9 1.0 INTRODUCTION MACTEC Engineering and Consulting, Inc. (MACTEC) has been contracted by Olin Corporation (Olin) to assist with the remediation of the Non-Public Properties study area (NPP) in Hamden, Connecticut (Figure 1-1). As part of the remediation work, fill from the NPP will be excavated and then used as fill at the Tire Pond or disposed in an off-site landfill. Identification of fill from the NPP that can be used as fill at the Tire Pond Landfill in Hamden, Connecticut will depend on characterization of the materials with respect to criteria established by the Connecticut Department of Environmental Protection (CTDEP) in the Material Acceptability Protocol for determining acceptability of soils and sediments for use in closing the Tire Pond (and Q Park) Landfill (dated March 1, 07). Prior evaluation of mass analysis versus the criteria, presented in the Material Acceptability Protocol has indicated that lead is the only analyte of concern relative to the criteria (MACTEC, 08a). The CTDEP concurred with the conclusions of the Fill Material Data Review, Evaluation of Material for Placement at the "Tire Pond" Landfill (CTDEP, 08). The only remaining test to determine the acceptability of the excavated material is the Toxicity Characteristic Leaching Procedure (TCLP) for lead. The Material Acceptability Protocol requires materials with concentrations exceeding 250 milligrams per kilogram (mg/kg) lead must meet a less than 5 milligrams per liter (mg/l) TCLP concentration to be considered non-hazardous, and to be eligible as acceptable fill materials for use at the Tire Pond Landfill (CTDEP, 07a). Analytical testing of site fill materials has included total metals and a large number of Synthetic Precipitation Leaching Procedure (SPLP) analyses, but very few TCLP analyses with which to establish any meaningful correlation with the SPLP results. The SPLP and TCLP tests differ mainly in the type of acidic leaching fluid used to extract the contaminant of concern from the soil sample; the SPLP typically uses an inorganic acid to simulate what might be present as acid rain, and the TCLP is typically buffered with an organic acid which might represent a landfill environment. A review of the literature found one source that evaluated the relationship of SPLP and TCLP data for lead. This study (USEPA, 1988) was conducted on samples of seven different soil types and produced a range of ratios of TCLP to SPLP concentrations from 7.6 to.2. In order to take advantage of the already large base of SPLP data at the site, Olin is proposing to conduct a study of 1-1 P:\Projects\Olin Hamden Newhall St\.0_Deliverables\.2_Work_Plans\TCLP Characterization Plan\Draft\Text\Draft TCLP

10 the site-specific correlation between SPLP and TCLP results. If such a correlation is of sufficiently high statistical significance, the existing SPLP data may be used as an indicator of the acceptability of site-wide fill material to be used as fill material at the Tire Pond site. The general approach for this study will be to collect approximately 5 fill samples from the zero to four foot below ground surface (bgs) interval and analyze these samples for total lead, TCLPlead and SPLP-lead. The sample locations have been selected at random from a stratified grouping of the existing SPLP sample locations. That is, the existing data base for detected SPLP results has been ordered from lowest to highest, divided into categories (covering the range of SPLP detections), and sample locations selected at random from each category. In that manner, no individual data points would exert undue influence in the determination of the correlation. This is described further in Section 2. Correlations between SPLP and TCLP extract concentrations would be evaluated and determined from the collected data. This TCLP Characterization Plan is intended to provide sufficient samples with which to evaluate a correlation of the total, SPLP, and TCLP lead results. The remainder of this work plan is organized into the following sections: Section 2.0 Sampling Procedures Section 3.0 Analytical Methods Section.0 Data Evaluation Section 5.0 Reporting Section 6.0 Schedule Section 7.0 References This Work Plan conforms to the Quality Assurance Project Plan (MPI, 0b). 1.1 REGULATORY STATUS On April 16, 03, the CTDEP issued Consent Order No. SRD-128 to Olin (CTDEP, 03). The Consent Order separated the Hamden Middle School and adjacent area, located in Hamden, Connecticut (see Attachment B, Drawing G-001) into Public Properties and Non-Public Properties (NPP) study areas, which together make up the Site. 1-2 P:\Projects\Olin Hamden Newhall St\.0_Deliverables\.2_Work_Plans\TCLP Characterization Plan\Draft\Text\Draft TCLP

