PAS 141 Industry led initiative Using markets not regulations to raise standards Creates opportunity for operators to differentiate themselves Useful driver to help combat illegal exports of WEEE Potential to stimulate increased re-use of WEEE
Illegal exports Greenpeace and other environmental NGOs have highlighted the impact of e-waste from the US and EU in Africa and Asia
Illegal exports EEE or WEEE?
Illegal exports - EEE or WEEE? Source: VROM Inspectorate
Illegal Exports Key issue for the EA Increasing resources in local and national teams Adopting intelligence led approach Successes Operation Boron largest waste exports case to date 220,000 fines 8 individuals and 3 companies
Use by regulators Compliance inspections based on risk profiling Range of factors used to build up risk profile PAS 141 will now be included Common reference point for operators and our staff Certification to any standard is not a guarantee of compliance

Working Together To Make A Profitable Re-Use Sector February 2013 Louise McGregor Head of Market Development - Zero Waste Scotland
WRAP s vision Helping businesses, individuals and communities reap the benefits of reducing waste, developing sustainable products and using resources in an efficient way
We need to move beyond our current throwaway society to a zero waste economy in which material resources are re-used, recycled or recovered wherever possible Defra Waste Review 2011
Closed Loop Economy
Re-use Closed Loop Economy
WEEE The opportunity 1.6Mt EEE purchased 200,000,000 product items Re-use and recycling Only 7% re-use despite 23% of HWRC WEEE still working Worth 200M+ if resold 54% recycling overall
WEEE The opportunity 1.6Mt EEE purchased 200,000,000 product items Re-use and recycling Only 7% re-use despite 23% of HWRC WEEE still working Worth 200M+ if resold 54% recycling overall, but.. 75% of gold lost in process
WEEE - Carbon impacts Tonnes CO2e avoided Recycling Re-use tonnes CO2(e) / tonne
WRAP Approach Collections Ensuring supply of products to repair/re-use Infrastructure Establishing capacity to sort, repair & refurbish products Supporting repair & re-use enterprises Markets Building demand for & confidence in re-used & repaired products Collections Markets Infrastructure
Challenges Collections preserving quality during collection is key - collections systems are often designed for recycling rather than recovering re-usable or repairable products. Infrastructure evidence is needed to support the viability of re-use and repair operations. Often operations have developed with recycling as their priority. Market demand for re-use products confidence is low in functionality and quality. There is a lack of awareness on availability. There is a lack of standards and specifications to underpin confidence.
Markets Developing standards, specifications and labels to encourage and develop markets for re-used products Using public sector procurement to create demand through the European Pathway to Zero Waste (EPOW) Understanding materials flows, product categorisation and carbon benefits Updating the Recycled Products Guide to include repair, re-use and refurbishment Promoting the environmental and economic benefits of repaired, recycled and recovered materials and products
Collections Developed guidance on bulky waste and textile collections Developed communications materials and consumer information for re-use channels Exploring potential for take-back operations through trials with retailers, manufacturers and others Investigating options for carpets and mattresses Identifying and demonstrating good practice re-use collection options/models (eg with housing associations) Developing ways to provide information to consumers on how to donate (and purchase) re-used goods
Infrastructure Providing materials flows data for textiles, WEEE and furniture to build the business case for investment Making the case for integrating WEEE re-use and repair within existing recycling business models Trials to demonstrate the viability of recovering textiles from the residual waste stream Supporting successful exemplars through the small scale grants and the Waste Prevention Loan Fund Providing business development support to SMEs and social enterprises offering re-use services
Re-use Collections Markets Infrastructure
