Share of biogas in the production of primary renewable energy in France in 2011 Hydro Biofuel 7 Other 17 Heat Pumps Wood Biogas production is 350 ktep (334 in 2010)= 1,8% of the production of primary renewable energy. In 2011, the total renewable primary energy is about 19,5 Mtep, which represents 7,7% of the total primary energy. Source : MEDDE, SoeS/Bilan de l'energie

Overview of biogas units in France in 2011 (1/2) Number of units in 2011 : -Industrial units without digesters : ~ 100 units of valorization of biogas in ISDND ( Installation of Storage of Non-hazardous Waste) -Biogas production with digesters : 60 water-treatment plants 80 industrial units ~ (mainly food processing industries) 41 agricultural units 7 centralised or territorial units 9 household waste units 20 MW (without household waste units) ~300 sites 06/2012 : ~ 180 sites = 226 MW el Connected to the electricity network 101 sites are waiting for connexion (=78 MW el) Source : ErDF, Observatoire de l'energie, Ademe, Club Biogaz

Overview of biogas units in France in 2011 (2/2) Production of biogas: -Raw Production : 350 ktep in Valorization of Energy : Electricity Production : 1117 Gwh (2011) Valorized Heat : 94 ktep Epuration in biomethane : -Injection in the natural gas network ~0 -Biomethane fuel : Nm3 Source : ErDF, Observatoire de l'energie, Ademe, Club Biogaz

Legislation in France about biogas production Different legislations that concern all the aspects of biogas production : -On the «waste aspect» : ICPE legislation (Installation classée pour la protection de l'environnement) -On the «digestate valorization» : digestate spreading, normalization of digestate... -On the «biogas valorization in electricity» : feed-in-tariffs for electricity production -On the biogas «valorization in the natural gas network» : a specific legislation on going 5

Feed-in-tariffs for electricity production 6

Valorization in the natural gas network Injection regulatory framework : most recent legislation about biogas valorization. Before 2011, the biomethane injection in the natural gas network was not allowed. -The DGEC has created a National Working Group to define the technical and regulatory framework -Parution of the different texts on November 24 th,2011 (4 décrets, 4 arrêtés) : Buying conditions of biomethane and probable buyers, contract conditions (15 years) Feed-in-Tariffs : from 4,5 à 12,5 c /kw depending on the site traceability of the biogas Use of biomethane as fuel -To come : The double valorization of biogas (fuel+injection) Precision on autoconsumption projects will be presented but more than 250 projects are waiting! Between 3 and 9 Twh of biomethane expected in

Lille project: the global urban waste collect and treatment 1980's : -Increase of the household waste -Need to renew the incinerators park -Evolution of the public opinion (hostility to incinerators...) : big brainstorming on the policy about waste management 1992 : vote for the establishment of a global urban waste collect and treatment scheme

Lille project: the global urban waste collect and treatment

Lille project: the pre-collect and collect collection bin 124 Columns (voluntary intake) Refuse collection : 160 trucks Diesel trucks:150 Natural gas and/or biomethane : 10 Frequency All recyclables (clean and dry, biowaste): 1 time / week Residual household waste: 2 times / week

Lille project: the methanation process Opened in 2007, the biogas plant can handle t/y of biowaste included : The fermentable fraction of household waste collected door to door (for 500,000 inhabitants- 50% of the inhabitants of the Lille ) Green waste collection centers from the 9 waste disposals Waste from the catering establishments (approximately 600) Costs 54 M for the whole biogas plant 18 M for the household waste transfer centre (fluvial tranportation to the biogas plant) 3,5 M for the site rehabilitation (soil remediation) Complete cycle of the plant is 3X 3 weeks for methanation, composting, maturation. Methanation in one of the 2000 m3 digesters Composting of the digestate with green waste before maturation

Lille project: biogas and compost Biogas Biogas is purified with pressurised water to increase the methane part. Then, the biomethane is injected in the natural gas network. The first user is the bus public station (150 bus are parked) Till today, more than m3 of biomethane were injected in 2012, which is equivalent to 30 buses / day Injection on june,17th 2011 : first case in France! Compost The compost has a high quality, is normalised (NFU ) and sold to local farmers. Annual production close to t is one third of the national production of compost produced from biogas plants!

The organization of the french biogas industrial field Professional federation : 200 members Has existed for 13 year with the support of Ademe Organization of working groups, regulatory monitoring, technical conferences, training sessions... New cluster created in 2011 because of the recent regulatory framework : the only one in France specific on methanation Supporting business in a methanation project, applied R&D, training sessions...