11 The 36-acre Public Properties study area consists of: Hamden Middle School, Newhall Street (formerly the Michael J. Whalen Junior High School) Hamden Community Center, 96 Newhall Street (formerly the Newhall Street School) Rochford Field Mill Rock Park (a.k.a. Rochford Field Annex) Two Hamden Housing Authority properties, and Morse Street The sewage pump station, 99 Winchester Avenue The approximately 6-acre NPP study area has two portions, approximately 5.6-acres and 58. acres north of and south of the intervening Public Properties study area, respectively. Based on the Town of Hamden assessors map (revised April 00), 303 properties were identified in the NPP study area (adjacent properties with common ownership, if known, were counted as one). For ease of geographic reference, the city blocks are given the letters shown on Figures 1-1 and 1-2. The NPP includes blocks A, C, E, F, H, J, K, L, M, N, P, Q, R, S, and T. The NPP study area (or Newhall Street Neighborhood ) is located in the southern part of Hamden, Connecticut, east of Dixwell Avenue and just north of New Haven. The Newhall Street Neighborhood is an approximately 18-block area that historically consisted of wetlands and lowlying areas (MPI, 05). Waste materials were placed in these areas from the late 1800s to the mid-1900s. Subsequently, homes, public buildings, and parks were built on and next to the waste disposal areas. The primary human health risk associated with the Site is from direct exposure to the waste fill. The underlying groundwater generally does not pose a health risk to the residents because the area is supplied with public water, and the Site groundwater is not used for drinking or other domestic purposes (CTDEP, 07c). CTDEP issued a final RSP in October 07 (CTDEP, 07b). 12 Excavation of waste fill within the top feet and off-site disposal at authorized facilities Backfilling with clean soil Restoration of pre-existing features (landscaping, patios, fencing, driveways, etc.) if disturbed during construction Soil excavated from these areas may be suitable for filling at the Tire Pond Landfill Site provided it meets the criteria set forth by the CTDEP. 1.2 EXISTING SOIL LEAD AND SPLP-LEAD DATA A query of the existing data base (excluding Block F outlier areas [MACTEC, 08a]) indicated approximately 235 SPLP-lead results above detection limit results and a total of 280 samples analyzed for both total and SPLP-lead. Excluding an extreme outlier of 12,000 mg/kg total lead and 19.2 mg/l SPLP-lead, total lead concentrations for these samples ranged from 1.3 to 6,730 mg/kg, while the detected SPLP results ranged from to.06 mg/l. 13 2.0 SAMPLING PROCEDURES 2.1 SELECTION OF SAMPLING LOCATIONS Selection of sampling locations was carried out by first ordering the detected SPLP values in the data base from lowest to highest. These data were then divided into five subsets of SPLP values: up to 0.01 mg/l; from 0.01 to 0.05 mg/l; 0.05 to 0.1 mg/l; 0.1 to 0.5 mg/l; and greater than 0.5 mg/l. The number of samples selected from each subset was determined as a rough proportion of the samples in each subset and the total number of samples selected, 5. The total number of samples available in each subset was 32, 68, 53, 6 and 18, respectively. The selected number of samples from each subset was 6, 12, 12, 12, and 3, respectively. The samples selected were then based on use of a random number generator in Microsoft Excel (i.e., RANDBETWEEN). This function generated a list of random numbers for each subset. The random number corresponded to an existing ordered SPLP sample analysis. The sample location and depth for this value was then identified. If the proposed sampling location fell within a property on which access has been denied, a replacement location was generated randomly by the same process. The purpose of this procedure was to generate selected samples across the main Site and relatively evenly across the entire range of SPLP values detected such that some samples (typically higher values) would not exert undue influence on the regression analysis. This selection process, even though involving a random element, may reflect the number of samples available for each Block in the database as well as the range in which it fell. Finally, two additional sample locations within each of the subintervals were generated as contingencies to the possibility that some of the proposed sample locations might not be accessible or property access denied. The proposed and contingency locations are listed on Table 2-1. The locations of the proposed sampling locations are shown on Figure 2-1. Samples will be taken in all Blocks of the main Site except N, R, and T. This was a result of the few SPLP detections in each of these, 3,, and detections, respectively, as well as the random nature of the selection process. However, at least one sample will be obtained from each of 12 of the blocks representing the main Site, and it is not necessary that all Blocks be sampled to provide the range of SPLP sample values and to experience the variability of fill characteristics present. 2-1 P:\Projects\Olin Hamden Newhall St\.0_Deliverables\.2_Work_Plans\TCLP Characterization Plan\Draft\Text\Draft TCLP

