4 Introduction Buildings represent a large and dynamic portion of electricity and thermal energy requirements for New York (62 percent of statewide energy consumption and 50 percent of greenhouse gas emissions). The development and deployment of energy efficiency technology in buildings lags behind that of other sectors (transportation, industrial). Reasons Wide diversity of energy-consuming & energy-saving technologies in buildings. Complexity of the economic and regulatory environment in which buildings are built and retrofitted Fragmentation and diversity of the building industry Misalignment of incentives between various stakeholders Intimate connection between human behavior and building energy consumption 4
