervention of different structures. For instance, the installation of composting sheds was conducted within the framework of integration projects over two to three days, with jobless young people supervised by a specialized technical educator. In addition, peoples awareness of composting is raised thanks to a partnership with the Unis-Cité association which has hired 16 young Besançon in civic service for a six month period. They conduct various awareness raising activities towards the residents: individual meetings door to door, information stands,
8 organizing group visits of composting facilities... This human presence will increase the effects of information in social housing neighbourhoods. Developing local composting areas requires a regular suppy of structuring material (wood chips) necessary for proper composting : - maintenance businesses for green areas are encouraged to chip pruned branches on site and fill the boxes for the structuring material; - a maintenance business for green areas delivers structuring material to the sites targeted by the SYBERT and makes available structuring material to users on its site. Finally, it is relevant to note the difficulties in developing the composting facilities in the old centre of Besançon ( inhabitants). The Fortifications of Vauban are a UNESCO World Heritage site. Conservation areas are subject to constraints and very strict planning procedures. So, discussions are ongoing with the City of Besançon, l Architecte des Bâtiments de France and the Historic Monuments Commission. ACTION B4 Optimisation of household waste recycling centres This action is led by the SYBERT. It deals with implement a mechanism to control access (badges, barriers, software) to measure use from a quantitative and a qualitative point of view (number of users, number of visits per week, type of users and waste...). The aim is also to disseminate targeted messages and measure their impact on users behaviour. A user database has been developed and was registered with the CNIL in The application documents for badges were distributed during spring By December 31, 2013, many badges requests were received: - 32,604 for SYBERT households, households out of SYBERT, for non-households (associations, governments, communities, businesses). A consultation has been launched to develop the device; however, the contract has been cancelled. A second consultation is underway. The contract should be awarded in March A six months delay was therefore taken for this step of the project, leading to a shortenning the observation phase (four semesters instead of five), without any negative impact to the overall project. The description of the tools will be presented in the next newsletter.
9 ACTION B5 Development of a dismantling centre for bulky objects This action is directed by the SYBERT. This involves the setting-up of a facility which will allow the preparation of bulky waste for dismantling. The goal is to sort bulky objects and dismantle it, if necessary, to increase the proportion going towards recycling and energy production. After consultation, a study has been entrusted to engineering consultants. The provision has been interrupted. A new feasibility study is underway and will identify internal inflows (mixed bulky or pre-sorted), outflows (wood, metal...) and equipment necessary for their management. An implementation study of the system should be achieved. Subsequently, a building permit and operating license application must be filed. This step is essential before launching consultations about the construction of the facility. This action reports lag a full year. Six months are possible to catch up working on the suppression of certain milestones. The feedback about the operating installation will last only six months instead of a year as originally planned. The description and analysis of the facility will be presented in the next newsletter. ACTIONS D Communication : website, the press relation, display panels... This is about implementing all communication actions led by the project. The website The SYBERT created on its website a new section dedicated to the project «Waste on a diet.» On this page you will find the essential information to understanding the project: context, objectives, expected results, the actions implemented, the partner structures, the duration and the amount allocated to the project. Documents are also available for download: complete documentation, project summary and progress letters. Display panels The display panel which presents the project «Waste on a diet» was installed at the end of It is located on one of the SYBERT industrial sites, specifically on the waste recovery platform, between the incinerator and the sorting centre. Display panels have also been installed in each of the 18 waste recycling centres on the SYBERT area. In addition to the practical information about each waste disposal (contact details, opening hours...), these communication supports provide elements concerning the project and describe the access control system that will be implemented soon. Display panels have been installed on each of the three composting sheds put into service. They explain the site operation, specify the opening hours, indicate a phone number and refer to the project.
10 Exchanges with other LIFE projects Discussions have been held with the project LIFE APRON II. Other types of communication The SYBERT issued a press release just about the LIFE project. An article has been written in the specialized press (Newsletter by AMORCE association). The SYBERT and the Grand Besançon also communicated with the media about the project, through some project activities. Communication campaigns focused on the collective composting in social housing (September and October 2012), the implementation of the incentive bill that reached local and national media (mid 2012) and prevention activities at school like «Les piles perdent la face.» (on battery recycling) The SYBERT refers to the Life project (name and logo) in all media it produces and regularly reminds the contribution of the European Union in its various projects. ACTIONS C/E Management & monitoring Technical committees (CoTec) meet every quarter, about three weeks after the due date, to review the action. They met once in early October They bring together primarily the services of the participating organizations: SYBERT, Besançon, ADEME, Conseil général du Doubs, ASCOMADE, landlords, tenants associations... A steering committee (CoPil) meets each semester, about three weeks after the technical committees for the biannual balance of the project. It met once (end of September) to launch the project, and a few days after the notification by the European Union. It brings together the elected representatives of partner organizations mentioned above. Monitoring of project indicators 2009 is the starting and reference point : it was the key period to decide for the strategic policy for waste management in the SYBERT area which led to the LIFE project. Next newsletter scheduled for July The project continues to develop. While all the actions have not followed exactly the pace and prescribed procedures initially planned, progress is being made towards the implementation and achievement of the objectives.