14 Agreements allowing access to these properties to obtain samples are already in place for most of the properties (some property owners have changed). Prior to mobilization in the field, notification of the start date will be made to the CTDEP, and all property owners will be notified of the scope and schedule of the sampling necessary for waste characterization. 2.2 SOIL SAMPLING The following paragraphs present the major field procedures necessary for obtaining samples. Detailed sampling, logging, equipment operation, reporting, analytical, and quality control/quality assurance procedures are detailed in the Quality Assurance Project Plan (MPI, 0b). Sample locations will be relocated and marked prior to the drilling rig mobilization in a manner that precludes loss or movement. Direct-push borings will be advanced to depths indicated on Table 2-1 at each selected location. The materials encountered will be evaluated for color, odor, and texture. The definitions of soil and fill provided in Section 1.3 of the Final Additional Investigation Work Plan For 22 Properties (MACTEC, 08c) will be used for characterization of materials. All drilling locations will be marked in the field for utility clearance. Call Before You Dig will be contacted prior to initiating drilling as required by law. Drilling and sampling equipment will be decontaminated as necessary to prevent crosscontamination between samples. Direct push drilling equipment will be washed with a soap solution and rinsed with deionized water between each use. Cuttings and decontamination wastewater will be containerized for proper off-site treatment/disposal. All field activities will be completed in accordance with the Quality Assurance Project Plan (QAPP) (MPI, 0b), and the existing Health and Safety Plan (HASP) (MACTEC, 08b). 2-2 P:\Projects\Olin Hamden Newhall St\.0_Deliverables\.2_Work_Plans\TCLP Characterization Plan\Draft\Text\Draft TCLP

15 3.0 ANALYTICAL METHODS The fill samples will be submitted to a CTDEP-approved laboratory for the analysis of total lead (USEPA Method 60B), TCLP (USEPA Method 1311) and SPLP (USEPA Method 1312). Analyses will be conducted in accordance with the CTDEP Reasonable Confidence Protocols (RCPs). 16 .0 DATA EVALUATION As stated in Section 1.0, the objective of this study is to develop a quantitative correlation possessing an acceptable degree of confidence between the SPLP and TCLP results such that the existing SPLP analyses may be used as an indicator of the acceptability of site-wide excavated fill materials (with the exception of outlier portions of Parcel F) to be used as fill materials at the Tire Pond site. The evaluation of the data obtained in this study will be subjected to preliminary data exploratory techniques to determine the statistical nature of the data. This exploration will include basic statistics, histograms, box-plots, graphs and outlier analysis present in Minitab and Excel software. The primary statistical tool expected to be used to develop the correlation between the SPLP and TCLP data is regression analysis. In addition to linear regression, alternate models, such as involving log-transformation, may be evaluated as data exploration may suggest. Other curve fitting, such as quadratic fits, may also be investigated as appropriate. The results of the statistical analyses will be documented in a report (see Section 6) supported by summary tables and illustrative graphs, and recommendations made relative to the adequacy of the SPLP-TCLP correlation as it applies to the determination of adequate fill materials for the Tire Pond. -1 P:\Projects\Olin Hamden Newhall St\.0_Deliverables\.2_Work_Plans\TCLP Characterization Plan\Draft\Text\Draft TCLP

17 5.0 REPORTING Following completion of this field program, a brief summary report will be submitted to present the investigation findings and conclusions and recommendations. The report will also present all analytical data, field data records, and supporting documentation. 18 6.0 SCHEDULE The field effort described in this program is scheduled to be completed within an approximate twoweek time period.
